July 27th – Online Webinar Initial Outreach • Staff presentation of project background, work done, goals scope – Powerpoint / PDF presentation. • Q & A session • Drive people to the online BeHeard Boulder questionnaire for feedback and input. • Email blast, newsletter, next-door posts, outreach channels to get the word-out. August 25, 2020 City Council Study Session • What we’ve heard so far from the public feedback (and subcommittee process) • Potential options development • Council feedback based on what we’ve heard so far: • Subcommittee project goals and Areas of consideration • Public Engagement thus far. Possible Key Questions: • Is in-person engagement needed for more complex use changes, such as new uses in predominately residential areas? Defer more complex changes separate from more straightforward use standard changes in 2020? Area planning first? • Receive direction on possible options on changes to encourage 15 min. neighborhood uses, and neighborhood centers concept on a broad citywide level. Going in the right direction? Missing anything? o Encourage more mix of uses in BC zones as a catalyst for neighborhood centers o Encourage neighborhood-desired, contextually-scaled uses that may be missing • Possible updates to industrial zoning. Area planning completion first? o encourage mix of uses for workers, possible broadening residential uses o live/work expansion • Use Table and Structural updates and clarifications. September / October 2020 - Public feedback on draft options  Options based on subcommittee goals and deep-dive guidance, public feedback, council feedback, and guiding BVCP policies.  Breakout Use Standard change options based on: o Citywide and more straightforward standards – an “Inform / Consult” level of engagement. o Geographic specific and more complex standards (such as options for low intensity commercial uses in predominately residential areas – a “Consult / Involve” level of engagement.  BeHeard Boulder platform/online survey/response tools.  Maps, illustrative examples, images, explainers.  Potentially organize options based on subcommunity planning areas (geographic areas/neighborhoods). People could select subcommunity area they’re interested in rather than going through every zone and associated change, if they want to focus on their neighborhood only. The Land Use Code’s Chapter 6, “Use Standards” is out of alignment with the intent of the Boulder Valley Comprehensive Plan (BVCP) goals, policies and land use designations, and are not be achieving desired development and community outcomes. Purpose To bring Chapter 9-6, “Use Standards” of the Land Use Code, into greater alignment with the BVCP policies and the city’s priorities, to better enable desired development outcomes throughout the city and to more effectively support the goals and outcomes of the BVCP as expressed in the scope statement. Project Scope (What sections of the Land Use Code may change?) The project will consider updates to Chapter 6, “Use Standards” of the Land Use Code (Chapter 9-6, B.R.C. 1981), and any ancillary sections as may be necessary. `The Use Table, Schedule of Permitted Uses (9-6-1) `Specific Use Standards such as conditions and criteria for use reviews `Includes ancillary sections of the Land Use Code as may be necessary, e.g. Definitions `Does not include Form and Bulk or Intensity chapters (setbacks, floor area, etc.) What will this project aim to do? `Technical Changes - streamline and update the Use Table and Standards to correct discrepancies and make the Land Use Code more readily understandable. `Align the Use Table and Standards to the Boulder Valley Comprehensive Plan - potential to revise the Use Table categories and Standards to further implement the community’s policies and goals of the BVCP and the Project Goals. Use Table & Standards Subcommittee The Planning Board appointed a project subcommittee in 2018 comprised of three Planning Board members. The subcommittee developed the project’s scope, goals, and areas of consideration, as well as ideas for changes. The Role of the Subcommittee is to: `Engage the Public `Act as a sounding board for ideas `Guide the project and make recommendations Subcommittee meetings Option Development and Public Feedback Community Outreach Phase 1 WE ARE HERE! Encourage 15-minute neighborhoods through use table changes in all types of districts (residential, commercial, industrial), acknowledging transportation barriers may exist. 2. Support a “string of pearls” consisting of mixed-use nodes along corridors, and support walkable neighborhood centers of varying scales. 3. Incorporate administrative and structural updates to the Land Use Code’s Use Table and Use Standards for clarity, legibility, and usability. Uses are the functional categories for different human or economic related activities on a given piece of land. Uses are regulated by zoning district in the Land Use Code - a Residential Zone will allow a different mix of uses such as single and two family homes, compared to an industrial zone which may primarily allow industries and warehousing. The Land Use Code Title 9 of the City of Boulder’s Charter and Revised Code. Regulates development including, but not limited to: `Land Uses and Zoning requirements `Building Size and Design standards `Parking, Landscape, and Subdivisions Use Table within the Land Use Code Table that displays which uses are either allowed, limited conditionally permitted through a Use Review (special review that may require Planning Board decision), or are prohibited, within each zoning district of the city.
