07.08.21 POP Meeting NotesBoulder Police Oversight Panel Meeting Notes July 8, 2021 I. Discussion with police union president Mark Bliley regarding scheduling ride-alongs for panel members Officer Bliley welcomed the panel and indicated he was glad to have the panel. He discussed the ride-along scheduling process, the shift options the panel could choose, and a liability waiver to sign. Officer Bliley then answered questions from the panel about choosing an officer to ride with and the duration of the ride-alongs. II. Discussion of meeting with Chief Herold on June 24 Panel members indicated they felt it was a productive and interesting meeting with the Chief of Police. They appreciated hearing her perspective on policing and her interest in hearing feedback from the panel. Panel members indicated a preference to meet regularly on a quarterly basis with the Chief. This led to a discussion about the political boundaries of the panel’s work. III. Reminder of July 24 training: CIRT & Homeless Outreach Team The panel will meet with representatives from the city’s Crisis Intervention and Response Team and BPD’s Homeless Outreach Team. IV. Presentation by subcommittee on panel by-laws and operating procedures The panel’s by-laws subcommittee presented the work that they completed thus far, which included a framework for the by-laws and a review of sample by-laws from other jurisdictions. The subcommittee then discussed their plan for continuing the work of drafting the panel by-laws. V. Monitor’s report The monitor provided information and updates on the following items: a. Stipends for panel members b. Completing set up for panel members’ city email addresses c. Outreach: website updates, logo designs, brochure development d. Assessing role of police in addressing homelessness: the monitor discussed the possibility of conducting a review of the role of police in responding to unhoused individuals. e. Racial Equity Instrument: the monitor reviewed the city’s racial equity instrument with the panel and indicated that the instrument would be applied to the oversight process. f. Monthly case statistics i. Nine complaints were filed in June (one additional complaint was filed, but was classified as a community inquiry) ii. So far in July, three complaints have been filed iii. So far in 2021, 43 complaints have been filed and six allegations have been sustained against officers VI. Panel selection of cases to review The panel reviewed the summaries of the complaints filed in June. The panel voted on whether to conduct a full review of each case. VII.
