LANDMARK ALTERATION CERTIFICATE REQUEST
Public hearing and consideration of a Landmark Alteration Certificate application to replace
the metal roof with asphalt shingle at 910 Spruce St. in the Mapleton Hill Historic District,
pursuant to Section 9-11-18 of the Boulder Revised Code, 1981 and under the procedures
prescribed by chapter 1-3, “Quasi-Judicial Hearings,” B.R.C. 1981.

EXECUTIVE SUMMARY
The LAC request is to remove the existing standing seam metal roof and replace the roof
material with asphalt shingle. The application was referred to the Landmarks Board by the
Landmarks Design Review Committee. Staff recommends the Landmarks Board deny the
application, finding that: (1) it has not been demonstrated that the condition of the roof is
beyond repair; and (2) if the roof is beyond repair and the condition is so poor that replacement

is appropriate, the proposal to change the roof material from metal standing-seam to asphalt
shingle is inconsistent with the Mapleton Hill Historic District Guidelines 1 and the General
Design Guidelines.2
STAFF RECOMMENDATION
Staff recommends the Landmarks Board deny the application to remove the existing standing
seam metal roof and replace the roof material with asphalt shingle.

I move that the Landmarks Board adopt the staff memorandum dated September 6, 2023 as
the findings of the board and deny a Landmark Alteration Certificate to replace the metal roof
with asphalt shingle at 910 Spruce St. in the Mapleton Hill Historic District, finding that the
proposal does not meet the Standards for Issuance of a Landmark Alteration Certificate in
Chapter 9-11-18, B.R.C. 1981 and is generally inconsistent with the General Design Guidelines
and the Mapleton Hill Historic District Guidelines.

I move that the Landmarks Board approve the Landmark Alteration Certificate to replace the
metal roof with asphalt shingle at 910 Spruce St. in the Mapleton Hill Historic District, as
shown on application dated June 2, 2023, finding that the proposal meets the Standards for
Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981 and is generally
consistent with the General Design Guidelines and the Mapleton Hill Historic District
Guidelines.

DESCRIPTION OF PROPOSED WORK
The Landmark Alteration Certificate request is to remove the existing metal roof material and
replace it with GAF Timberline asphalt shingle in “Birchwood”. The roof form is not proposed to
be modified.
At the time staff prepared this Memorandum, the applicant had provided one bid from a
roofing company that stated that the “roof is over 100 years old and is in need of replacement,”
without any supporting analysis or explanation. No additional information regarding the

PROPERTY HISTORY
The house at 910 Spruce St. was constructed c. 1870. The earliest known photograph of the
house was made before 1891 and shows a frame one-story house with a low-pitched hipped
shingle roof (Figure 7). The Sanborn Fire Insurance Maps from 1890 7 and 18958 confirm that the
house had a “shingle roof” before 1900 (Figure 8).

The 1900 10 Sanborn Fire Insurance Map illustrates that between 1895 and 1900, modifications
to the house included a new front porch and enlarged sleeping porch, all with slate or tin roof
rather than shingle (Figure 9).

The 1929-1949 Real Estate Appraisal record 11 confirms the roof was “pressed iron” by 1929 and
remained so in 1949 (Figure 10), and the photograph shows a steeply pitched roof on the main
part of the house and the front porch.

There have been minimal changes to the house since the addition of the front porch and new
roof c. 1900. Permit records indicate that a flat roof portion of the metal roof was repaired in
1981 with “fiberglass T&H + Derbigum.” Derbigum was a manufacturer of paintable
waterproofing membrane for roofs. It’s unclear from the permit if the entire roof was treated
and resulted in the color change seen in the images.12
METAL ROOFS IN THE MAPLETON HILL HISTORIC DISTRICT
Metal roofs are rare in the Mapleton Hill Historic District. There are examples of contemporary
buildings with standing seam metal roofs that have been constructed outside the period of
significance. However, there are only three primary buildings, including 910 Spruce St., that are
still clad in metals roofs added within the period of significance:
2029 5th St.
The Bungalow style house located at 2029 5th St. represents an unusual example of a
standing-seam metal roof on a Bungalow style house. The house was constructed in 1916, and
Sanborn maps indicate that the roof was converted from a shingle roof to “composite”
sometime between March 1918 and February 1922. The 1929-1949 Real Estate Appraisal
record 13 shows the roof was “tin” from 1929. No roof permits have been issued, indicating that
the c. 1929 metal roof is still extant.

1002 Spruce St.
The Vernacular Masonry house located at 1002 Spruce St. was constructed in the 1870s. The
front-gabled, steeply-pitched roof is clad in a standing-seam metal roof. Sanborn maps
indicate that the metal roof replaced shingle on the main gable roof sometime between 1922
and 1931. The 1929-1949 Real Estate Appraisal record 14 confirms the roof was “tin” from 1929.
The metal roof was replaced with a new standing seam metal roof in 2004.

CRITERIA FOR THE BOARD’S DECISION
STANDARDS FOR LANDMARK ALTERATION CERTIFICATES, 9-11-18, B.R.C., 1981
(a) The Landmarks Board and the City Council shall not approve an application for a
Landmark Alteration Certificate unless each such agency finds that the proposed
work is consistent with the purposes of this chapter.
(b) Neither the Landmarks Board nor the City Council shall approve a Landmark
Alteration Certificate unless it meets the following conditions:

1. Does the proposed application preserve, enhance, or restore, and not damage or
destroy the exterior architectural features of the landmark or the subject
property within a historic district?
Staff considers that the change in material from a metal roof to asphalt shingle roofing will
destroy the exterior architectural features of the contributing building. The metal roof has
been a character-defining feature of the house for more than 123 years.
2. Does the proposed application adversely affect the special character or special
historic, architectural, or aesthetic interest or value of the landmark property?
Staff finds that the proposed replacement of the metal roof with an asphalt shingle roof would
be detrimental to the character of the historic district as the metal roof is one of only three
remaining metals roofs installed during the period of significance for the district.
3. Is the architectural style, arrangement, texture, color, arrangement of color, and
materials used on existing and proposed structures compatible with the
character of the landmark property?
Staff considers that the architectural style, texture, color and materials of an asphalt roof is
not compatible with the character of the property, which is defined by the architectural style,
texture, color and materials of the metal roof. Although the original roof was wood shingle
(pre-1895), the roof pitch was modified when the roof was replaced with metal sometime
between 1895 and 1900, changing the architectural character of the house.
The replacement of the metal roof with asphalt shingle is inconsistent with the design
guidelines, which encourage the preservation of the roofing if it’s an important architectural
feature; and if repair is not feasible to replace like-for-like, for example, shingled roofs should
remain shingled, tiled roofs should remain tiled, etc.
(c) In determining whether to approve a Landmark Alteration Certificate, the
Landmarks Board shall consider the economic feasibility of alternatives,
incorporation of energy-efficient design and enhanced access for the disabled.
Information regarding energy efficiency and enhanced access for the disabled was not
provided as part of this application. Roofing cost provided by the applicant indicated that a
replacement metal roof will cost more than twice that of a replacement asphalt shingle roof

($39,700 vs. $16,400). However, metal roofs are typically more economical over time due to
their expected longevity, which can exceed twice that of an asphalt shingle roof. Additionally,
the repair or replacement of a metal roof with new metal if the existing was not repairable
would be eligible for State Historic Preservation Tax Credits (replacement with asphalt shingle
would not be). This would somewhat offset the initial cost of the repair or replacement. The
State Historic Preservation Tax Credit (currently 25% of qualifying costs including a 5%
disaster rate for Boulder County 15) would total $9,925. The reroofing cost would be approx.
$29,775 for a standing seam metal roof vs. $16,400 for an asphalt shingle roof.
DESIGN GUIDELINE ANALYSIS
The Historic Preservation Ordinance sets forth the standards the Landmarks Board must
apply when reviewing a request for a Landmark Alteration Certificate (LAC). The Board has
adopted the General Design Guidelines for Boulder’s Historic Districts and Individual
Landmarks and the Mapleton Hill Historic District Design Guidelines to help interpret the
ordinance. Design guidelines are intended to be used as an aid to appropriate design and not
as a checklist of items for compliance.
In this case, staff considers the replacement of the existing metal roof with asphalt shingle
inappropriate due to the following factors:
• The metal roofing material is an important architectural feature which should be
rehabilitated if possible, and replaced in kind if repair proves infeasible. (Mapleton Hill
Historic District Guideline H: Roofing Materials and General Design Guideline 3.1.2:
“Although historical accuracy in roofing materials is not required, it will generally be
most appropriate to preserve the type and unit scale of original roofing. In some
circumstances, the roofing material is an important architectural feature which should
be preserved. For example, shingled roofs should remain shingled, tiled roofs should
remain tiled, etc.”)
• The metal roof is the primary character-defining feature of the building. The metal roof
was installed before 1900, within the period of significance for the district, when the
roof form was modified, and is a character-defining feature of the building. The
prominent visual impact created by this unusual roof type defines the property and has
shown to be a rare feature within the historic district. (General Design Guideline 3.1

Alterations: Roofs, Skylights, and Solar Panels: “The roof is one of the primary
character-defining features of a historic building, and the repetition of similar roof
types creates part of the visual consistency that defines a historic area.”)
• Repair of the historic metal roof is preferred, and replaced in kind if repair proves
infeasible. (General Design Guideline 3.1.2 “Preserve the character of the original
roofing and its details.”)
• The Secretary of the Interior’s Standards for the Treatment of Historic Properties
reiterates that repair is the preferred treatment. If repair is not feasible, replace in kind.
(Secretary of the Interior’s Standards for the Treatment of Historic Properties:16 “5.
Distinctive materials, features, finishes and construction techniques or examples of
craftsmanship that characterize a property will be preserved”; and “6. Where the
severity of deterioration requires repair or limited replacement of a distinctive feature,
the new material will match the old in composition, design, color and texture.”
PUBLIC COMMENT
Staff has not received comment from the public regarding this application.
FINDINGS
Staff recommends the Landmarks Board adopt the following findings:
The Landmarks Board finds that the proposal does not meet the standards for issuance of a
Landmark Alteration Certificate set forth in Section 9-11-18, “Standards for Landmark
Alteration Certificate Applications,” B.R.C. 1981. In reaching this conclusion, the Board
considers the information in the staff memorandum dated September 6, 2023, and the
evidence provided to the Board at its September 6, 2023 meeting. Specifically, the Board finds
that:
• It has not been demonstrated that the roof is damaged beyond repair;
• Replacement of the metal roof with an asphalt shingle roof will damage the historic
character and the exterior architectural features of the landmark property;
• The metal roof was installed before 1900, within the period of significance for the
district, when the roof form was modified, and is a character-defining feature of the

building. As such, it is an important architectural feature which should be preserved
and therefore, replacement with different roofing material is inappropriate;
• The proposed work will adversely affect the special character or special historic,
architectural, and value of the landmark property, as it is generally inconsistent with
the Mapleton Hill Design Guidelines and will not comply with Sections 2.6 of the
General Design Guidelines and Section 9-11-18(b)(3) of the Boulder Revised Code 1981.

To Whom It May Concern,
Thank you for the opportunity to submit this proposal. The following paragraphs are intended to
define and clarify the scope of work that we propose to undertake on your behalf:
910 Spruce St - Residential Standing Seam Metal Roof
1. Remove all layers of the existing roof system.
2. Install new 7/16” plywood on roof due to old spaced decking
3. Provide and install High Temperature Ice and Water Shield to the entire roof surface.
4. Provide and install smooth finish Drip Edge to all rake edges in color to match roof
panels.
5. Provide and install smooth finish Aluminum 2x4 Drip Edge to all eave edges in color to
match roof panels.
6. Provide and install new ventilation as existing or per code.
7. Provide and install new Pipe-jack boots.
8. Provide and install 12-24” (standard is 16”) wide standing Standing seam panels in 26ga
in color of choice.
9. Provide and install Ridge/Hip metal, W-Valley metal, Rake Metal, Eave drip edge, HT
pipe boots, and flashing in all necessary areas in the color to match all roofing panels.
10. Provide and install Snow stop metal (One row) along the eave and other necessary areas
of the roof; Color to match roof panels .
11. Leave the roof and grounds in a neat and clean condition.
12. Provide Lifetime workmanship warranty
13. Roof is hail damaged and is in no way repairable. This roof is over 100 years old and is in
need of replacement.
We will perform the scope of work outlined above for $39,731.62 plus permit fee . This price
includes all labor, materials, and taxes required to complete the work as described above.
However, this does not include the permit .Permit will be added at final billing at no markup to

the client. Accurate America will ensure that the roof passes inspection and all permits are
closed.
Asphalt shingle quote -$16,402.94
This includes a 50yr shingle, synthetic underlayment, dense deck for flat roof, and re-decking the
entire house.
Additional Clarifications/Qualifications:
●During our inspection plywood was noted as the current roof decking material. If any roof
decking is rotten or otherwise damaged to the point that it can no longer hold a nail then it will be
replaced at a rate of $50.00 per 8’x4’ sheet. Please note that materials have increased in price due
to shortages recently.
●We realize that your guests are of the utmost concern for you and will provide plenty of notice
when a building is going to be worked on along with an estimated completion date for each and
designated no parking and no access areas. We will work quickly, yet skillfully to finish the work
with the least inconvenience to your tenants.
●Prices on this estimate are good for 14 days from the date on the estimate.
●Prices include landscape protection.
●Prices do not include mold, lead, or asbestos testing, protection, mitigation, or removal.
●Gutters and additional trades can be completed as requested and agreed by both parties.
●Payment terms per cash contract to be signed in addition to this document
