RESOLUTION 1341
A RESOLUTION INDICATING THE CITY OF BOULDER’S
SUPPORT FOR 1A, A MEASURE APPEARING ON THE
NOVEMBER 7, 2023 BOULDER COUNTY BALLOT CONCERNING OPEN SPACE
SALES AND USE TAX EXTENSION AND REVENUE CHANGE
THE CITY COUNCIL OF THE CITY OF BOULDER, COLORADO FINDS AND
RECITES THAT:
1. Boulder County Issue 1A, “Open Space Sales and Use Tax Extension and Revenue Change,”
will appear on the November 7, 2023 Boulder County ballot.
2. Issue 1A does not represent a new tax or a tax increase, but rather an extension of an existing
tax.
3. Boulder County owns and manages 76,000 acres of open space—which includes 26,000 acres
of active agricultural land—and manages over 40,000 acres of conservation easements on
private land.
4. If passed by voters, the tax extension will support open space maintenance, including
updating amenities and signs, improving trail surfaces, preserving native vegetation, creeks
restoration, preserving wildlife habitat, and maintaining the overall ecological health of open
space lands.
5. If passed by voters, the tax extension will fund Boulder County’s efforts to continue best
practices for wildfire mitigation, including mowing, grazing, and healthy forest projects.
6. If passed by voters, the tax extension will promote and support local agriculture on lands
owned by Boulder County Parks and Open Space for that purpose, specifically continuing to
improve and expand soil health, organic farming, and efficient agricultural water use.
7. If passed by voters, the tax extension will provide funds to acquire priority high-value
properties for open space when they become available, including requests from our towns and
cities for more acquisitions around their municipal boundaries, 25 priority irrigation ditches,
and much-needed trail connections.
8. Under Section 13-2-4(h) of the Boulder Revised Code, the city council is permitted to pass a
resolution or take an advocacy position on a ballot issue and may direct staff to report that action
to the public in the entity’s usual manner. Without the expenditure of public funds, an elected
official also may express a personal opinion on any ballot issue, including answering questions
about the issue.
RESOLUTION:
The Boulder City Council hereby supports and urges a YES vote on measures 1A which will
appear on the November 7, 2023 Boulder County election ballot.
