RECOMMENDED MOTION I move that the Landmarks Board adopt the staff memorandum dated January 5, 2022, as the findings of the board and conditionally approve a Landmark Alteration Certificate to construct a deck and railings of deck with composite product at 845 14th St., in the University Place Historic District, as shown on plans dated September 22, 2021, finding that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981 and is generally consistent with the General Design Guidelines provided the stated conditions are met. Conditions of Approval 1. The applicant shall be responsible for completing the work in compliance with the approved plans, except as modified by these conditions of approval. 2. Prior to submitting a building permit application and final issuance of the Landmark Alteration Certificate, the applicant shall submit final architectural plans and specifications to staff for its final review and approval to ensure that the final design of the deck is consistent with the General Design Guidelines and the intent of this approval. a. Revised deck design showing vertical pickets. b. Details on composite material, vertical pickets and lattice. BACKGROUND AND SUMMARY • Past LAC History 1) May 2020: Ldrc approval for the replacement, reconfiguration and rehabilitation windows on main house (HIS2020-00120) 2) June 2020: Landmarks Board approval to construct a 770 sq. ft. accessory building (HIS2020-00102) 3) July 2020: Staff approval to repaint main house (HIS2020-00190) 4) October 2020: Staff approval to install HVAC heat pumps and mini-split system to main house (HIS2020-00290) 5) August 2021: Landmarks Board conditional approval to install solar panels on main house (HIS2021-00052) 6) September 2021: LDRC approval to construct a rear wood deck with vertical railing (HIS2021-00245) Item 5B - 845 14th Street LB Memo 01.02.2022 Page 2 of 25 • On November 17, 2021, the owners submitted an LAC application to construct a rear deck to the contributing house using a composite material with horizontal cable railings. (HIS2021-00300). Based on the LDRC’s prior review of the deck, staff referred the application to the Landmarks Board for review for consideration of use of a composite decking material. • Staff finds that the construction of the deck of a composite material at the rear of the contributing house generally meets the Standards for issuance of a Landmark Alteration Certificate pursuant to 9-11-18(a) & (b)(1)-(4) B.R.C. 1981 and is largely consistent with the General Design Guidelines and the University Place Historic District Design Guidelines. With the stated conditions, staff recommends approval by the Landmarks Board. • This recommendation is based upon the understanding that the stated conditions will be reviewed and approved by staff prior to the issuance of a Landmark Alteration Certificate. EXISTING PROPERTY DESCRIPTION • 845 14th Street is located mid-block on the west side of the 800 block of 14th Street in the University Place Historic District. • The two buildings currently on the lot include the main house and a non-historic carport. Future construction of a garage is anticipated (approved HIS2020-00102). Figure 1. Center windows are six over six, double-hung sash with rusticated stone sills. • Off-center inset porch with brick support and wooden braces forming hood over entrance. Brick porch walls with stone trim. • Shed roofed front, wall dormer, stuccoed and with triple gang of double-hung sash. • Centrally located brick chimney with stone trim. • West shed roof addition to house appears to have constructed outside of the 1890-1941 period-of-significance for the University Place Historic District PROPERTY HISTORY • Property located in the University Place Historic District (700 & 800 blocks of 14th Street) significant for its association with the growth of the University of Colorado and the need for faculty and staff housing during the first decades of the twentieth-century. Item 5B - 845 14th Street LB Memo 01.02.2022 Page 6 of 25 • District includes excellent examples of Tudor Revival, English/Norman Cottage-Revival, Craftsman Bungalow, Italian Renaissance-Revival, Foursquare, and Colonial-Revival architecture. • Constructed in 1911, the first listed residents of 845 14th Street were Lawrence Wooster and Fannie B. Cole; Lawrence was the head of the psychology department and a regent at the University of Colorado. • Lawrence born in Ohio in 1870 and received his PhD from Harvard University, worked as superintendent of schools in Oklahoma, and later taught at Wellesley College. • 1910 Lawrence appointed professor of psychology and education at the University of Colorado and between 1911 and 1920, was also director of the School of Social Service, served on the board of education in Boulder and was active in the Chamber of Commerce. • Lawrence was author of a widely used textbook in psychology. • Fannie Cole born in Missouri and migrated to Oklahoma in a covered wagon with her parents where she met Lawrence, whom she married in 1900. • A teacher, Fannie Cole was active in civic and social groups in Boulder who lived at 845 14th Street until her death in 1957. DESCRIPTION OF PROPOSED WORK Scope of work includes construction of a rear deck. Owner Narrative: We are proposing an amendment to the LAC we received to build a 12' x 16' deck in the back of our home. We would like to use a sustainable, environmentally friendly composite product to build the deck instead of slow-growth wood. We are happy to meet in person with the board and bring actual samples. We believe that the quality of composite products has improved substantially since we first applied for our Certificate, both in terms of appearance and content. We believe a properly selected composite product will be more in line with the environmental objectives of Boulder, while meeting the content and appearance objectives for Landmarks Preservation. All other details previously approved will remain the same, with the exception of the deck floor, and any coordinating "wood" on the railings. Item 5B - 845 14th Street LB Memo 01.02.2022 Page 11 of 25 CRITERIA FOR THE BOARD’S DECISION STANDARDS FOR LANDMARK ALTERATION CERTIFICATES, 9-11-18, B.R.C., 1981 (a) The Landmarks Board and the City Council shall not approve an application for a Landmark Alteration Certificate unless each such agency finds that the proposed work is consistent with the purposes of this chapter. (b) Neither the Landmarks Board nor the City Council shall approve a Landmark Alteration Certificate unless it meets the following conditions: 1. Does the proposed application preserve, enhance, or restore, and not damage or destroy the exterior architectural features of the landmark or the subject property within a historic district? Provided the stated conditions are met, staff finds the proposed work will be generally consistent with the purposes of this chapter, in that the proposed use of composite decking at the rear of the house with low-public visibility will not damage the historic character of the property. 2. Does the proposed application adversely affect the special character or special historic, architectural, or aesthetic interest or value of the landmark property? Provided the stated conditions are met, staff considers the proposed use of composite decking material at the rear of the house will not adversely affect the special character or special historic, architectural, and value of the property as the changes are generally consistent with the General Design Guidelines and the University Place Historic District Design Guidelines. 3. Is the architectural style, arrangement, texture, color, arrangement of color, and materials used on existing and proposed structures compatible with the character of the landmark property? Provided the stated conditions are met, staff considers that the texture, color, and arrangement of color of the proposed composite decking material will be compatible with the designated property. Item 5B - 845 14th Street LB Memo 01.02.2022 Page 12 of 25 (c) In determining whether to approve a Landmark Alteration Certificate, the Landmarks Board shall consider the economic feasibility of alternatives, incorporation of energy-efficient design and enhanced access for the disabled. Specific information specific to economic feasibly of alternatives, incorporation or energy- efficiency design and enhance access for the disabled was not submitted with the application. The reuse of an existing building is inherently sustainable, and the rehabilitation of the building will need to meet the City’s energy code regulations and Section 106.5 helps ensure that any alterations needed to meet the energy will not detract from the historic character of the site. DESIGN GUIDELINE ANALYSIS The Historic Preservation Ordinance sets forth the standards the Landmarks Board must apply when reviewing a request for a Landmark Alteration Certificate (LAC). The Board has adopted the General Design Guidelines for Boulder’s Historic Districts and Individual Landmarks and the University Place Historic District Design Guidelines to help interpret the ordinance. Design guidelines are intended to be used as an aid to appropriate design and not as a checklist of items for compliance. General Design Guidelines, 3.3 Decks Decks are modern expressions of porches that were not found on historic buildings. Great care needs to be taken in designing decks to fit into the historic character of the house. The design elements must respect the historic character as to size, materials, railing detail, intrusion into spaces between buildings, and materials. Because decks are not traditionally found on historic structures, they should be avoided or their appearance should be minimized. Decks should be subordinate to the house in terms of scale and detailing. .1 First floor decks are inappropriate in the front of a house. Locate a first floor deck to the rear of a building. .2 While current code requirements must be met, new railings should be as close as possible to historic heights. In addition, sensitive design may give the appearance of the lower railing heights found on historic structures. .3 Unpainted redwood is inappropriate; decks should be painted or stained to match the existing building. .4 Materials with a synthetic look and/or feel should be avoided. Analysis • Proposed first floor deck is located at the rear of the building. • Deck will not be unpainted redwood; composite material will appear similar to stained or painted wood. Item 5B - 845 14th Street LB Memo 01.02.2022 Page 13 of 25 • Due to its location at the rear of the building, the visibility of the deck materials will be very low from the public right-of-way. General Design Guidelines, 2.0 Site Design .7 Preserve a backyard area between the house and the garage, maintaining the general proportion of built mass to open space found within the area. Analysis • Proposed 12 ft. by 16 ft. deck will add built mass to the property; however, staff considers the general proportion to open space found within the area will be maintained. General Design Guidelines, 6.4 Materials .1 Materials should be similar in scale, proportion, texture, finish, and color to those found on nearby historic structures. .2 Maintain a human scale by avoiding large, featureless surfaces and by using traditionally sized building components and materials. Analysis • Composite material is similar in scale, proportion, finish and color to traditional materials. Use of material as a horizontal surface result in very low visibility from the public right-of-way. Summary In this case, staff considers the use of composite material for the construction of a deck is appropriate, due to these factors: Decks are modern expressions; use of modern material where visibility is low is appropriate. Appearance of deck is minimized due to its location at the rear of the building and is subordinate to the historic house. Composite material is generally similar in scale, proportion, finish and color to traditional materials. Use of material as a horizontal surface will result in very low visibility from the public right-of-way. Staff considers that the following changes to the proposal are necessary to ensure consistency with the General Design Guidelines for Boulder’s Historic Landmarks: Item 5B - 845 14th Street LB Memo 01.02.2022 Page 14 of 25 Revision of design to show vertical pickets. While visibility of the proposed horizontal surface material will be low from the alley, the deck railing will be visible from the rear of the property and should be consistent with more traditionally configured railings with vertical balusters found on historic houses in the University Place Historic District. PUBLIC COMMENT Staff has received no public comment on this case. FINDINGS Staff recommends the Landmarks Board adopt the following findings: The Landmarks Board finds that with the stated conditions the project meets the standards for issuance of a Landmark Alteration Certificate set forth in Section 9-11-18, “Standards for Landmark Alteration Certificate Applications,” B.R.C. 1981. In reaching this conclusion, the Board considers the information in the staff memorandum dated January 5, 2022, and the evidence provided to the Board at its January 5, 2022 meeting. Specifically, the Board finds, if the stated conditions are met, that: 1. The proposal will be generally consistent with the purposes of this chapter, in that the proposed work will not damage the historic character of the landmark property. 2. The proposed work will not adversely affect the special character or special historic, architectural, and value of the landmark property as they are generally consistent with the General Design Guidelines and will generally comply with Sections 2.0 and 3.3 of the General Design Guidelines and Section 9-11-18(b)(3) of the Boulder Revised Code 1981.
