LANDMARK ALTERATION CERTIFICATE REQUEST
Public hearing and consideration of a Landmark Alteration Certificate application to restore
the Ball Aerospace Control Cells Building at 5001 Arapahoe Ave., a pending individual
landmark, pursuant to Section 9-11-18 of the Boulder Revised Code 1981., and under the
procedures prescribed by chapter 1-3, “Quasi-Judicial Hearings,” B.R.C. 1981.

Staff recommends the Landmarks Board conditionally approve the application.
RECOMMENDED MOTION
I move that the Landmarks Board adopt the staff memorandum dated January 5, 2022, as the
findings of the board and conditionally approve a Landmark Alteration Certificate to remove a
1960 addition and restore the Ball Aerospace CONTROL CELLS Building at 5001 Arapahoe
Ave., a pending landmark, as shown on plans dated November 11, 2021, finding that the
proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-
11-18, B.R.C. 1981 and is generally consistent with the General Design Guidelines provided the
stated conditions are met.
Conditions of Approval
1. The applicant shall be responsible for completing the work in compliance with the
approved plans, except as modified by these conditions of approval.
2. Prior to submitting a building permit application and final issuance of the Landmark
Alteration Certificate, the applicant shall submit final architectural plans and
specifications to the Landmarks design review committee (Ldrc), for its final review
and approval to ensure that the final design of the building is consistent with the
General Design Guidelines and the intent of this approval:
a) Details on all windows, doors, grading/hardscaping, and final paint colors.
BACKGROUND AND SUMMARY
• The Ball Aerospace Control Cells Building was designed by Hobart Wagener and
constructed in 1956 and added onto in 1960.
• A condition of staff’s recommendation for Site Review approval for the redevelopment of
the larger Ball Aerospace site is submission of landmark designation application for the
1956 Control Cells portion of the building and a portion of the property (excluding the 1960
addition). A landmark application was submitted on November 19th, 2021; the designation is
pending and contingent upon Site Review approval of the development by the Planning
Board.
• Four other Hobart Wagener-designed buildings on the property, constructed between 1959
and 1962, have been approved by staff for demolition (HIS2021-00293).
• On Nov. 9, 2021, the owner submitted a Landmark Alteration Certificate (LAC) application
for the removal of the 1960 addition and restoration of the building.
• On Nov. 24, the LDRC referred the application to the Landmarks Board for review.
• Staff recommends that provided the stated conditions are met, the proposal will meet the
criteria for a Landmark Alteration Certificate as per 9-11-18(a) & (b)(1)-(4) B.R.C. 1981 and be
generally consistent the General Design Guidelines.
PROPERTY DESCRIPTION
Ball Aerospace & Technologies Boulder Campus at 1600 Commerce Ave. and 5001 Arapahoe
Ave. is located on the north side of Arapahoe Avenue, between Commerce and Range streets
in East Boulder. The property is not located in a potential historic district.

Building Description – 1956 ADO/Control Cells Building
The Ball Brothers Control Cells building was constructed in two phases. The original building
was completed in 1956, and the addition on the west side of the building was completed in
1960. The Regional Modernist building is constructed of painted concrete block with an
alternating pattern of projecting blocks.
Stylistically, the building can best be described as Expressionistic in inspiration with its strong
sculptural forms paired with non-traditional structural elements. The building was constructed
in two phases: a square volume with a butterfly roof and a wing extending from the west
elevation with an accordion roof form. The most distinctive characteristics of the building are
the expressive roof forms, exposed skeletal structural systems, patterned concrete block and
clerestory windows.

Building Description – 1960 Addition
In 1960, Ball Brothers converted the use of the Control Cells Building from a laboratory to an
administrative office. Hobart Wagener was commissioned to design an addition, which
extends from the west elevation of the original building. The addition is stylistically similar,
with concrete block with an alternating block pattern, clerestory windows, alternating roof
forms and exposed skeletal structural systems. Where the original ADO/Control Cell building
is a single story, the addition is two-stories due to the grade.

HISTORIC CONTEXT
In the 1950s Boulder began marketing itself as the perfect place for “clean” industry (City of
Boulder website, accessed May 9, 2008). Instead of relying on the land for products to process,
Boulder looked for industries which focused on electrical, engineering, environmental, or
computer science. 1 In 1949, Boulder successfully secured the establishment of the National
Bureau of Standard’s (NBS) Central Radio Propagation Laboratory and the following decades
saw the establishment of several public and private research institutions.
The Chamber of Commerce bought an eighteen-acre tract [in East Boulder], called it the
Boulder Industrial Park, and convinced Ball Brothers Research Corporation to be its first
tenant (first building was completed by May 1956).2 Edmund F. Ball purchased Control Cells
Inc. and founded the Ball Brothers Research Corp in 1956. Ball Brothers Research Corporation
became Boulder’s largest employer outside of the university, with over 3,000 employees.3
O.E. “Pete” Bartoe, was the company’s first employee and worked as a seminal space craft
designer. Bartoe, CU physicist David Stacey, and CU engineer Jim Jackson moved into the
Control Cells building and started designing a new pointing control.4 R.C. “Merc” Mercure,
joined the company in 1957 and became the company’s president. The company started out
with orbiting solar observatories which were crucial in the development of the company.
Mercure said, “We became very skilled at it [making instruments for space] and developed an
enormous reputation among space scientists of the nation because we could take what they
wanted to do and make instruments.”5

As the company grew, so did the Industrial Park. Hobart D. Wagener, a notable architect in
Boulder and Colorado, was commissioned to design the buildings for Ball Brothers.6 Wagener’s
design for the Control Cells building was realized in 1956 and is the earliest building on the
site.7 A year later, it was converted into a research lab. Around 1960 it was converted into an
administrative building. An addition also designed by Wagener was added in 1960.
A series of “Tech” building (Tech I – Tech III) were constructed in 1959 after design by. Wagener
Associates. A Boulder Daily Camera article from November 1959 captions a photo of the new
Technical Building No. 1 with “Ball Brothers Research Corporation, a growing factor in U.S.

space experiments, recently moved into this new building in Boulder Industrial Park … which is
already proving inadequate.”8
The Tech Tower was constructed in 1962 and was another design by Hobart D. Wagener
Associates and was featured in the 1966 book “Mountains, Mines & Mansions: An
Architectural Guide to Colorado.” The Tech Tower served as additional research space, office
and laboratory areas.9

Hobart Wagener
Hobart Wagener is one of Boulder’s most well-known and prolific Modernist architects. He
graduated with honors from the University of Michigan School of Architecture and worked in
the offices of Eggers and Higgens in New York City and Pietro Belluschi in Portland, Oregon
before moving to Boulder in 1950. After working in the offices of James Hunter, he opened his
own office in 1953 and practiced until retirement in 1985. He designed over 200 public and
private buildings, including St. John's Episcopal Chapel, First Methodist Sanctuary, Midland
Saving and Loan (the Atrium), Fairview High School, Presbyterian Manor Apartments, Fruehauf
Garden Center and the First National Bank. Sixteen buildings were featured in architectural
and professional publications; ten received national or regional awards from the American
Institute of Architects (AIA).
In 1971, “Hoby” was elected a Fellow in the AIA and in 1985 was recognized as the architect of
the year with the AIA Colorado Honor Award. In 1995, Williams Village received an award as the
outstanding building built in Colorado in the past 25 years. In 1998, the Colorado North
Chapter of the AIA presented him the President's Award for practicing architecture significant
to the professional development of a future generation of architects.
Local Recognition of Buildings Designed by Wagener
The 2000 Historic Context and Survey of Modern Architecture in Boulder, Colorado 1947-1977
identifies Wagener as an acknowledged master of local architecture. The survey identifies “the
most important architects and sixty-six of the most significant buildings of the period.” The
survey included 10 buildings designed by Wagener:

CRITERIA FOR THE BOARD’S DECISION
STANDARDS FOR LANDMARK ALTERATION CERTIFICATES, 9-11-18, B.R.C., 1981
(a) The Landmarks Board and the City Council shall not approve an application for a
Landmark Alteration Certificate unless each such agency finds that the proposed
work is consistent with the purposes of this chapter.
(b) Neither the Landmarks Board nor the City Council shall approve a Landmark
Alteration Certificate unless it meets the following conditions:
1. Does the proposed application preserve, enhance, or restore, and not damage or
destroy the exterior architectural features of the landmark or the subject
property within a historic district?
Provided the stated conditions are met, staff finds the proposal will be generally consistent
with the purposes of this chapter, in that the proposed removal of the 1960 addition and
restoration of the 1956 Control Cells Building will not damage the historic character of the
property.
2. Does the proposed application adversely affect the special character or special
historic, architectural, or aesthetic interest or value of the landmark property?
Provided the stated conditions are met, staff considers the removal of the 1960 addition and
restoration of the 1956 Control Cells Building will not adversely affect the special character or
special historic, architectural, and value of the property as the changes are generally
consistent with the General Design Guidelines.
3. Is the architectural style, arrangement, texture, color, arrangement of color, and
materials used on existing and proposed structures compatible with the
character of the landmark property?
Provided the stated conditions are met, staff considers that the materials proposed for the
restoration of the 1956 Control Cells Building will be compatible with the landmark property.
(c) In determining whether to approve a Landmark Alteration Certificate, the
Landmarks Board shall consider the economic feasibility of alternatives,
incorporation of energy-efficient design and enhanced access for the disabled.
Specific information specific to economic feasibly of alternatives, incorporation or energy-
efficiency design and enhance access for the disabled was not submitted with the application.
The reuse of an existing building is inherently sustainable, and the rehabilitation of the building
will need to meet the City’s energy code regulations and Section 106.5 helps ensure that any
alterations needed to meet the energy will not detract from the historic character of the site.
DESIGN GUIDELINE ANALYSIS
The Historic Preservation Ordinance sets forth the standards the Landmarks Board must
apply when reviewing a request for a Landmark Alteration Certificate (LAC). The Board has
adopted the General Design Guidelines for Boulder’s Historic Districts and Individual
Landmarks to help interpret the ordinance. Design guidelines are intended to be used as an
aid to appropriate design and not as a checklist of items for compliance.
SUMMARY
As outlined in the General Design Guidelines, the Secretary of the Interior provides four
approaches to responsible preservation practices (p22). “Restoration focuses on the retention
of materials from the most significant time in a property's history, while permitting the removal
of materials from other periods.”
The Boulder Revise Code establishes the criteria for the approval of Landmark Alteration
Certificates in Section 9-11-18, including: “The proposed work preserves, enhances, or restores
and does not damage or destroy the exterior architectural features of the landmark or the
subject property within an historic district.”
Staff considers that the proposed removal of the west 1960 addition will restore the
ADO/Control Cells Building to its original 1956 appearance and will retain materials from the
most significant time in the property’s history, as the building was the very first building on the
Ball Aerospace Campus and in the Boulder Industrial Park. While the 1960 addition was
designed by Wagener and in keeping with the architectural language of the 1956 Control Cells
Building, staff considers its removal to allow for the restoration of the very striking west
(Commerce Street facing) glass-curtain wall of the original building. Likewise, staff is of the
opinion that the small portion on the north side (rear) of the original Control Cells Building not
a character-defining feature and its removal would not adversely affect the special character
of the building.
2.4 Parking and Driveways
•Restoration of circular drive based on historic photographs and drawings is consistent
with design guidelines.
3.7 Windows and Doors
•Windows preserved / proposed for replacement – details not submitted; resolve at the
Ldrc.
•New garage door opening on north elevation will not be detrimental to the historic
character of the property as it is located on a tertiary elevation. Its installation will
require the removal of two windows and a small portion of concrete block.
Staff considers that the proposal to remove the 1960 addition and accurately restore the 1956
Control Cells Building and Site features is generally consistent with the Secretary of the
Interior’s Standards for Restoration and the General Design Guidelines for Boulder’s Historic
Landmarks, but that the Landmark Board’s approval be contingent upon details on all
windows, doors, grading/hardscaping, and final paint colors being reviews and approved by
the Landmark design review committee prior to application for a building permit.
PUBLIC COMMENT
Staff has received no public comment regarding this application.
FINDINGS
Staff recommends the Landmarks Board adopt the following findings:
The Landmarks Board finds that the project meets the standards for issuance of a Landmark
Alteration Certificate set forth in Section 9-11-18, “Standards for Landmark Alteration
Certificate Applications,” B.R.C. 1981. In reaching this conclusion, the Board considers the
information in the staff memorandum dated January 5, 2022, and the evidence provided to the
Board at its January 5, 2022 meeting. Specifically, the Board finds, if the stated conditions are
met, that:
•The proposal will be generally consistent with the purposes of this chapter, in that the
proposed restoration will not damage the historic character of the landmark property.
•The proposed restoration will not adversely affect the special character or special
historic, architectural, and value of the landmark property as they are generally
consistent with the General Design Guidelines and Section 9-11-18(b)(3) of the Boulder
Revised Code 1981.
