commissioners to attend the virtual email or make their voices heard through email to support the growth of
middle-income housing in Gunbarrel.
B. Cole appreciated recent conversation concerning equity, diversity, and inclusion. She suggested dedicating some
time during the retreat to engage in team training to create a common “language” as allies working toward equity.
C. Borowsky stated that he feels strongly that he would like to resume in-person commission meetings. Freeman has
appreciated the virtual format in several ways and believes a hybrid model might work best. Schmid agreed that
she prefers engaging through the virtual format for family reasons.
D. Freeman has reached out to the CU College of Music, which has invited her to come speak (as an individual, not on
behalf of the arts commission) during the Introduction to Arts Administration class this coming fall. She invited
any other commissioners to help prepare content or assist in the presentation.

TO: Members of the Boulder Arts Commission
FROM: Matt Chasansky, City of Boulder Office of Arts + Culture
DATE: July 16, 2021
SUBJECT: Manager’s Update for the Boulder Arts Commission Meeting
on July 21, 2021
1. Due to the COVID-19 Pandemic emergency orders, this meeting of the Arts Commission:
> Will ensure that participants can safely follow social distancing guidelines by convening the meeting online using
a video conference.
> Public observation and comment are available for this meeting. To join the video conference, members of the
community will be asked to make a request by email to rsvp@bouldercolorado.gov by Wednesday, July 21, at
12:00 P.M.
2. Notes on the July Agenda
> 4A, Commission Representative to the Standing Selection Panel – The Public Art Standing Selection Panel is a
small group of community members who identify artists for “unique opportunities” as described in the Public
Art Policy. A requirement in the policy is that there be a representative of the Arts Commission on the Standing
Selection Panel. During the meeting, staff will ask that a commissioner be appointed for a two-year
commitment. In Attachment One, please find roles and responsibilities of Standing Selection Panel.
> 4B, General Operating Support Organization Liaison Appointments - Each year, Arts Commissioners are assigned
as liaisons to our 37 General Operating Support (GOS) grant recipients. This is an informal but purposeful
position intended to build a relationship with our grantees, provide support and encouragement outside of the
grant itself (which makes the funding more effective), and give the Commission insights into the arts
community. Also, in this transition year ahead of the next cycle of competitive applications for triennial GOS
grants, it will be important for liaisons to reach out and make sure organizations are preparing themselves for
the process.
As a liaison we ask that you reach out to the organization once or twice annually to see how they are faring: if
they have challenges, triumphs, or updates. You may report back to the Commission in a short (less than a
paragraph) report if you’d like. Reports will be included in the meeting packets.
After receiving suggestions from commissioners, staff have assembled a proposed list of liaison assignments
found in Attachment Two. During the meeting, we will ask for discussion and nodding agreement by the Arts
Commission on final liaison positions.
> 5A, Extension Request – EcoArts has requested a fourth extension request for the 2018 Community Project
Grant for OASIS: A Gathering Place for Opportunities, Arts, Science, Inspiration, and Sustainability. The first
extension granted was granted on July 16, 2019; the second was granted January 23, 2020; and the third was
granted and approved by the full Commission in February 2021. Director Marda Kirn will be present at the
meeting to answer any questions.
5
3. Commission Correspondence
In Attachment Three please find copies of email correspondence received by the Boulder Arts Commission during
the period between the publication of the June and July 2021 meeting packets.
4. Staff Updates
The participatory vigil project at the Boulder Strong Memorial Fence, called Flower Splash, was completed on June
27 with thousands of flowers given back to the community. The mesh reproduction was installed on July 15. A big

with the Planning and Development Services Department, Finance Department and the City Attorney’s Office.
In support of a leadership team, staff is working on project proposals for use of local funds assigned to the City of
Boulder from the American Rescue Plan (ARP) Act. Work has also begun to apply for a grant program administered

Subject: Commission Liaison Positions
Hello Boulder Arts Commission,
Each year, Arts Commissioners are assigned as liaisons to our 37 General Operating Support (GOS)
grant recipients. This is an informal but purposeful position intended to build a relationship with our
grantees, provide support and encouragement outside of the funding (which makes the funding
more effective…), and give the Commission insights into what may be happening in the arts
community. Also, in this transition year ahead of the next cycle of competitive applications for
triennial GOS grants, it will also be important for liaisons to reach out and make sure organizations
are preparing themselves for the process.
As a liaison we ask that you reach out to the organization once or twice annually to see how they are
faring, if they have challenges, triumphs, or updates. You may report back to the Commission in a
short (less than a paragraph) report if you’d like. Reports will be included in the meeting packets.
Please send Matt and I a list of six organizations you’d be interested in liaising with, in order of
highest interest, no later than Friday, July 9 at noon. I’ll work with Matt to assign liaison positions.
We estimate assigning five to each Commissioner unless you are concerned with this work load. We
will work with you by email on any overlapping requests or unfilled liaison positions. The final list will
be the subject of discussion at the next meeting.
15
Below is our list of GOS recipients. The blue highlighted organizations are already assigned to a
Commissioner.

1. Details are at the CCI website. We have set aside funding for one commissioner to join staff at
the event. Please let us know if you are interested. It will be first-come, first-served, I’m afraid.
If you intend to attend representing another organization, or just on your own, let us know.
Second, in following up on conversation at the last meeting, we would like to invite up to three of
you to help us with the brainstorming and planning for “The Year Ahead soNormal"”. This will
repeat the blockbuster success of our town hall-style event in which artists and organizations give
rapid-fire presentations on their plans for the coming year. Of course, the real value is equally in
getting some face time with the community you serve… This will not be a subcommittee or formal
decision-making group of any kind. We would simply like your great ideas and advice, since this will
be promoted as an invitation from your Commission. We will talk about it further at the July
meeting.
Let Lauren and I know if you are interested in either opportunity.
Thanks so much!

Commissioners—
Please see the news release, below, regarding the “Capital Resilience and Safety Tax” once known as
the Community, Culture and Safety Tax. The Finance Department will be hosting listening sessions
for nonprofits in the coming week. I hope you can join in on one of the sessions. And, to help us
encourage arts leaders to participate.
Let me know if you have any questions.

City of Boulder seeks local nonprofit input on November ballot measure
Boulder, Colo – The City of Boulder will be conducting outreach to local nonprofits about a
potential November ballot measure. Feedback provided will help inform how the measure
appears on the November ballot.
19
The item being explored is an up to 15-year extension of the 0.30% Capital Resilience and
Safety Tax currently known as the Community, Culture and Safety Tax (CCS). Boulder's CCS
is a voter-approved temporary tax that funds capital improvements and matches funds for
several community nonprofits. It was originally approved in 2014 and extended in 2017 for
four years.
Revenue from the tax has funded nonprofit projects throughout the city, including renovations
to the Museum of Boulder and the Dairy Center, improvements to Growing Gardens and a
new facility for Meals on Wheels. It has also funded more than 100 city infrastructure
projects.
Focus group sessions, designed to gather input from nonprofits on potential funding, will take
place on the following dates in July:
Wednesday, July 7 from 5 to 6:30 p.m.
Monday, July 12 from 3:30 – 5 p.m.
Thursday, July 15 from 12 – 1:30 p.m.
Nonprofits are invited to sign-up for more information about focus groups and to attend a
session here.
For more information about the city’s Finance Department, visit their webpage. For more
information about the current CCS Tax, visit the project webpage.

Thanks, Bruce. However, our very own Eboni Freeman beat you in making the request by a mere 3
hours!
Let me see if I can free up a little more budget to make sure you both can attend. It will be great to
have a strong showing from Boulder!!
Stay tuned!

Hi Matt - I'd love to go to the CCI Summitt and help represent the great city of Boulder!
I'm happy to help with brainstorming for "The Year Ahead" event, but also happy to stand aside if
there are other BAC members who would like to participate. Just let me know if you need me!
