December 8, 2022

I.Approval November 10, 2022 BPOP meeting minutes
I. Mr. Leonard motioned to approve, Ms. Adams seconded, unanimously
approved
II.Status report: BPOP member application and selection process
I. No new updates, selected candidates will be presented for approval at
the December 15, 2022 Council Meeting
III.Status report: Hiring new independent monitor
I. 12/9/2022 reviewing of applications
II. Virtual interviews will be held on 12/14/2022
III. If there are enough qualified candidates, in person interviews will be held
on January 11th and 12th. There will be a gathering on the evening of the
11th. Two panel members will be a part of the interview process on the
interviews on the 12th of January.
IV.2023 BPOP meeting schedule
I. Look at changing Panel meetings from Thursday to allow City Council and
public members to attend.
II. The panel will begin doing the Panel meetings on the second Wednesday
of the month at 6:30pm beginning in February to allow for more public
and Council member attendance.
i.BPOP training
i. There will be a 2-hour open meetings training on Sunday December 11, 2022 put
on by the City of Boulder’s attorney office with time for additional legal
questions.
ii. There are more legal trainings coming up and will be further planned when the
new members are onboarded to the panel.
iii. Ms. Finkle and Mr. Gennaco presented on trainings that would be applicable for
the BPOP.
iv. Motion from DL: Motion to approve training topics and get orientation training
scheduled for the new BPOP members.
i. AA seconded the motion.

VI.Committee reports
I.Community Engagement & Communications Committee
i.Ms. Adams presented about BPOP in the news and the chief’s
meeting. Also, discussed challenges to hosting public meetings and
revisited the specific ordinance that allows for incident specific
community forums (2.11.7.f.4)
II. Governance Committee
i. Motion from HV: Motion to approve an annual review and
compilation of bylaws and ordinance guided from the annual
report.
i. TA seconded the motion.
ii. Motion passed
I.Legacy Review Committee
i.There was no meeting this month. How the link was live if the public
wanted to stop by.
VII.Interim Independent Police Monitor report
I. Ms. Finkle presented on case review and disciplinary outcomes.
i. Full case file reviews completed in November 2022: 3
ii. Full case file reviews completed and pending BPD disposition: 0
iii. Cases awaiting panel review: 1 (BPD completed investigation) and
6 (BPD has not yet completed investigation and/or internal
reviews)
