• What kind of interest do we have on the RFP for the reservoir concessions?
Agenda Item 5: Action Items
• No items
Agenda Item 6: Matters for Discussion/Information
• No items
Agenda Item 7: Matters from the Department
• Pleasant View Access Improvements
Deryn Wagner presented this item. PRAB had the following questions/comments:
• There is a big opportunity to increase bike use there and it will require infrastructure changes
and operations changes from the field providers to open the bike gates.
• How is a “carpool” defined?
• The fields are more appropriate fields for older kids and tournaments, would like to see more
use of local neighborhood parks and fields for younger kids to cut down on transportation to
the bigger fields.
• Appreciate seeing transportation demand management and discussing those issues with the
vendors, clients or partners, stakeholders, organizations.
• Concerns expressed with adding traffic to Kalmia and encouraging more families to use
bicycles to get there. Kalmia has no shoulder and it's a straight-line country road. It has very
high exceedances of the posted speed limit.
• Would gates be closed when the fields are not open for activities.
• How are we going to engineer this connection to Kalmia in such a way that people don't use it
as an entrance to the complex and it is one-way?
• There is a sense of dread going to the fields because of the logistics and parking.
• How is incentivized carpooling enforced?
• What do the agreements between the school and the church look like?
• Why is soccer concentrated at this complex?
• Would like to maximize the use of schools and partner with BVSD and our recreation
programs to use empty school fields, it would help kids be more independent and bike
themselves to activities instead of having to carpool.
• Are there plans for speed mitigation like speed bumps around the fields?
• There was no discussion about charging for parking, and that is both a mechanism to
discourage car use but also to raise funds for the programs that are using the space and that
would improve carpooling.
• Park on Violet Avenue
Deryn Wagner and guest Ashley Pelletier presented this item. PRAB had the following
questions/comments:
• Is the owner of the Boulder Meadows community cooperative with improving access to the
park?
• Is Transportation and Mobility discussing improvements to Violet Park and the bridge at 19th
Street?
• There are two logical points of access between the manufactured home park and the park on
Violet in the southwest corner where there is currently some construction parking that seems
poorly used, and the other is the Apple Tree Court, in the cult de sac that points off in the
southeast corner, if you could provide access at those points it would be great for members of
that community.
• BPR and Climate Initiatives
Ali Rhodes presented this item. PRAB had the following questions/comments:
• Enjoy the exciting work.
• By providing free parking, we are encouraging people to drive, whereas by providing less
parking or paid parking, we discourage it.
• Paid parking is an important tool for urban parking.
• What kinds of equipment can't be electrified? And what happens when we have outages that
happen occasionally?
• What components are heating the pool with the upgrades at East Boulder Rec Center?
• Would like to see tables at Shanahan Ridge Park to build community with the neighbors.
Agenda Item 8: Matters from the Board Members
• May Meeting Date
PRAB had the following questions/comments:
• Poll full board the second week of April and look at the Brenton Building as a different venue.
• Letter to Council for Retreat
PRAB had the following questions/comments:
• Letter due March 22 to council will include (1) funding for equity programs, (2) teaching
swimming as a life skill for all youth in Boulder, and a (3) need for renovated recreation
centers.
•Bernstein and Segur will produce the letter for review on March 18.
•PRAB Matters
PRAB had the following questions/comments:
•Court System preliminary plans were presented to the Pickleball stakeholders, and they were
quite pleased with the proposals.

use in-house expertise.
