Importance of
Strategic
Planning
Fulfills our City, HHS Mission and Values
Ensures equitable, wise use of our
resources –human and investments
Enables evaluation of our community impact
* What are we doing well
* What can we do better
Need for HHS Strategic
Framework
Purpose:
* Better define joint work after HHS consolidation
* Focus on what our goals mean and how to measure success
* Inform a future joint HHS strategy
Process:
* Key crosscutting themes of HS Strategy, Housing goals, consistent community feedback. In other words:
“What keeps people up at night?”
* Assessed current resources, activities and possible desired outcomes focused on two primary areas of need: Affordability and Inclusivity.
* Created new graphic representation of an HHS Strategic Framework
Departmental Strategic
Plans reflect:
•Comprehensive Plan (core values)
•Sustainability + Resilience
Framework (guides city
budgeting & planning)
•Racial Equity Plan (eliminate
systemic and institutional racism
in policies and practices)
Housing & Human Services Mission:
We strive for all to thrive! All Boulder community members deserve to
thrive. Housing and Humans Services provides resources and community
connection so everyone can experience Boulder as a just, inclusive and
equitable community.
We commit to achieving this mission by:
•Building relationships with those we serve
•Fostering collaborative partnerships
•Addressing systematic inequities
•Investing in and implementing effective sustainable and solution-
based policies and programs
•Creating and preserving a diversity of affordable housing options
Using a Logic Model for Strategic Planning
A logic model is a visual description of the relationship between what we do,
and the positive results we want.
Lists of Things To Do Logic Models
Can be overwhelming Categorized, phased approach
Lack prioritization, timelines Assist in prioritizing
Uncertain impact Show relationship to impact(s)
Difficult to evaluate Inherently provide evaluation frame
What is the burden, barrier, inequity
or problem that needs to be solved?
What do we have the ability or
influence to change?

My feet hurt
and I can't
run. I want
to run, I love
to run, and I
want to get
better.
In three weeks,
walk 3 miles in 45
minutes.
If I can't, I need a
new strategy or
need to adjust
expectations.
In three months,
be able to run 5
miles each day
with no pain.
If I can't, I need
a new strategy or
need to adjust
expectations.
