12.03.19 UHCAMC Minutes CITY OF BOULDER,COLORADO BOARDS AND COMMISSIONS MEETING MINUTES UNIVERSITY HILL COMMERCIAL AREA MANAGEMENT COMMISSION MEMBERS,STAFF,AND INVITED GUESTS PRESENT: BOARD MEMBERS: Nelson, Schneider(arrived at 4:03),Luff,Liguori STAFF: Wiebenson,Dammann,Mayotte PUBLIC: none PERSON PREPARING SUMMARY: Rachel Dammann,303-441-4191 TYPE OF MEETING: Regular Meeting December 3,2019 Meeting called to order at 4:06 p.m. Roll Call: Completed Approval of the November 5,2019 Minutes Liguori moved to approve the minutes. Luff seconded. All in favor. Public Comment None Nelson said the new Marpa House owners are hosting an open house tonight at 6 pm. Landmarks will review the plans tomorrow. Matters from Staff: 2019 Hillanthropist of the Year Nominations Wiebenson reported that there are two nominees this year and both may receive the award.Nominees are Lisa Nelson and Mark Heinritz. Liguori said The Hill Boulder would like to introduce a new communications person.The Fox could host a get-together in mid to late January and present the awards too.Jake Hudson-Humphrey will be the part time marketing coordinator for the Hill Boulder. Timing for 2020 Board Apl2lication/Appointments Wiebenson knows of two people who are interested on serving on the commission next year.Recruitment opens January 8. Pleasant Street Safe Public Hearing Scheduling&Business Outreach Wiebenson reported that the public hearing will most likely be February 18. The developer is interested in getting a concept design ready. Planning said there would be a one-to-two month delay from when Council approves the land sale.The Hill Hotel design could potentially go to Planning Board in April. During the presentation to Council,there will be an artist story board to help show the evolution of the project. The January UHCAMC meeting will include a discussion on The Hill Boulder's plans for UHGID marketing funds.The commission may call a special meeting in February if they'd like plan for the Hotel Public Meeting. Council would likely vote on the land sale the same night as a public hearing. Matters from Commissioners: Review Draft Letter to Council with 2020 Priorities Nelson asked the Commissioners if there were any changes to the draft letter to Council. Liguori asked if the parking lot comment should be tabled. Commissioners agreed. Liguori suggested pointing out alley improvements that meet the City's sustainability zero-waste goals. Wiebenson pointed out upgrading to LED lighting.Nelson asked about item C regarding safety. She would like the Hill to be an essential service for Police service so it stays staffed. Commissioners supported it. Wiebenson said she would reach out to the police department to confirm the classification. Lighting Fixtures Update Wiebenson reported that there are eight lighting fixtures out and/or installed.The lighting control center has been upgraded but is not yet completed. Work had to be postponed due to the weather.Holiday lights were put up,but not on the trees that are scheduled to be removed. Sturgeon will also work on the two light poles that aren't working so the holiday lights can work. We are on track to do phase one of the light poles in 2020. Donation to the Hill Luff announced that she and her husband will be making a donation to the Hill in 2020. Luff asked if it should be used for events on the Event Street,or toward the retail pop-up idea. Schneider recommended waiting until the Hill Hotel project decision. Would like to revisit the discussion at the January meeting. Tree Update Wiebenson reported that any place that needs the extra width for ADA access requires a tree grate.Areas that are wide enough to not need tree grates may be planted in a less expensive manner. Staff will return with alternative planting concepts at the March meeting.
