RESOLUTION 1284
A RESOLUTION INDICATING THE CITY OF BOULDER’S POSITION ON
SELECT MEASURES APPEARING ON THIS NOVEMBER’S STATE BALLOT
THE CITY COUNCIL OF THE CITY OF BOULDER, COLORADO FINDS AND
RECITES THAT:
1. The following 11 measures are on this November’s state ballot:
Amendment B, Repeal Gallagher Amendment
Amendment C, Conduct of Charitable Gaming
Amendment 76, Citizenship Qualification of Voters
Amendment 77, Local Voter Approval of Casino Bet Limits & Games
Proposition EE, Taxes on Nicotine Products
Proposition 113, Adopt Agreement to Elect U.S. President by National Popular Vote
Proposition 114, Reintroduction and Management of Gray Wolves
Proposition 115, Prohibit Abortions After 22 Weeks
Proposition 116, State Income Tax Rate Reduction
Proposition 117, Voter Approval for Certain New State Enterprises
Proposition 118, Paid Family and Medical Leave Insurance Program
2. Under Section 13-2-4(h) of the Boulder Revised Code the city council is permitted to pass a
resolution or take an advocacy position on a ballot issue and may direct staff to report that
action to the public in the entity’s usual manner. Without the expenditure of public funds, an
elected official also may express a personal opinion on any ballot issue, including answering
questions about the issue.
RESOLUTION:
The Boulder City Council hereby supports or opposes and urges a corresponding vote on the
measures as indicated below, all which will appear on the November 3, 2020 election ballot:

Proposition EE – Support
Proposition 113 – Support
Proposition 114 – Support
Proposition 115 – Oppose
Proposition 116 – Oppose
Proposition 117 – Oppose
Proposition 118 – Support
