Unless there is a very large number of people signed up to speak you will have 3 minutes to address the board. The meeting will likely be set up as a Zoom webinar, meaning you will not be allowed to share your screen due to security concerns. (There was offensive material shared at the first virtual Council meeting). You will need to forward the materials to the Board Secretary (Cindy Spence, copied) at least 48 hours prior to the meeting. She will distribute to the board. I will be fine if the meeting winds up being over Zoom. I’ll also hope that the customary 2 minutes will be allocated for attendees to present comments to the Board. Given that the meeting will likely be over Zoom, I’ll prepare 3-4 slides in PDF format to convey my main concerns with the proposed building. Concerning the logistics of the meeting, will attendees be allowed to share Zoom screens, or will all displayed content come from the meeting host? If the latter, then I’ll need to send in my slides for inclusion. Let me know what I have to do to have my slides both included in the meeting record and shared at the meeting itself. Period each year during which no mid-day sunlight reaches at least the north edge of the alley: 15’ Setback: Sept 30 –March 13 (164 days) 30’ Setback: Oct 25 –Feb 15 (112 days) 30’ setback provides 52 additional days of ground illumination during snowy months. It takes only one large vehicle to block the alley. 25 June, 2020 Boulder Planning Board Meeting 8 Increasing the alley setback will provide valuable additional space for delivery vehicles to park and a place for arriving cars to queue when the parking lift is occupied. View looking east. Lot for proposed development is on the right.The current plan provides for an area of only 10’ x 50’ for all vehicular queueing, standing and short-term parking. In addition to the restaurant, bar, and commercial deliveries that already use the alley, there will now be an additional 14 residences each with their share of UPS, Amazon, USPS, FedEx, DoorDash, Uber Eats, Domino’s, etc. Many of these deliveries will choose the alley over double-parking on Pearl Street. The pull-off space in the current plan is inadequate. 25 June, 2020 Boulder Planning Board Meeting 9 Commercial buildings in the adjacent block have a 30 foot setback, providing ample space for visitor parking, dumpsters and space for delivery vehicles to pull out of the alley. 30 FEET A Comparison With the 1600 Block The effect is clean, uncongested, and one doesn’t feel like the building is “looming”, despite it being within one foot of the design height of 1727/1737 Pearl. The north side of 1617, 1625 and 1637 Pearl Street. 25 June, 2020 10 •This development is within the Interface Area and on a sharp boundary between commercial and residential uses. •The combination of height, width and proximity to the alley make this building the most massive structure on the north side of Pearl Street anywhere downtown east of 15th Street. •As designed, this building will remove a significant amount of sunlight from the windows of adjacent residences and increase shade in an alley that is already very icy in winter. •The wave of deliveries that will likely come with 14 new residences and 7600 sq. ft. of retail space will significantly increase alley congestion if the pull-off area remains only 10’ x 50’.
