•Discussed with city Sales Tax as to business
licensing, Boulder Fire as to annual inspections, and
Boulder Police Department as to enforcement
•Emailed all Misc. licensees with the 4 license types
to solicit emailed comments or attendance at
Council
•Held call in session on 9/23/21 to verbally take
comments

•Substitute current keyholder application and fee
with one page disclosure form from business owner
•Results:
o Maintain requirement to disclose keyholders
o Eliminates fee to business
o Eliminates hours of processing applications for
city
Purpose of change from
1-year licenses to 2-year
licenses
•Reduce processing time to reduce need to ask
for additional FTE
•Maintain license requirements that are necessary
for enforcement
•Maintain application fees at a level to cover
processing costs

•Require electronic submittal of used goods
information for instant visibility to other agencies
•Change will update city laws and improve
recovery of stolen goods
PART 3 CHANGES

•Delete 1 year license term for Itinerant Merchant,
Secondhand Dealer, Mobile Food Vehicle, and
Tobacco Retailer city licenses
•Add 2-year license term for above four license
types so can stagger license renewal processing
•Add ability for summary suspensions in the case of
failure of health and safety yearly inspections
