06.09.22 POP Meeting NotesBoulder Police Oversight Panel Meeting Notes June 9, 2022 I. Approval of last month’s meeting notes II. Committee reports a. Community Engagement & Communications Committee • Panelist’s, please review the plan and respond to Doodle Poll • Working with Communications department to align with engagement work already being done. • Engagement Spectrum gives many ways to engage public, meeting them where they are. b. Governance Committee • Guiding principles are being finalized • June 15th next meeting c. Legacy Review Committee • Dates and times were finalized for future meetings 4th Thursday of the month • Topics discussed include case review items, treatment of youth with special needs and mental health, transgender community members, use of force, data maintenance, creation of comment box on the website. • Gather topics from community and then gather data from legacy data • Committee could use administrative assistance with scheduling and planning • Panelist survey may be needed to identify administrative needs and need for additional panelists • Panelists voted on Legacy Review Committee to research past data of juveniles with special needs and mental health. III. Discussion on increasing the number of panel members • Approach city council to increase panel from 9 to 11 panelists. o Given number of cases, meetings and need for quorum o Currently one open seat • Governance Committee will create onboarding and off-boarding process • How-To Manual for basic process and procedures for future panelists • Count Me in data is vital – thank you for submitting time IV. Discussion on opening of panel application process • Selecting nonprofit organizations can proceed now • Vote passed to have Monitor approach city council to increase panelists from 9 to 11 with 4 alternates. V. Retreat planning/media training • Doodle poll sent out for July and August – please complete by Wednesday June 15. • Please submit topics or team building ideas for the retreat agenda • Media training needs to happen in July • Social time is needed and valued, try to rearrange your schedule VI. Discussion of quarterly meeting with Chief Herold • Panel would like to increase the number of questions answered, need to keep answers short • Discussion on unhoused community and the resources needed to support the effort VII. Monitor’s report a. 2021 Annual Report Highlights • The monitor provided an overview of the 2021 Annual Report b. Report on outcome of case reviews • MI2022-004 o Allegation: Rule 5 Police Authority & Public Trust o Fact Pattern: Warrant arrest of unhoused individual, verbal and physical resistance, leg-restraint applied, officer’s hand on back of arrestee’s neck. o Panel Recommendation: Exonerate, with concern raised over officer’s hand on back of neck. Reiteration of recommendation on clarification of “neck restraints” in BPD General Orders. o Department Determination: Exonerated. BPD indicated that they are in the process of revising the policy on neck restraints. c. Monthly case statistics • Number of complaints filed in May: 4 o Misconduct: 3 o Serious Misconduct: 1 • So far in June, one complaint and one community inquiry has been filed. • Current open cases: 16 VIII. Panel selection of cases to review The panel reviewed the summaries of the complaints filed. The panel voted on whether to conduct a full review of each case. The panel elected to conduct a full case file review of MI2022-011 and SM2022- 003. The panel elected not to conduct a full case file review of MI2022-012 and MI2022- 014. IX.
