HomeMy WebLinkAboutItem 4B Floodplain Development Permit FLD2020-00001 603 South BroadwayM E M O R A N D U M TO: Planning Board FROM: Christin Shepherd, Floodplain Administrator DATE: November 19, 2020 CALL UP ITEM: Floodplain Development Permit (FLD2020-00001) 603 South Broadway Commercial Office Space Interior Remodel Key Dates Floodplain development permit approved by staff: 11/9/2020 The decision may be called up by Planning Board on or before: 11/23/2020 There is one Planning Board meeting within the 14 day call up period on: 11/19/2020 Project Description The proposed project includes the interior non-structural remodel of the 2nd floor and 1st floor lobby of the Chase Bank located on the south west corner of Table Mesa Drive and Broadway (see Attachment A). While the scope of work is aesthetic in nature and interior to the structure, the entire structure is within the Conveyance zone, necessitating a public process. Project Compliance Unfortunately, an unforeseen error occurred with this permit in the Planning & Development Services transition from paper applications to online application materials and the associated building permit was approved, issued and work has been completed without an approved floodplain permit. This application is being provided as a retroactive floodplain development permit to satisfy necessary administrative requirements and accurate record keeping. The project complies all the City’s floodplain regulations and this project will not adversely impact nearby properties. A copy of the floodplain development permit and application materials is attached. Associated Wetland Permits This project does not impact regulatory wetlands or wetland buffer zones and does not require a separate wetland permit. Broadway – Level 2 ‘White Box’ Updates & Level 1 Lobby Updates Floodplain Development Permit Application / BRC Section 9-3-6 (d) Responses Dear Ms. Shepherd, As indicated on our Floodplain Development Permit Application (the application) and related construction documents, the 603-A S. Broadway proposed scope of work doesn’t constitute substantial improvement and doesn’t include any changes to the existing building envelope or site. Proposed interior non-structural work doesn’t include modifications to existing plumbing or any new plumbing. Please note in accordance with Flood Damage Resistant Materials Requirements / FEMA Technical Bulletin #2 2008 we’re removing existing carpet tile from the level 1 common lobby floor and replacing it with ceramic tile as indicated on sheet A2.2 / 1 New Lobby Plan. In accordance with Application requirements please see our responses to Boulder Revised Code 9- 3-6(d) #1 to #15 in bold lettering below. 1. The effects upon the efficiency or capacity of the conveyance zone and high hazard zone; a. Not applicable 2. The effects upon lands upstream, downstream, and in the immediate vicinity; a. Not applicable 3. The effects upon the one hundred-year flood profile; a. None, not applicable 4. The effects upon any tributaries to the main stream, drainage ditches, and any other drainage facilities or systems. a. None, not applicable 5.
