09.08.22 POP Meeting NotesBoulder Police Oversight Panel Meeting Notes September 8, 2022 I.Approval of last month’s meeting notes August meeting notes approved unanimously II.Panel member application and selection process Co-chair Leonard provided a presentation on the panel’s upcoming member selection process. The panel approved of the timeline and the use of a consultant. The panel rejected the idea of holding an in-person event with candidates. The approved timeline is: •Sept. 8 Select non-profits •Sept 12 – Sept 23 Advertise/outreach for applicants (2 weeks) •Sept 24 – Oct 14 Application period (3 weeks) •Oct 17 – Oct 28 Selection of Interviewees and scheduling of interviews •Oct 31 – Nov 11 Interviews (2 weeks) •Nov 18 Deliberations & selection complete •Dec 1 Memo to Council •Dec 15 Council approval The panel then voted on which local non-profit organizations would serve on the Selection Committee. Amistad, Bridge House, and Boulder County NAACP had indicated interest and willingness to serve on the Selection Committee. Each panel member could vote for two organizations during the first round of voting, and one organization for the second round of voting. The voting results were: 1st round 2nd round Amistad – 6 Bridge House – 3 Bridge House – 5 NAACP – 5 NAACP - 5 Amistad and Boulder County NAACP were selected. In accordance with ordinance 8430, two panel members will also serve on the Selection Committee. Panel members have until September 9 to indicate interest in serving on selection committee. III. Committee reports a. Community Engagement & Communications Committee i. Ms. Adams and Mr. King provided an update on the member recruitment event that is being planned to kick-off the start of the application period. b. Governance Committee i. Ms. Villalobos reported that the Governance committee had to postpone their monthly meeting because of the panel’s attendance at the film “This is (Not) Who We Are” on August 25. c. Legacy Review Committee i. Ms. Wilson provided an update on juvenile data received from the police department. Ms. Wilson also indicated that the Legacy Review committee had to reschedule their monthly meeting due to the panel’s quarterly meeting with Chief Herold. IV. Monitor’s report a. Report on outcome of case reviews b. Monthly case statistics • Number of complaints filed in August: 2 o Misconduct: 1 o Serious Misconduct: 1 • Number of community inquiries filed in August: 4 • So far in September, no complaints or community inquiries have been filed. • Current open cases: 7 V. Panel selection of cases to review The panel voted on one complaint, sending case #MI2022-021 to a full case file review. VI. Public Comment There was no public comment.
