CALL TO ORDER [00:00.00 audio minutes] The roll having been called, Vice Chair A. Daniels declared a quorum at 6:02 p.m. and the following business was conducted. 2. APPROVAL OF MINUTES [00:06.50 audio minutes] On a motion by F. Sheets, seconded by W. Jellick, the Landmarks Board approved (5-0) the minutes from the September 9, 2020 Landmarks Board meeting. 3. PUBLIC PARTICIPATION FOR NON-PUBLIC HEARING ITEMS [00:07.34 audio minutes] None 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING [00:08.15 audio minutes] • No pending stays of demolition • Statistical Report for September 5. PUBLIC HEARINGS [00:10.22 audio minutes] under the procedures prescribed by chapter 1-3, “Quasi- Judicial Hearing,” B.R.C. 1981: A. [00:11.00 audio minutes] Public hearing and consideration of a demolition application for the building located at 2111 Arapahoe Ave., a non-landmarked building over 50 years old, pursuant to Section 9-11- 23 of the Boulder Revised Code, 1981. (HIS2020-00214). Owner: Naropa University / Applicant: Catherine Bean, Element Properties. Ex Parte Contacts DRAFTJ. Decker: None A. Daniels: None W. Jellick: None F. Sheets: None R. Pelusio: Completed assessment of this building ~ 10 years ago Staff Presentation M. Cameron presented the case to the board, recommending that the Landmarks Board place a stay-of- demolition on the building to consider alternatives to demolition. A 180-day stay period would expire on Feb. 13, 2021. Applicant’s Presentation Catherine Bean, Element Properties (1795 Quince Ave., 80304) outlined the goals for the project. Poppie Gullett, Pinyon Environmental (4899 South Dudley St., 80123) reviewed the architectural alterations to the property and answered questions from the board. Public Comment 1. Lynn Segal 538 Dewey Ave. 80304 Noted that she had no comments due to missing the presentation to attend a different city meeting. - BREAK- Motion [00:55.05 audio minutes] On a motion by R. Pelusio, seconded by W. Jellick, the Landmarks Board voted (5-0), to adopt the staff memorandum dated October 14, 2020, as findings of the board issue a stay-of-demolition for the building located at 2111 Arapahoe Ave. for a period not to exceed 180 days from the day the permit application was accepted by the city manager in order to explore alternatives to demolishing the building. (HIS2020-00243). Owner: Dirk Stribrny / Applicant: Kenneth Jacques, Jacques Architectural Services. Ex Parte Contacts J. Decker: None A. Daniels: None W. Jellick: None F. Sheets: None R. Pelusio: None Applicant’s Presentation Kenneth Jacques, Jacques Architectural Services (128 Katie Ln, 80403) addressed flood plain and other issues with bringing the property to current code, in addition to noting current neighborhood character. Public Comment 1. Lynn Segal 538 Dewey Ave. 80304 Noted the value of the property weighed against public interest of preservation. DRAFTMotion On a motion by W. Jellick, seconded by A. Daniels, the Landmarks Board voted (4-1, R. Pelusio dissenting), to adopt the staff memorandum dated October 14, 2020, as findings of the board issue a stay-of-demolition for the building located at 1723 Marine St. for a period not to exceed 180 days from the day the permit application was accepted by the city manager in order to explore alternatives to demolition for the building. R. Pelusio’s dissenting vote was based on lack of feasible options for the property without creating a financial burden on the property owner. 7. MATTERS [01:47.49 audio minutes] •M. Cameron provided an update on the landmark designation of the Boulder–Dushanbe Teahouse, 1700 13th Street. •J. Decker and R.
