A 180-day stay period would expire on October 30, 2022. Item 5B - 568 14th St. LB Memo 06.01.2022 Page 1 of 41 RECOMMENDED MOTION I move that the Landmarks Board issue a stay-of-demolition for the building located at 568 14th St. for a period not to exceed 180 days from the day the permit application was accepted by the city manager in order to explore alternatives to demolishing the building, and adopt the findings of the staff memorandum dated June 1, 2022. Should the board choose to issue the demolition permit, or if the permit is allowed to expire, staff will require that prior to demolition the following be submitted to P&DS staff for review, approval and recording with Carnegie Library: • Measured drawings of all exterior elevations of the building; • A site plan showing the location of all existing improvements on the property; • Color medium format archival quality photographs of the interior and exterior of the building. SUMMARY • On April 9, 2022, the Planning & Development Services Department received an application to demolish the building at 568 14th St., constructed in 1940. • The building is not in a designated historic district or locally landmarked but is over 50 years old and the proposed work meets the criteria for demolition defined in Section 9-16-1 of the Boulder Revised Code 1981. • On April 20, 2022, staff reviewed the application and referred the application to the Landmarks Board for review in a public hearing, finding there was “probable cause to believe that the building may be eligible for designation as an individual landmark.” • Staff finds that the property meets the significance criteria for individual landmark designation and recommends the Landmarks Board issue a stay-of-demolition for a period not to exceed 180 days from the day the permit application was accepted by the city manager (May 3, 2022). • A 180-day stay period would expire on Oct. 30, 2022. PURPOSE OF THE BOARD’S REVIEW Pursuant to section 9-11-23(d)(1), B.R.C. 1981, demolition requests for all buildings built during or after 1940 are reviewed by staff. If, during the course of the review, staff determines that there is probable cause to consider that the building may be eligible for designation as an individual landmark, the issuance of the permit is stayed for up to 60 days from the date a completed application was accepted and the permit is referred to the board for a public hearing. If the Landmarks Board finds that the building proposed for demolition may have significance under the criteria in subsection (f) of Section 9-11-23, B.R.C. 1981, the application shall be suspended for a period not to exceed 180 days from the date it was accepted by the city manager as complete, in order to provide the time necessary to consider alternatives to the building’s demolition. If imposed, a 180-day stay period would start when the completed application was accepted by the city manager (May 3, 2022, when the Landmarks Board fee was paid) and expire on Oct. 30, 2022. Item 5B - 568 14th St. LB Memo 06.01.2022 Page 2 of 41 PROPERTY DESCRIPTION The 10,204 sq. ft. property is located on the southeast corner of Columbine Avenue and 14th Street in the Wellington Heights / East Chautauqua neighborhood. The property is bordered by 546 14th St. to the south, and the 15th St. Alley to the east. The front of the house faces 14th St. The house is located within the identified potential Expanded University Hill Historic District 1, and is midway between the Floral Park Historic District (to the southeast), the 16th Street Historic District (to the northeast) and the University Place Historic District (to the north). BUILDING DESCRIPTION • One story, concrete block stucco building constructed in 1940. • Originally square with possibly and open porch to the south, the house was modified to gabled-L plan in 1949-1950. • Concrete block and stucco “Sun porch wing” replaced what was likely an open porch in 1949- 1950 and extended the house south by 10 ft. • Basement one-car garage. • Hipped-roof front porch and shade structure with iron supports added between 1950 and 1992. • Off-centered, paneled and glazed front door; double-hung windows with non-historic shutters • Newer picture windows on south “sun porch wing” added between 1950 and 1992. Item 5B - 568 14th St. LB Memo 06.01.2022 Page 6 of 41 ALTERATIONS The house at 568 14th St. was constructed in 1940, with an enclosed south addition replacing what was probably an open porch in 1949-1950 per the Tax Assessor Card (Attachment C). The Boulder Survey of Historic Places: University Hill Resurvey considered the property “Contributing- restorable” within the potential expanded University Hill Historic District. Contributing-restorable is defined as: “Those buildings built during the district’s period of significance that have original material that has been covered, or buildings that have experienced some alteration, but that still convey some sense of history. These buildings would more strongly contribute, however, if they were restored. Such buildings may have less compatible additions.”2 However, the modification of the “sun porch wing” in 1950 is arguably historically significant due to its association with Helen Carpenter (see Property History). No photographs of the original open porch have been located. Its existence is sketched onto the Tax Assessor Card (see attachment C). Other alterations include: • Window replacements: double-hung windows in “sun porch wing” appear to have been replaced with a central picture window and flanking casement sash post 1950; • The gable roof at the front entry was added after 1950 and the entry door replaced; • In 1952, the exterior stucco walls were treated with a mineral-based mastic. From the 1992 Boulder Survey of Historic Places 3: “The Floral Park neighborhood embraces three historic subdivisions including Floral Park (1906), Wellington Heights (1907), and Interurban Park (1908). These subdivisions were created as a result of the rapid growth of population in Boulder during the early 1900s, the landscaping of the Chautauqua grounds, the development of the university campus, the growth of the streetcar system, and the entrance of an interurban railway, the Denver & Interurban, into Boulder. The Denver & Interurban Railroad Company, incorporated 1904, was owned and controlled by the Colorado & Southern Railway and was created “to bring fast, efficient, electric local passenger service to the Colorado & Southern’s route between Denver, Boulder and Fort Collins.” The impetus for creation of the interurban was the rapid population growth the state experienced between 1900 and 1910. …. … The Wellington Heights subdivision was platted by the Wellington Realty Company and filed on 3 April 1907. Item 5B - 568 14th St. LB Memo 06.01.2022 Page 9 of 41 Although the earliest house in the area was built in 1900, most of the Wellington Heights properties were constructed in the 1940s, when the older residential neighborhoods near the university were fully developed. The architectural styles of the homes reflected changes in tastes and lifestyles during that period. Item 5B - 568 14th St. LB Memo 06.01.2022 Page 10 of 41 PROPERTY HISTORY “The substantial influence of the University of Colorado on the Floral Park neighborhood was reflected in the large number of university employees who lived there…. The area attracted a diverse population of professional workers, public employees, and small business owners. Roy H. Light, a painter at the university, lived in a vernacular residence at 568 14th Street.”5 Roy H. and Lorraine Light (1940-1943) Roy and Lorraine Light were the first owners of the house. Roy was born around 1895 in Colorado and married Lorraine on August 12, 1923, in Denver. Roy was a painter employed by the University of Colorado. Vinton S. and Verna W. Curry (1943-1948) Vinton and Verna Curry purchased the house from the Lights in 1943. Vinton was an accounting teacher at the University of Colorado and Verna was a bookkeeper. Marcia and Helen Carpenter (1948-1995) Marcia Carpenter, a widow, and her daughter Helen, who never married, purchased the house in 1948. Marcia moved to Boulder from Pueblo after her husband died to live with her only child, Helen. Marcia still worked as a secretary at the University of Colorado at age 75 6. Helen attended the University of Colorado in Boulder from 1918 until 1922 and graduated with a bachelor’s degree in English Composition and Literature.7 According to CU “Helen Carpenter (1900- 1995) … continued her education at Columbia University in New York City. She worked at the University of Colorado at Boulder in the College of Education teachers appointment office beginning in 1922, then served as associate director beginning in 1952 and director between 1957 and 1968. Carpenter was the recipient of numerous awards including the Robert L. Stearns Award (1965) and the President's Citation in 1968.”8 Helen retired from her role as the Director of Placement Services in 1968 and served on the board of the Boulder Historical Society for almost a decade.9 She passed away on April 5, 1995. The Helen Carpenter Reading Room in Hazel Gates Woodruff Cottage #1 on the University campus is named in her honor.10 5 Simmons. It was repurposed into a Reading Room in 1990 and named to honor Helen Carpenter. WGST Library Collection Douglas J. and Rita L. Dart (1995-present) Douglas and Rita Dart purchased the house in 1995. They deeded the property to daughter Andrea Lundeen Dart in 2020, and it remains in the Dart family. CRITERIA FOR THE BOARD’S DECISION: Section 9-11-23(f), B.R.C. 1981, provides that the Landmarks Board “shall consider and base its decision upon any of the following criteria: (1) The eligibility of the building for designation as an individual landmark consistent with the purposes and standards in Sections 9-11-1 and 9-11-2, B.R.C. 1981; (2) The relationship of the building to the character of the neighborhood as an established and definable area; (3) The reasonable condition of the building; and (4) The reasonable projected cost of restoration or repair. In considering the condition of the building and the projected cost of restoration or repair as set forth in paragraphs (f)(3) and (f)(4) …, the board may not consider deterioration caused by unreasonable neglect. As detailed below, staff considers this property may be eligible for designation as an individual landmark. Item 5B - 568 14th St. LB Memo 06.01.2022 Page 13 of 41 CRITERION 1: INDIVIDUAL LANDMARK ELIGIBILITY The following is a result of staff’s research of the property relative to the significance criteria for individual landmarks as adopted by the Landmarks Board on Sept. 17, 1975. See Attachment E: Significance Criteria for Individual Landmarks (link) HISTORIC SIGNIFICANCE: Summary: The house located at 568 14th St. meets historic significance under criteria 1 and 2 and 4. 1. Date of Construction: 1940 - 1950 Elaboration: The date of construction and date of enclosure of the “sun porch wing” associated with long-term owner and resident Helen Carpenter. 2. Association with Persons or Events: Helen Carpenter Elaboration: Helen Carpenter lived in the house from 1948 until her death in 1995. Through her work at the University Placement Bureau beginning in 1922 through 1968, Helen was instrumental in forging paths for graduates at the University of Colorado Boulder, especially women in non- secretarial employment roles. 3. Distinction in the Development of the Community: East Chautauqua / Floral Park / Wellington Heights Elaboration: The neighborhood was platted in 1907 after the Denver & Interurban Railroad Company, incorporated 1904, made the East Chautauqua area convenient through “… fast, efficient, electric local passenger service to the Colorado & Southern’s route between Denver, Boulder and Fort Collins.” The influence of the University of Colorado was reflected in the large number of university employees who lived there, and as University Hill became more developed and exclusive, working-class residents looked to Floral Park and Wellington Heights. “Modern” development of remaining open lots in the neighborhood began in 1940 and continued post-WWII. 4. Recognition by Authorities: Front Range Research Associates (1992); Barth, Kathryn Howes, and Ramsey Lara: Boulder Survey of Historic Places: University Hill Resurvey (2001-2002) Elaboration: The Boulder Survey of Historic Places: University Hill Resurvey considered the property “Contributing-restorable” within the potential expanded University Hill Historic District. ARCHITECTURAL SIGNIFICANCE: Summary: The house located at 568 14th St. meets architectural significance under criterion 1. 1. Recognized Period or Style: Masonry Vernacular Elaboration: The building is representative of 1940 vernacular house construction with a 1950 addition typical of proto-ranch construction. 2. Architect or Builder of Prominence: Unknown 3. Artistic Merit: None Observed. 4. Example of the Uncommon: None Observed. 5. Indigenous Qualities: None Observed. Site Characteristics: None observed 2. Compatibility with Site: None observed 3. Geographic Importance: Although the house is currently somewhat hidden by mature vegetation, it is prominently located on a corner lot. 4. Environmental Appropriateness: None observed. 5. Area Integrity: The property is located in the identified potential expanded University Hill Historic District. The neighborhood is predominantly post World War II single family residential houses with a scattering of early 1900s buildings. The 2002 Boulder Survey of Historic Places: University Hill Resurvey recommended the period of significance be extended to include 1892 through 1952 to represent the time in which the neighborhood subdivisions were platted, development began, and construction in the neighborhood was essentially complete: “The buildings constructed between 1942 and 1952 were predominantly built on vacant lots as compatible infill development and represent architectural styles commonly found in the 1940s and early 1950s.”12 However, this recommendation applied to the entire University Hill area, which extends from Broadway on the east, to the alley between 8th Street and Grant Place on the west, to the alley between University Avenue and Pleasant Street on the north, to Columbine Avenue on the south. It was not specific to the proposed expanded University Hill Historic District between Baseline and Mariposa Ave. The proposed expanded University Hill Historic District, at the time the area was surveyed, included only three buildings constructed in 1940 or later that were considered to be contributing to the potential district: 1511 Columbine Ave., constructed in 1940 and notable for its stone masonry; and 515 14th St. and 535 14th St., both of which were proto-ranch, designed by Glen Huntington and constructed in 1941. 12 Barth. At the time this memo was written, staff had not received that information. CRITERION 4: PROJECTED COST OF RESTORATION OR REPAIR: The owner intends to submit information related to the to the projected cost of restoration or repair of the building. At the time this memo was written, staff had not received that information. PUBLIC COMMENT: Staff has not received public comment related to this case. THE BOARD’S DECISION: If the Landmarks Board finds that the buildings to be demolished do not have significance under the criteria set forth in section 9-11-23(f), B.R.C. 1981, the city manager shall issue a demolition permit. If the Landmarks Board finds that the buildings to be demolished may have significance under the criteria set forth above, the application shall be suspended for a period not to exceed 180 days from the date the permit application was accepted by the city manager as complete in order to provide the time necessary to consider alternatives to the demolition of the building (Section 9-11-23(h), B.R.C. 1981). A 180-day stay period would expire on Oct. 30, 2022. FINDINGS: Staff recommends that the Landmarks Board adopt the following findings: A stay of demolition for the property at 568 14th St. is appropriate based on the criteria set forth in Section 9-11-23(f), B.R.C. 1981 in that: • The property may be eligible for individual landmark designation based upon its historic, architectural and environmental significance; • The property is significant for its association with Helen Carpenter; • The property contributes to the character of the neighborhood as an intact representative of the area’s past; • It has not been demonstrated to be impractical or economically unfeasible to rehabilitate the building.
