c. Report on outcome of case reviews
i. MI2021-053: This case involves an officer who responded to an
elementary school after receiving a call from school administrators
concerning a report of menacing by a student with special needs. The
officer determined that the student could not be held culpable due to his
diminished mental capacity and that the school administration had
handled the issue properly. The officer did not complete an incident
report and only documented his actions with CAD (computer aided
dispatch) notes. One month later, the school district had additional issues
with the student, and they requested a copy of the report from the first
incident, however, the officer had not completed an incident report
documenting the incident. The investigation found that the officer
violated General Order 201, Report Writing. The Police Oversight Panel
recommended to sustain the allegation against the officer and to provide
training through supervisory counseling. The department sustained the
allegation, documented a performance note, and conducted verbal
counseling.
ii. MI2021-056: in this case, two officers responded to a call regarding a
man violating a protection order. During the investigation, the officers
developed sufficient probable cause to arrest the individual for violation
of the protection order (the victim had a video of him shouting
obscenities at her from outside her residence). Officers went to make
contact with the individual at his nearby residence. Body worn camera
footage indicated that when an officer told him he was under arrest and
to put his hands behind his back, the individual verbally and physically
resisted by telling the officers "F-ck you" and stiffening his arms as an
officer attempted to place him into handcuffs. An officer pulled the
individual down by his wrist to get him on the ground and finish
handcuffing him. The individual later complained that an officer threw
him on the ground on his shoulder and slammed his face on the ground.
He indicated his shoulder and neck hurt on the right side. The Police
Oversight Panel reviewed the case and recommended that the officer be
exonerated on the allegation. The department exonerated the officer on
the allegation.
iii. SM2022-001: a panel review committee examined this case and made a
recommendation. We are awaiting the department’s final outcome and
will update the public on this case at next month’s meeting.
d. Monthly case statistics

V. Panel selection of cases to review
The panel reviewed the summaries of the complaints filed. The panel voted on
whether to conduct a full review of each case. The panel elected to conduct a full
case file review of case #MI2022-008.
VI. Public Comment
Three members of the public were present. Members of the public receive two
minutes to speak.
A member of the public asked about past police activities and asked for more
information and public engagement in such matters. Legacy Committee is open to
exploring this type of engagement and explore this topic.
