Joint Concept Plan Meetings with PB, DAP and TAB PresentationCity of Boulder Planning Department Joint Concept Plan Review Planning Board, Design Advisory Board, Transportation Advisory Board August 10, 2021 City of Boulder Planning Department Background 2 January, 2021 –Annual Council Retreat: o Explore possibility of joint Concept Plan Review with: o Planning Board (PB) o Design Advisory Board (DAB) o Transportation Advisory Board (TAB) Current Regulatory Structure : o Planning Board is sole review authority for Concept Plan Review o DAB & TAB –precluded for Title 9 review processes o DAB: Unless requested by Planning Board, City Council, or the City Manager o TAB: Unless requested by City Council Planning & Development Services City of Boulder Planning Department Background: Planning Board –Role & Authority 3 Role & Authority: o Established under Section 74 of the City Charter o Granted quasi-judicial authority under section 2-3-11(e), BRC 1981 o “Perform all functions found in Title 9, Land Use Code” o Includes Concept Plan Review applications Concept Plan Review: o Solicit comments from staff, public and Planning Board early in the process o Comments are advisory o Typically used to inform a Site Review application o Planning Board is sole review authority o Subject to call up and review by City Council Planning & Development Services City of Boulder Planning Department Background: Design Advisory Board –Role & Authority 4 DAB Role & Authority: o Granted advisory authority under section 2-3-18, BRC 1981 o “The purpose of the board is to encourage thoughtful, well-designed development projects that are sensitive to the existing character of an area or the character established by adopted design guidelines or plans for the area.” o Make recommendation on amendments to the Downtown Urban Design Guidelines & discretionary projects downtown (Site Review). o Precluded from discussing land use matters unless requested by the City Manager, PB or council. o Concept Plans and Site Reviews are often referred to DAB by PB Planning & Development Services City of Boulder Planning Department Background: Transportation Advisory Board –Role & Authority 5 TAB Role & Authority: o Granted advisory authority under section 2-3-14, BRC 1981 o “To advise the city manager, the planning board and the city council concerning any transportation matter, except as set forth in…this section. o Review & recommend regarding: o Transportation related CIP projects o Amendments to the TMP o Policy issues on operating programs, traffic engineering, parking and alternative transportation & programs to track the modal shift goal of the TMP o Precluded from discussing land use matters unless requested by City Council Planning & Development Services City of Boulder Planning Department Options & Analysis 6 Utilize existing review / referral authority Require all Concept Plans to go to DAB & TAB Require select Concept Plans to go to DAB & TAB Require DAB &TAB to “informally”review some or all Concept Plans Require joint Planning Board, DAB & TAB meetings to hear Concept Plans Planning & Development Services City of Boulder Planning Department Staff Recommendation 7 Utilize existing review / referral authority: o Council, Planning Board and Staff retain ability to refer Concept Plans to DAB and Council can refer to TAB o No revisions to the code are necessary. o No additional staff resources necessary. o No additional time / project budget impacts on applicants. o No additional training for board members necessary.
