07.14.22 POP Meeting NotesBoulder Police Oversight Panel Meeting Notes July 14, 2022 I. Land Acknowledgement II. Committee reports a. Community Engagement & Communications Committee There was not a meeting this month. Will get feedback at the retreat for events and engagement activities. b. Governance Committee Working on word smithing guiding principles and bylaw amendments. c. Legacy Review Committee Committee members worked on how to operationalize a review of police-juvenile contacts. Next step are to meet with PD data scientist to pull data. Monitor met with BPD and learned the department uses a juvenile referral form, which documents much of the data that the panel needs. Focus is on youth and mental health. Racial and gender disparities. Next step – acquire spreadsheet of data points and reports and present to panel, then meet with PD data scientist. III. Retreat reminder: July 16 10 AM Municipal building – breakfast and lunch will be served IV. Monitor’s report a. Update on increasing the number of panel members i. The monitor reported that the panel’s request to increase the number of panel members from nine to eleven has been added to the City Council’s agenda. The measure will be voted on by Council on either July 27 or Aug. 4. b. Update on wellness resources for panel members i. The monitor reported that an MOU has been drafted that would provide wellness resources for all panel members at Naropa. c. Opportunity for panel input on Boulder’s Reimagining Policing Plan i. The monitor informed the panel that a council member has requested that the panel be given an opportunity to review and provide feedback to the city and BPD on Boulder’s Reimagining Policing Plan. The monitor asked the panel to determine whether they would like to do this at a regular monthly meeting or a special meeting. d. The officer did not immediately notify a supervisor and initially stated that they did not know how the damage occurred to the vehicle. Sustain both allegations Termination Sustained Terminated SM2022- 002 Rule 1 (G.O. 405-2 Investigative Accountability) Two officers responded to a call of a reported sexual assault. The caller had an active warrant for arrest relating to a prior complaint that was determined to be an intentionally false report. The officers arrested the man on the warrant but left without investigating the sexual assault allegation against his wife. Exonerate Review ADA compliance report when completed Exonerated ADA compliance review underway MI2022- 009 Rule 1 (G.O. 313 Domestic Violence Response Rule 1 G.O. 101 Unbiased Policing An individual involved in a domestic violence incident filed a complaint alleging that the other party involved in the incident should have been arrested instead of them. Complainant alleged that officer was biased against them because of their arrest and charging history. Exonerate Exonerated e. Monthly case statistics • Number of complaints filed in June: 4 o Misconduct: 4 o Serious Misconduct: 0 • Number of community inquiries filed in June: 6 • So far in July, two complaints and one community inquiry have been filed. • Current open cases: 16 V. Panel selection of cases to review The panel reviewed the summaries of the complaints filed in July 2022. The panel voted on whether to conduct a full review of each case. The panel elected to conduct a full case file review of cases #MI2022-013, #MI2022-016. Motion to assign panel members to cases at this meeting. VI. Panel member announcements a. Ariel is moving to Seattle but would like to finish her term. She will focus on membership and recruitment. All panelists support her and thank her for completing her term. VII. Public Comment
