Project Description
The City of Boulder Public Works, Utilities Department, is proposing the replacement of
pipeline segments, realignment of pipeline segments, and cured-in-place pipeline rehabilitation
for portions of the Goose Creek Sanitary Sewer Interceptor. The sewer line would be replaced
through an open trench, which would temporarily impact City-regulated wetlands and buffer. In
addition, as part of the project activities, approximately 21 feet of the existing concrete multiuse
trail will be replaced east of Goose Creek in the project area. This activity would not expand the
existing impervious surface area in the wetland buffer and, as such, is exempt from a Stream,
Wetland or Water Body Permit.
Wetland Review Criteria for Standard Wetland Permits
• Hydrology: Ground water currently provides the supportive wetland hydrology and
would continue to the be the water source for the wetlands after the project is complete.
The proposed construction will not permanently or negatively affect the wetland
hydrology.
• Minimization: All proposed impacts would be temporary and would result from open
trenching and access during construction. Temporarily impacted areas will be restored to
preconstruction elevations. All staging areas are outside of the wetland buffers.
Temporary fencing will be used to define construction limits and deter access to areas
that are not impacted.
• Restoration of Temporary Impacts: All temporarily disturbed areas, including areas
within the regulated buffers, would be returned to pre-project conditions following
completion of the proposed work and would be seeded with native seed mixes.

• Best Management Practices: Disturbed uplands, the existing multiuse trail, and right of
way will be used for construction access and staging, which will minimize impacts on
vegetation. Silt fencing and construction fencing will be erected along the boundaries of
the project area limits, and straw wattles with stakes will be placed to prevent erosion.
The contractor will provide tree and shrub protection for woody vegetation. No areas
outside of the project area limits will be disturbed, and all equipment would be stored in
uplands.
• Protection of Species: The area was evaluated for threats to U.S Fish and Wildlife listed
threatened and endangered species, Preble’s meadow jumping mouse, and Ute ladies’-
tresses orchid. The proposed project would have no effect on threatened, endangered or
candidate species.
• Mitigation Plan: The regulatory resources impacted by the proposed project would be
restored and enhanced on-site and in place by revegetating the temporarily disturbed
wetland areas with a native seed mix. The project is located outside of the wetland water
body and will have minimal impact on the aquatic environment. As such, maintenance or
monitoring are not required. A final wetland inspection will take place at the completion
of the project to ensure adequate revegetation of the disturbed area has occurred.
