i.Instructions for Virtual Hearing;
Mishawn Cook, Licensing Manager, provided instructions to the BLA members, city staff,
and hearing participants on how to participate during the virtual hearing.
ii.Member Roll Call;
Authority member roll call was completed with a quorum of 4 members present.
iii.Approval of Beverage Licensing Authority (BLA) minutes from February 16, 2022, and
March 2, 2022, hearings;
Member Califano moved, Member Friesen, seconded to approve the minutes from
February 16, 2022, hearing. Motion Passed 4:0
Ms. Cook mentioned to the Authority that the March 2, 2022, minutes would be
available for review for the next hearing.
iv.Hearing agenda issues from Licensing Clerk;
Licensing Manager Cook brought to the Board’s attention the following issues:
Under Agenda Item 7, Hungry Toad, we do not expect to convene this agenda item
because the applicant completed the 10-day posting with no comments or concerns
received.

2. Matters from the Boulder Police Department (BPD).
Officer Rich Denig mentioned that he is currently working on a sale to a minor investigation
that will be sent to a prosecutor in a few days time.
3. Matters from the Responsible Association of Retailers (RAR).
Nathan Dewey provided the following updates: RAR members had a fake ID training at the
Boulder Theater with Officer Denig. Also, a marijuana and liquor crossover visibly intoxication
training is being implemented as well as TIPS training on Saturday mornings.
4. General Public Comments for Future Beverage Licensing Authority Hearings.
No public comment at this time.
5. Public hearing and consideration of an application filed on December 13, 2021, from The
Academy Group LP d/b/a Academy University Hill, 970 Aurora Ave, Boulder, CO 80302;
Joseph Romano, Co-Owner, Gary Berg, Co-Owner and Registered Manager with a premise
business mailing address, for a renewal of a Hotel-Restaurant type liquor license
Gary Berg, co-owner was sworn in for this matter and confirmed the 10-day legal posting
requirement. No ex-parte communications or conflicts of interest were disclosed by
Authority Members. No public comment was received. Vice-Chair Absalom read the
procedures into record.
Mr. Berg explained why the renewal was late-filed. Manager Cook confirmed that
Occupation Tax and Sales Tax are approved for this license.
The Authority members deliberated over the renewal of the application.
Member Wallace moved, and Member Friesen seconded, to approve the renewal of this
Hotel-Restaurant type liquor license. Motion passed 4:0.
6. Public Public hearing and consideration of an application filed on January 26, 2022, from
Café Nostro Ltd d/b/a Café Sole, 637 S Broadway, Unit R, Boulder, CO 80305; Suter Debose,
President, Ashkan Angha, Vice President, with a premise business mailing address, for a
renewal of a Beer and Wine type liquor license.
This agenda item was continued to the April 20, 2022, BLA Hearing as the applicant was unable
to attend.

7. Public Convened if required by timely comment received: Public hearing and consideration
of an application filed on February 18, 2022 from Frogandtoad, LLC d/b/a The Hungry Toad,
2543 N. Broadway, Boulder, CO 80304; Bonnie Rada, 100% owner and registered manager,
with a business mailing address of 2010 Alpine Drive, Boulder, CO 80304, for a temporary
modification of a Hotel-Restaurant liquor license to add an outdoor service area of
approximately 240 square feet with 7 added outdoor tables until April 30, 2022

of an application filed on February 22, 2022 from Sherry’s On the Hill, LLC d/b/a Sherry’s
Soda Shoppe, 1087 13th Street, Boulder, CO 80302; Joshua Pollack, Managing Member,
Nicholas Severino, Registered Manager, with a business mailing address of 2621 Madison
Street, Denver, CO 80205, for a temporary modification of a
Hotel-Restaurant liquor license to add an outdoor service area of 284 square feet until April
30, 2022

9. Matters from the Senior Counsel
Assistant Senior Council, Laurel Witt, mentioned that Veronique Van Gheem will be back for
the April Hearing.
10. Matters from the Licensing Clerk
a. Board Recruitment for 2022
Licensing Manager Cook explained that applicants have been interviewed and
City Council nominated Michael Carr. However, Council wanted at least 2 female
applicants for the second available seat which they now have. The committee
will select the 5th member of the BLA soon.
b. Neighborhood boundary setting for applications for February 16, 2022, BLA
hearing
i. Stella’s Lounge, LLC d/b/a Stella’s Lounge for a New Hotel-Restaurant type
liquor license application at 1123 Walnut Street, Suite 101, Boulder CO
80302.
The following neighborhood boundaries were discussed: Maxwell Avenue on the North,
Marine Street on the South, 17th Street on the East, and 4th Street on the West. Member
Wallace moved, and Member Friesen seconded, to approve these boundaries. Motion

c.Expected Administrative Processing of Liquor License Transfer Applications
ii.Belotta, LLC d/b/a Belotta for a Transfer of a Hotel-Restaurant type liquor
license application at 4580 Broadway, Unit D-1, Boulder, CO 80304.
d.Special Event Liquor Permits and Temporary Modifications – List in Packet
e.Breweries, Wineries, and Distilleries requests for local licensing authority input on
Application for Colorado Liquor Sales Room – None for March
f.Informational Items

ii.Thank you to outgoing BLA Member, Michael Friesen
11.Matters from the Chair and Members of the Authority
Member Friesen mentioned that there could be some appropriate rule changes for Hearing
after completing the Driftwind Special Hearing on March 2, 2022. The BLA members agreed
that these discussions will commence at the future BLA retreat.
ADJOURNMENT
Member Friesen moved, Member Wallace seconded, that this hearing should be adjourned, and
thus, the hearing was adjourned at 6:23 PM. Motion to adjourn approved 3:0.
