LANDMARKS BOARD MEETING
ACTION MINUTES
Wednesday, September 6, 2023 at 6:00 p.m.

The following are the action minutes of the September 6, 2023 City of Boulder Landmarks Board
meeting. A digital recording and a permanent set of these minutes (maintained for a period of seven years)

1. CALL TO ORDER
The roll having been called, Chair A. Daniels declared a quorum at 6:00 p.m. and the following
business was conducted.
2. OATH OF OFFICE FOR NEW LANDMARKS BOARD MEMBER
Renee Golobic was sworn in as a member of the Landmarks Board.
3. APPROVAL OF MINUTES
On a motion by A. Daniels, seconded by J. Decker, the Landmarks Board approved (3-0, Castellano
absent 09.06.2023) the minutes from the July 12, 2023 Landmarks Board meeting.
4. PUBLIC PARTICIPATION FOR NON-PUBLIC HEARING ITEMS [09:13.00 audio minutes]

5. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS
ISSUED AND PENDING [13:30.00 audio minutes]

6. PUBLIC HEARING [15:21.00 audio minutes] under the procedures prescribed by chapter 1-3,
“Quasi-Judicial Hearings,” B.R.C. 1981:
A. [15:33.00 audio minutes] Public hearing and consideration of an application to designate the
property at 604 Mapleton Ave. as an individual historic landmark, pursuant to Section 9-11-5 of
the Boulder Revised Code 1981, and under the procedures prescribed by chapter 1-3, “Quasi-
Judicial Hearings,” B.R.C. 1981.

Staff Presentation
C. Brandt presented the application to the board, recommending the Landmarks Board forward the
application to the City Council with a recommendation to designate the property as an individual
landmark.

Public Comment
The following members of the public spoke:

Motion
On a motion by J. Decker, seconded by R. Golobic the Landmarks Board voted (4-0) to
recommend to the City Council that it designate the property at 604 Mapleton Ave. as a local
historic landmark, to be known as the Eastman-Reid-Collins House, finding that it meets the
standards for individual landmark designation in Sections 9-11-1 and 9-11-2, B.R.C. 1981, and
adopt the staff memorandum dated September 6, 2023, as the findings of the board.
B. [42:45.00 audio minutes] Public hearing and consideration of a Landmark Alteration Certificate
application to replace the metal roof with asphalt shingle at 910 Spruce St. in the Mapleton Hill
Historic District, pursuant to Section 9-11-18 of the Boulder Revised Code, 1981 and under the
procedures prescribed by chapter 1-3, “Quasi-Judicial Hearings,” B.R.C. 1981.
