A digital recording and a permanent set of these minutes (maintained for a period of seven years) are retained in Central Records at 303-441-3043. BOARD MEMBERS: John Decker, Chair - present Abby Daniels, Vice Chair - present William Jellick - present Fran Sheets - present Ronnie Pelusio - present Lisa Smith, Planning Board representatives without a vote - present STAFF MEMBERS: Jacob Lindsey, Director of Planning and Development Services - present Lucas Markley, Assistant City Attorney II - present James Hewat, Senior Historic Preservation Planner - present Marcy Cameron, Historic Preservation Planner II - present Clare Brandt, Administrative Specialist - present Jean Gatza, Senior Planner and moderator - present 1. CALL TO ORDER [00:00.00 audio minutes] The roll having been called, Chair J. Decker declared a quorum at 6:02 p.m. and the following business was conducted. 2. APPROVAL OF MINUTES [00:02.30 audio minutes] On a motion by J. Decker, seconded by W. Jellick, the Landmarks Board (5-0) amended the minutes from the December 2, 2020 Landmarks Board meeting to the following: On a motion by R. Pelusio, seconded by W. Jellick, the Landmarks Board voted (5-0), to adopt the staff memorandum dated December 2nd as findings of the board and recommend to the City Council that it designate the property at 977 9th St. as a local historic landmark, to be known as the Castle House, finding that it meets the standards for individual landmark designation in Sections 9-11-1 and 9-11-2, B.R.C. 1981. On a motion by J. Decker, seconded by F. Sheets, the Landmarks Board (5-0) approved the minutes as amended from the December 2, 2020 Landmarks Board meeting. 3. PUBLIC PARTICIPATION FOR NON-PUBLIC HEARING ITEMS [00:05.02 audio minutes] 1. Lynn Segal 538 Dewey Ave. 80304 Noted that a house at 3rd and Alpine is also known as the Castle House. Spoke about land and deconstruction values. 2 Jennifer Mabry Boulder 80302 Asked the board to recognize the original Second Baptist Church (located within the Chamberlain District) with a plaque or interpretive panel acknowledging the building’s founding, significance and importance to the community Noted her appreciation at the prospect of the Landmarks Board acknowledging the stories of Boulder’s African- American heritage. On a motion by W. Jellick, seconded by A. Daniels, the Landmarks Board (5-0) directed Historic Preservation staff to develop a template [for a process (including procedure, funding and design) for] recognizing special Landmark Board designated properties, and to use the Second Baptist Church in the Chamberlain Historic District as a [prototype for this template]. 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING • Statistical report for December discussed during matters 5. PUBLIC HEARINGS – None 6. MATTERS [00:35.10 audio minutes] • Staff reviewed statistics and projects from 2020; • Board discussed potential changes for Pool guidelines; • Board discussed potential for landmarking Emma Walsh memorial drinking fountain in North Boulder Park; • Board discussed the practicalities and next step in creating a Modernism Survey; • Board discussed engaging the community using videos. 7. DEBRIEF MEETING/CALENDAR CHECK • Next regular Landmarks Board meeting is scheduled for Wednesday, February 3, 2021. 8.
