HOUSING ADVISORY BOARD   Summary Minutes: 06/22/22   Virtual (Zoom)        BOARD MEMBERS PRESENT:   Michael Leccese, Chair  Daniel Teodoru, Vice Chair  Juliette Boone  Philip Ogren  Julianne Ramsey    BOARD MEMBERS ABSENT:   Terry Palmos     STAFF PRESENT:   Jay Sugnet  Tiffany Boller Kristofer Johnson Hollie Hendrikson 1) CALL TO ORDER AND ROLL CALL / 6:01 p.m. 2) WELCOME a) Comprehensive Planning Manager for Planning & Development Services – Kristofer Johnson b) Hollie Hendrikson – Housing & Human Services, Planning and Policy 3) AGENDA REVIEW 4) APPROVAL OF MINUTES a) Boone moves to approve, Ogren seconded – approved 4-0 5) PUBLIC PARTICIPATION / 6:07 p.m. a) No public present for comment 6) MATTERS FROM THE BOARD / 6:08 p.m. a) Letter to Council urging action on TVAP Phase II and the Planning Reserve written by Leccese and Teodoru – (1) Ogren – Supports the letter as is, excited about projects and would like to express that to City Council. (2) Boone – Would abstain from voting on the letter, unsure of cost for consultants. Would yield to Council on their priorities between the projects. (3) Johnson – Both projects are Council priorities, but TVAP Phase II will likely advance on a slightly shorter timeline. (4) Gerstle – Suggests giving council additional information as to why these projects are important to HAB as well as HAB’s priorities. (5) Ramsey – Suggests highlighting to Council the priorities of HAB. (6) Leccese – Will revise draft and resend to HAB for consideration and voting on for July meeting. b) Review of Accessory Dwelling Unit (ADU) regulations - Presentation Jay Sugnet, Senior Manager, Housing & Human Services (1) Teodoru – Would like to continue to explore what regulation changes or updates could increase the number of ADUs in Boulder. (2) Leccese – would like to hear results of Council Study session regarding ADUs later this year before HAB makes any recommendations. (3) Ogren – Would like to see higher or no saturation limit on ADUs to achieve more ADUs in Boulder. (4) Leccese – Would like to provide a strong, strategic recommendation to council to increase level of ADUs, possibly after Council Study Session. 7) MATTERS FROM STAFF / 8:00 p.m. a) Leccese – would like to revisit letter to Council and vote in July b) Sugnet – Will invite new Planning Director in July for Q&A 8) DEBRIEF MEETING AND CALENDAR CHECK / 8:12 p.m. a) Board Vacancy, will proceed as a 6-person board until next recruitment in spring 2023. b) Next Meeting is July 27, 2022, virtual continued. c) Happy Hour, non-business, June 28th 9) ADJOURNMENT / 8:15 p.m. a) Ramsey motion to adjourn, Ogren seconded – approval is unanimous APPROVED BY         _________________________________   Board Chair         _________________________________   DATE        Draft HAB recommendation to City Council and staff From Leccese 7/6/22 Revised with board input The Boulder Housing Advisory Board (HAB) is pleased to see City Council list housing issues as seven of its top 10 priorities. In support of these goals, HAB recommends that City Council and Planning Board move forward in two key areas at two key “opportunity” sites: 1) The provision of affordable, for-sale middle-income family housing for the “missing middle.” This priority can help address such issues as traffic congestion and pollution caused by in-commuting and the sharp enrollment drop in the BVSD, particularly in schools within the City of Boulder. 2) The creation of 15-minute neighborhoods where residents can meet most daily needs within a short walk of their home. Two sites contain the best opportunities to create additional housing in 15- minute neighbors that include “Missing Middle” housing exist: the Planning Reserve and Transit Village Area Plan (TVAP) II. HAB recognizes that planning for the desired results of affordable, middle-income (“Missing Middle”) is a long and technical process that requires careful planning and budgeting as well as extensive community outreach. We urge Council to launch these processes for the Planning Reserve and TVAP II as quickly as possible. To ensure the creation of complete, pleasing and sustainable neighborhoods, Council should also set high expectations for all the elements of 15-minute neighborhoods, including: • mixed-income housing, including for-sale options • a mix of land uses that includes services for residents • quality architecture and welcoming public spaces • walkable/bike-friendly circulation with access to transit • cultural diversity.
