RECOMMENDED MOTION I move the Landmarks Board adopts the staff memorandum dated August 4th, 2021, as the findings of the board and approves, with conditions, a Landmark Alteration Certificate for location of an 11.88 kW Photo- Voltaic system at 845 14th Street as shown on plans dated December 10th, 2020, finding that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981 and is generally consistent with the General Design Guidelines and the University Place Historic District Design Guidelines. Conditions of Approval 1. The applicant shall be responsible for installing a photo-voltaic system in compliance with the approved plans dated December 10, 2020, except as modified by these conditions of approval. 2. Prior to submitting a building permit application and final issuance of a Landmark Alteration Certificate, the applicant shall explore alternatives to the placement of panels on the east roof area of the historic house including, but not limited to locating them on the existing carport, the approved new accessory building, and/or the c.1940 south shed roof addition to the historic house. If any (or cumulatively all) alternative locations would have the capability to generate the same amount of solar power as the eighteen panels proposed for the east facing roof of the historic house, they should be installed in these locations – details shall be reviewed and approval by the Landmarks Design Review Committee (LDRC). 3. If these explored alternatives are found to not have the capability to generate the same amount of solar power as the eighteen panels proposed for the east face of the historic house, the LDRC shall review and approve final details for installation of the panels on the east facing roof of the historic house. BACKGROUND AND SUMMARY • On March 9, 2021, the property owner submitted a landmark alteration certificate application to add a 11.88 kW roof mounted PV system to the main house on the property. • LDRC (Daniels, Jellick) reviewed the application on March 17, 2021, and requested additional information including Xcel record of electric usage for the past year, a solar study of the entire property including the existing and new accessory building (currently under building permit review) in order to explore possible alternatives to mounting panels on east (street facing) roof areas. • On April 20, 2021, the applicant resubmitted without the requested solar study for the entire property, stating that revising the application to explore alternatives to mounting panels on the front of the house by the LDRC would not be feasible, and the application was referred to the Landmarks Board. Item 5A - 845 14th St Memo 08.04.21 Page 2 of 91 • In December 2020, a landmark alteration certificate was issued for the construction of 770 sq. ft. accessory building at the rear of the property adjacent to an existing carport (Additional dwelling unit (ADU) application in review). • Staff finds that location of a 11.88 kW roof mounted solar PV system on the property generally meets the Standards for issuance of a Landmark Alteration Certificate pursuant to 9-11-18(a) & (b)(1)-(4) B.R.C. 1981 and is largely consistent with the General Design Guidelines. With the stated conditions, staff recommends approval by the Landmarks Board. • This recommendation is based upon the understanding that the stated conditions will be reviewed and approved by the Landmarks Design Review Committee prior to the issuance of a Landmark Alteration Certificate. EXISTING PROPERTY DESCRIPTION • 845 14th Street is located mid-block on the west side of the 800 block of 14th Street in the University Place Historic District. • The two buildings currently on the lot include the main house, and a non-historic carport. • On June 3, 2020, the Landmarks Board reviewed a Landmark Alteration Certificate application to construct a 770 sq. ft. accessory building. An LAC for the proposed accessory building was issued on December 21, 2020 (HIS2020-00102). A building permit has not been issued for the new accessory building. Brick porch walls with stone trim. • Shed roofed front, wall dormer, stuccoed and with triple gang of double-hung sash. • Centrally located brick chimney with stone trim. • West shed roof addition to house appears to have constructed outside of the 1890-1941 period-of- significance for the University Place Historic District PROPERTY HISTORY • Property located in the University Place Historic District (700 & 800 blocks of 14th Street) significant for its association with the growth of the University of Colorado and the need for faculty and staff housing during the first decades of the twentieth-century. • District includes excellent examples of Tudor Revival, English/Norman Cottage-Revival, Craftsman Bungalow, Italian Renaissance-Revival, Foursquare, and Colonial-Revival architecture. Item 5A - 845 14th St Memo 08.04.21 Page 6 of 91 • Constructed in 1911, the first listed residents of 845 14th Street were Lawrence Wooster and Fannie B. Cole; Lawrence was the head of the psychology department and a regent at the University of Colorado. • Lawrence born in Ohio in 1870 and received his PhD from Harvard University, worked as superintendent of schools in Oklahoma, and later taught at Wellesley College. • 1910 Lawrence appointed professor of psychology and education at the University of Colorado and between 1911 and 1920, was also director of the School of Social Service, served on the board of education in Boulder and was active in the Chamber of Commerce. • Lawrence was author of a widely used textbook in psychology. • Fannie Cole born in Missouri and migrated to Oklahoma in a covered wagon with her parents where she met Lawrence, whom she married in 1900. • A teacher, Fannie Cole was active in civic and social groups in Boulder who lived at 845 14th Street until her death in 1957. Item 5A - 845 14th St Memo 08.04.21 Page 9 of 91 CRITERIA FOR THE BOARD’S DECISION STANDARDS FOR LANDMARK ALTERATION CERTIFICATES, 9-11-18, B.R.C., 1981 (a) The Landmarks Board and the City Council shall not approve an application for a Landmark Alteration Certificate unless each such agency finds that the proposed work is consistent with the purposes of this chapter. (b) Neither the Landmarks Board nor the City Council shall approve a Landmark Alteration Certificate unless it meets the following conditions: 1. Does the proposed application preserve, enhance, or restore, and not damage or destroy the exterior architectural features of the landmark or the subject property within a historic district? Consistent with the City of Boulder’s Climate Action Goals, Section 8.2 “Energy Efficiency” of the General Design Guidelines for Boulder’s Historic Districts and Individual Landmarks recommends taking a holistic approach to making historic properties sustainable. To this end, the applicant should explore alternatives to locating the panels on the front of the 1911 house and pursue those alternatives, if technically feasible. Locating the requested solar system in as inconspicuous a location on the property as possible ensuring that the historic character of the contributing property will be preserved and not damaged. 2. Does the proposed application adversely affect the special character or special historic, architectural, or aesthetic interest or value of the district? Provided the stated conditions are met and all alternatives to locating the solar system on the east face of the contributing 1911 house are explored, the proposed installation will not adversely affect the special character of the property or value of the district. 3. Is the architectural style, arrangement, texture, color, arrangement of color, and materials used on existing and proposed structures compatible with the character of the historic district? Provided the stated conditions are met, locating the requested sized photo-voltaic system on the property will be compatible with this standard. (c) In determining whether to approve a Landmark Alteration Certificate, the Landmarks Board shall consider the economic feasibility of alternatives, incorporation of energy-efficient design and enhanced access for the disabled. Item 5A - 845 14th St Memo 08.04.21 Page 10 of 91 No details about the economic details on alternatives were provided with the application materials. The proposal will increase the energy efficiency of the property, but details on past annual usage and solar energy required to offset this usage was not submitted with the application materials. DESIGN GUIDELINE ANALYSIS The Historic Preservation Ordinance sets forth the standards the Landmarks Board must apply when reviewing a request for a Landmark Alteration Certificate (LAC). The Board has adopted the University Place Historic District Design Guidelines and the General Design Guidelines for Boulder’s Historic Districts and Individual Landmarks to help interpret the ordinance. Design guidelines are intended to be used as an aid to appropriate design and not as a checklist of items for compliance. SUMMARY Historic Preservation staff considers that promotion of photovoltaic (PV) systems to offset carbon emissions to be a critical issue, and consistent with purpose and intent of Boulder’s Historic Preservation Ordinance (9-11-1 (c) which states that, “in reviewing applications for alterations to and new construction on landmarks or structures in a historic district, the landmarks board shall follow relevant city policies, including, without limitation, energy-efficient design, access for the disabled and creative approaches to renovation”. In the case of this application for a relatively large PV system on a relatively large lot, seeking alternatives to locating solar panels on the front of this roof-dominated historic house is a reasonable approach in balancing historic preservation concerns with the imperative of rapidly decreasing our carbon emissions. Staff supports the approval of a 11.88 Kw system but recommends that alternatives to placing the eighteen panels (roughly 5.4 kW) proposed for the east roof face of the 1911 house be seriously considered. As suggested below, this should include exploring stabilizing the existing carport to accommodate PV, and the possibility of locating some, or all, of the eighteen panels on the accessory building when constructed and the south facing roof area of the 1911 house. This is based upon the understanding that these locations will need to be viable in terms of solar energy production. If they are not found to be viable, locating some or all of the, black-on-black panels on the east roof area of the historic house should be approved. Staff considers that review and fulfillment of these conditions may be made by the Landmark design review committee (Ldrc) to ensure compatibly and consistency with the standards set forth in Section 9-11-18 of the Boulder Revised Code, the General Design Guidelines for Boulder’s Historic Districts and Individual Landmarks and the University Place Historic District Design Guidelines. See Attachment A for a complete analysis of the proposal’s compliance with the design guidelines. Item 5A - 845 14th St Memo 08.04.21 Page 11 of 91 GENERAL DESIGN GUIDELINES (SUMMARY) 3.1 Roofs, Skylights and Solar Panels • The location of the proposed installation of low (flush) mounted panels on the historic roof areas will not significantly affect the slope, height or form of the roof. 3.1.4 • While the west roof area is relatively inconspicuous and appropriate for the location solar panels as shown, the proposed installation of eighteen black-on-black solar panels on the west facing roof areas will have significant visibility from 14th Street and the alley. Alternatives to locating the array on the east facing roof areas of the contributing 1911 house should be fully explored and pursued, if technically viable. 4.3.1 & .4 Compatibility with Historic Buildings • Staff does not consider the “addition” of solar panels will visually over-power the 1911 house if installed at the west facing (and possibly south facing post 1940 addition), but that the installation of eighteen panels may have an adverse visual impact on the character of this roof-dominated house when viewed from 14th Street. • The existing roof is relatively light in color and the installation of solar panels on the publicly visible east roof areas of the 1911 may create a patchwork and alternate locations should be explored and pursued if found to be technically viable for the desired production as mentioned above. 8.2 Energy Efficiency • Energy conservation is a growing concern for property owners today. In the historic districts it is important to ensure that such concerns are addressed in ways that don’t do damage or diminish the historic character of the building, site, or district. 8.2.1 • The application has not addressed any inherently energy saving features of the buildings or landscaping, but no changes to landscaping or historically conceived energy saving measures shown in the current application. However, the site plan for the approved accessory building at the rear of the property does shows the removal of some vegetation which may impact solar production when the building is constructed. 8.2.2 • No information has been provided as to whether an energy audit for the property has been conducted. 8.2.4 • No information has been provided as to whether an energy audit has been conducted. 8.3 Mechanical and Utility Facilities 8.3.2 • Install exterior mechanical equipment in the most inconspicuous area . . . usually along a building’s rear elevation. Item 5A - 845 14th St Memo 08.04.21 Page 12 of 91 8.3.4 • It is not appropriate to install. . . solar collectors . . . in locations that compromise character- defining roofs or roof slopes that are prominently visible form the street. UNIVERSITY PLACE HISTORIC DISTRICT DESIGN GUIDELINES D. Additions .11 • “Addition” of panels at front of house is discouraged. PUBLIC COMMENT Staff has received no public comment on this case. FINDINGS Staff finds that if the stated conditions are met, the proposed location if an 11.88 kW photo-voltaic system at 845 14th Street will be consistent with purposes of the Historic Preservation Ordinance and meets the standards specified in Section 9-11-18 (b), B.R.C. 1981. The proposal will also be substantially consistent with the General Design Guidelines and the University Place Historic District Design Guidelines. Staff recommends the Landmarks Board adopt the following findings: The Landmarks Board finds that the project meets the standards for issuance of a Landmark Alteration Certificate set forth in Section 9-11-18, “Standards for Landmark Alteration Certificate Applications,” B.R.C. 1981. In reaching this conclusion, the Board considers the information in the staff memorandum dated August 4th, 2021, and the evidence provided to the Board at its August 4th, 2021 meeting. Specifically, the Board finds, provided the stated conditions are met, that: • The installation of an 11.88 kW photo-voltaic system will not damage the historic character of the contributing barn on the property or the immediate streetscape in the historic district and is generally consistent with the General Design Guidelines and the University Place Historic District Design Guidelines. • The proposed work will not adversely affect the historic, architectural, or aesthetic value of the contributing property or affect the special historic character of the University Place Historic District. § 9-11-18(b)(1). • The architectural style, arrangement, texture, color, arrangement of color, and materials used on the proposed construction will be compatible with the character of the contributing property and the University Place Historic District. § 9-11-18(b)(2). Alterations or additions to roofs must be given careful consideration to ensure that they do not compromise the integrity of the historic building. Typical roof shapes are gabled or hipped. Shed roofs sometimes occur on historic additions and accessory structures. Buildings within a district may have a combination of these roof types. Guideline Analysis Meets Guideline? 1. Retain and preserve the original roof form of a historic structure. •Maintain the roof form, slope, height, and orientation to the street. •Preserve the original depth of the overhang along the eaves. •Any alterations to a roof should be compatible with the form, pitch, plate height and massing of the historic roof. Yes .4 Minimize the visual impact of solar collectors. Also see Guideline 8.3.4. •The use of energy-efficient and energy-conserving materials is encouraged, but they should not compromise the historic integrity of the building •Solar collectors should not alter the existing profile of the roof nor be highly visible, particularly from the front of the house. They should be mounted flush on rear- While the west roof area is relatively inconspicuous and appropriate for the location solar panels as shown, the proposed installation of eighteen black-on-black solar panels on the west facing roof areas will have significant visibility from 14th Street and the alley. Alternate locations may include the existing carport, the approved 780 sq. ft. accessory building (ADU permit in process), and/or the roof of south facing (post 1940) addition at the 1911 house. Staff has requested additional information from the applicant about the potential for other areas of potential solar (irradiance) production on the property, but to date have only received information this information for the 1911 house. 4.3 Compatibility with Historic Buildings Introducing new construction that contrasts sharply with an existing historic structure or site detracts from the visual continuity that marks our historic districts. While additions should be distinguishable from the historic structure, they must not contrast so sharply as to detract from the original building and/or the site. Additions should never overwhelm historic structures or the site, in mass, scale or detailing. .1 An addition should be subordinate to the historic building, limited in size and scale so that it does not diminish or visually overpower the building. Staff does not consider the “addition” of solar panels will visually over-power the 1911 house if installed at the west facing (and possibly south facing post 1940 addition), but that the installation of eighteen panels may have an adverse visual impact on the character of this roof-dominated house when viewed from 14th Street. Explore alternate locations to the east roof area on the existing carport, approved accessory unit and/or on the south facing roof area of the 1911 house - LDRC. Maybe .2 Design an addition to be compatible with the historic building in mass, scale, materials and color. For elevations visible from public streets, the relationship of solids to voids in the exterior walls should also be compatible. The existing roof is relatively light in color and the installation of solar panels on the publicly visible east roof areas of the 1911 may create a patchwork and alternate locations should be explored and pursued if found to be technically viable for the Maybe Attachment A - Design Guideline Analysis Item 5A - 845 14th St Memo 08.04.21 Page 16 of 91 desired production as mentioned above. 4.5 Key Building Elements Roofs, porches, dormers, windows and doors are some of the most important character-defining elements of any building. As such, they require extra attention to assure that they complement the historic architecture. In addition to the guidelines below, refer also to Section 3.0 Alterations for related suggestions. .1 Maintain the dominant roofline and orientation of roof form to the street. The location of the proposed installation of low (flush) mounted panels on the historic roof areas will not significantly affect the slope, height, or orientation of the roof to the street. Yes 8.2 Energy Efficiency In 2006, Boulder’s City Council adopted a Climate Action Plan to meet the Kyoto Protocol goals of substantially lower emissions of greenhouse gases. It is the city’s aim to create compatibility between historic preservation and energy efficiency goals. In the historic districts and on individually landmarked buildings it is important to ensure that energy efficiency concerns are addressed in ways that do not damage or diminish the historic character of the building, site or district. It is recommended that before any energy efficiency upgrades are made a comprehensive energy audit is conducted to determine the building’s current energy loss. In historic districts, a variety of energy-conserving site and building features illustrate the sensibility of an earlier era to climate and energy efficiency. Thoughtfully located shade trees buffer residences and sidewalks from the summer sun. Projecting porches provide shaded outdoor space and lessen the impact of the harsh sunlight on the building's interior. Operable windows and shutters allow occupants to control the introduction of sunlight and breezes within the buildings. An understanding of how such historic features enhance energy efficiency is critical to maximizing the energy efficiency of historic buildings. The application has not addressed these issues, but no changes to landscaping or historically conceived energy saving measures shown in the current application. See Guidelines 3.7.23 and 3.8.9 for additional direction. No information has been provided as to whether an energy audit has been conducted. Maybe .4 It is not appropriate to install solar collectors in locations that compromise prominent roofs. The installation of solar collectors may be appropriate provided it does not detract from the historic character of the property, landmark or historic district. Location of the eighteen solar panels on the east (front) roof areas of the 1911 house will be clearly visible from 14th street, therefore conspicuous, and may have an adverse impact on the historic character of the property. The application was referred to the Landmarks Board by the Landmarks Design Review Committee for this reason and because there is not precedent for a solar installation on the façade of a contributing house or individual landmark. Explore alternate locations to the east roof area on the existing carport, approved accessory unit and/or on the south facing roof area of the 1911 house - LDRC. Maybe .1 If a new mechanical system is needed, install it so that itcauses the least amount of alteration to the building's exterior façades, materials, and site features. Screen them from view. .4 It is not appropriate to install ventilators, antennas, skylights, satellite dishes or other mechanical equipment in locations that compromise character-defining roofs, or on roof slopes that are prominently visible from the street. See 8.2 above Maybe The following section is an analysis of the proposal relative to the University Place Historic District Design Guidelines. Only those guidelines that further the analysis of the proposed project are included and those that reflect what has been evaluated in the previous section are not repeated. Additions New additions to contributing buildings are appropriate, so long as the scale of the addition does not visually overwhelm the existing building and site when viewed from 14th Street and is compatible with the general range found in the district. Many of the houses have had dormers added. New dormers may be appropriate when correctly scaled. Guideline Analysis Conforms? .11 Additions should be located at the rear of the building. Addition of solar panels is more appropriate in an alternate location if technically possible.
