Neighborhood Parking Management Strategies
13
Strategic Options for Consideration
•NO: Minor Program Adjustments
•Status-quo approach to existing NPP expansion and
management
•Modifications to mitigate some persistent program
challenges
•N1: Data-based Decision Making
•Staff driven identification and implementation of
neighborhood parking management strategies
•N2: Priority Based Neighborhood Access Management
•Available management tools identified and
prioritized based on key performance indicators
•Implementation requires neighborhood petition

NPM Strategy
17
Every journey starts with the first steps!
Adjust resident and commuter annual permit rates by $10 and $100, respectively,
every year until 2026 to achieve cost recovery
Update ordinance and regulations to allow for the new NPP process
Maintain pause on any new NPP zone requests in 2022
Collect parking supply, occupancy, trip generation, and access score data in
residential zones to establish eligibility and priority
Develop communications and outreach materials (on-the-ground and online)
18
Parking Pricing and Fines Goals
Recognize the value of the right-of-way by using parking utilization data to
inform parking pricing decision-making
Respond to user behaviors and the diversity of business and customer
needs in commercial zones
Generate revenue needed to maintain cost recovery and support
evolving community needs.
Achieve transparency and predictability to create a more equitable
system
Promote effective parking management and customer compliance

Parking Pricing Strategy
19
Strategic Options for Consideration
•PO: Static Price Adjustments
•Periodic price increases based on budget needs
and peer assessments
•P1: Place-Based Pricing
•Zone based pricing (e.g. East End, West End, Uni
Hill, Boulder Junction)
•P2: Performance Based Pricing
•Pricing adjustments based on occupancy data
along specific corridors

Parking Pricing Goal Alignment

Parking Pricing Strategy
21
What Might Performance-Based Pricing Look Like?
•On-street parking is priced higher than off-street
parking citywide
•Corridors are set at Premium, Standard, and Economy
rates depending on their typical peak occupancy
•Some “Premium” corridors are assigned paid priority
spaces and pick-up/drop-off spaces
•Corridor rates are updated regularly based on typical
peak demand
•Meters in each corridor are programmed with the
rate schedule
Premium
Highest pricing in the highest-demand
corridors, with immediate and near-
immediate proximity to popular destinations.
Standard
Standard pricing in corridors with typical
demand patterns, generally with close but
not immediate proximity to popular
destinations.
Economy
Lower pricing in corridors with below-typical
demand patterns (although still higher than
off-street parking options), generally situated
farther away from popular destinations.
Parking Pricing Strategy
22
Every journey starts with the first steps!
Update ordinance and regulations to allow for pricing increases and dynamic pricing
Increase base on-street rate throughout the city by $0.25
Maintain current rate in garages and eliminate 4+ hour graduated fee. Extend
evening flat rate to weekends
Develop communications and outreach materials (on-the-ground and online)
Implement dynamic rates based on occupancy data
Parking Fines Strategy
23
Strategic Options for Consideration
•FO: Existing Fines Strategy
•Maintain status quo
•F1:Graduated Fines +Transportation Choice Fines
•Graduated fines for all parking violations citywide,
plus higher fines for violations that impede other
travel choices
•F2:Zone-Based Fines + Graduated Fines
+Transportation Choice fines
•Different fine structures for different parts of the
city based on demand, plus Graduated Fines and
Transportation Choice fines

Parking Fines Strategy
25
What Might Graduated Fines + Transportation Choice Fines Look Like?
•Second and third violations are set
with a premium
•25% for each escalation, with a
cap at the third violation
•Transportation choice fines are set
with a premium
•25% for any violation, plus the
graduated fines

•What is the DMC’s feedback on the refined strategies, the process used to develop
them, and whether the refined strategies are appropriate for Boulder and the
community’s desired direction?
•Does the DMC agree that the strategies that most align with goals should be
implemented?
