09.09.21 POP Meeting NotesBoulder Police Oversight Panel Meeting Notes September 9, 2021 I. Resignation of co-chair Sasha Strong Ms. Strong moved out of state and had to resign from the panel. The panel discussed the appointment process for an alternate panel member and directed the monitor to initiate the process for appointing the alternate panel member. II. Discussion of August 28 training: Scenario-based training and conducting investigations The panel discussed the scenario-based training they received from BPD. The panel indicated that they found the training very interesting and appreciated the ability to have open dialog with the officers conducting the training. The panel members indicated that they especially appreciated the hands-on learning opportunities available during the training. III. Observations and lessons learned from first round of case reviews Panel members who participated in the first round of case reviews discussed their experience reviewing the case files and participating in the case review discussion. Panel members who had conducted a case file review shared tips and advice with other panel members on the process of reviewing case files and making disposition and disciplinary recommendations. IV. Discussion and review of panel draft by-laws and operating procedures The panel continued their discussion of the draft by-laws and began provisionally approving some sections and articles of the by-laws. V. Monitor’s report a. Racial Equity Instrument update: the monitor provided an update to the panel on the implementation of the racial equity instrument within the police oversight process. b. Report on outcome of case reviews The monitor indicated that a panel committee had reviewed its first case and provided disposition and disciplinary recommendations to the Chief of Police. The monitor indicated that the final outcome as determined by the Chief of Police would be available to report out at next month’s meeting. c. Monthly case statistics i. Two complaints were filed in August ii. So far in September, two complaints have been filed iii. There are currently 6 active investigations that are in progress (down from 11 last month) iv. So far in 2021, 45 complaints have been filed and six allegations have been sustained against officers VI. Panel selection of cases to review The panel reviewed the summaries of the complaints filed in August. The panel voted on whether to conduct a full review of each case. The panel voted to conduct a full case review of case #MI2021-042. VII. Public Comment There were no public comments.
