03.11.21 POP Meeting NotesBoulder Police Oversight Panel Meeting Notes March 11, 2021 I. Reflections on first training Members of the panel shared their thoughts on the first training, which occurred on February 27, 2021. The training consisted of a presentation by the monitor on the history of race, policing, and civilian oversight in the U.S.; a presentation by the BPD Training Commander on department values and ethics; and a presentation by BPD’s Professional Standards Unit sergeant on the complaint investigations process. Panel members discussed the importance of having an affinity space after trainings to discuss their observations of the trainings. II. Finalize training topics and schedule Panel members discussed their availability for scheduling additional trainings and what topics they would like to prioritize. The panel decided to first select their co-chairs and then to have the co-chairs develop a proposed training schedule. III. Select co-chairs By majority vote, the panel selected Suzy Gordon and Sasha Strong as the panel co-chairs. The co-chairs serve a one-year term. IV. Develop criteria for selecting case reviews The panel discussed various options for how to develop criteria for selecting which cases the panel will conduct a full review. The panel elected to defer this decision and continue the conversation after having more time to consider. V. Update on mediation program The monitor provided an update on the development of a conflict resolution/mediation program to resolve certain complaints against police. VI. Stipend The monitor confirmed that all panel members had been contacted by city staff to set up their stipends. One panel member asked if it was required to accept the stipend. It is not required to accept the stipend. VII. Tracking volunteer hours – Count Me In The monitor provided a demonstration to panel members on how to log their volunteer hours in the city’s volunteer hour tracking platform. VIII. Public Comment There was no public comment.
