Meeting Notes
August 11, 2022
I. Approval of last month’s meeting notes
• July meeting notes were approved
II. Committee reports
a. Community Engagement & Communications Committee
b. Governance Committee
• Ms. Villalobos provided an overview of the Governance
Committee’s recent work on the panel’s Guiding Principals and
additions to the by-laws.
c. Legacy Review Committee
• Ms. Wilson and Mr. Lipari provided an update on data received
from the department on juvenile interactions with police. The
committee is continuing their review of the data and will discuss
possible next steps at their next committee meeting.
III. Panel Retreat feedback and takeaways
Panel members expressed their appreciation for the opportunity to
meet and better get to know one another in person. Members stated
that they found the retreat sessions beneficial and felt good progress
was made on envisioning the panel’s approach to community
engagement and media relations.
IV. Aug. 25 viewing of “This is (Not) Who We Are”
Panel members will attend a viewing and panel discussion of the film
“This is (Not) Who We Are” at Chautauqua Auditorium on Aug. 25.
V. NACOLE conference
The panel discussed sending two panel members to the National
Association for Civilian Oversight of Law Enforcement (NACOLE)
conference in Ft. Worth, TX from September 11-15. Panel members
were asked to indicate their interest in attending the conference. Panel
co-chairs will determine which two panel members will attend the
conference. Panel members Wilson and Villalobos indicated an interest
in attending the conference.
VI. Panel member application and selection process
• Panel co-chairs discussed the upcoming application and selection
process. The first step will be to identify two local non-profit
organizations to serve on the Selection Committee. Next month
the co-chairs will share a complete schedule and timeline of the
application, interview and selection process.
VII. Monitor’s report
a. Passage of Ordinance 8543 increasing panel from 9 to 11 members
• The monitor reported the City Council passed ordinance 8543,
increasing the panel membership from nine to eleven and the
number of alternates from three to four.
b. Opportunity for panel input on Boulder’s Reimagining Policing Plan
• At the panel’s regular meeting in September, there will be a
discussion of Boulder’s Reimagining Policing Plan with
representatives from the city and policy department.
c. Report on outcome of case reviews
d. Monthly case statistics
• Number of complaints filed in July: 4
o Misconduct: 3
o Serious Misconduct: 1
• Number of community inquiries filed in July: 1
• So far in August, one complaint and no community inquiries have
been filed.
• Current open cases: 11

The panel voted on full case file reviews for the following cases:
