Victor King. Taishya Adams. Hadasa Villalobos. Chiko Bwembya. Staff: Corey Vasquez (CMO). I.Approval of minutes of October 13, 2022 BPOP meeting October meeting notes approved unanimously II.Status report: BPOP member application and selection process Panel member application and selection process. Co-chair Leonard updated the panel on the member selection process. • Currently holding interviews • Martha Wilson is keeping a Spreadsheet of candidates • When further identified city counsel will be presented with the selection for approval at the December 15, 2022 Council Meeting III.Status report: Hiring new independent monitor Co-chair Ariel Amaru updated the Panel on the Independent Police Monitor hiring process • Provided there are enough candidates to move forward with, Aimee Kane, the City Manager, and Chief of Operations from HR will hold first round virtual interviews on December 14, 2022. • In person for candidates moving forward will be in person on January 11th and 12th 2023 • In the afternoon/evening of the January 11th a mixer will be held with candidates, community member, and panel members • 2 members are need for in person interviews on January 12, 2023. Tenative Volunteers include: Taishya Adams, Hadasa Villalobos, and Chiko Bwembya IV.Update: transition to new co-chairs Daniel Leonard encouraged those interested to please reach out to himself and Ariel about co-chair information V.Posting monthly public meeting agenda on website in advance of meeting a. Motion from AA: I propose that part of the Panel’s monthly meeting information being made publicly available includes the public posting of the agenda, along with any virtual meeting information. a. Daniel Leonard seconded the motion b. Motion passed VI.Committee reports a. Community Engagement and Communications Committee Taishya Adams update on Community Engagement • Roadblocks from legal communications, waiting for clarification • Area of concern is that there is belief that the Police Chief meetings should be recorded and shared with public • Bylaws and oversight transparency is being considered. Possible steps being considered: o Meeting with City Manager o Presentation for City Council o Reports in City Council board book o Every three-year evaluation of the Police Oversight Panel b. Governance Committee Hadasa Villalobos provided update on Governance Committee i.Approval of Guiding Principles Decision was made to wait on voting on guiding principals to schedule a time at an upcoming retreat i. November 16th will be the next Governance Meeting ii. Waiting for training direction for the Independent Police Monitor to be hired per ordinance c. Legacy Review Committee a. There is not update from the Legacy committee. VII.Interim Monitor report Florence Finkle provided an update on behalf of the Independent Police Monitor a.
