Seven years ago, two partners and I proposed the redevelopment of the Grandview site to the University. We had conducted detailed site surveys(which selected this site), engineering studies, design and architectural studies (including modeling)needs studies (predicated on information similar to the later"Flagship 2030" study), and economic studies which included projected utilization by the City and by facilities in the 93 corridor. Our design included a 250 room hotel, conference facilities (to support the BSchool), new space for NARF, auditorium facilities, subsurface parking;faculty facilities and other features. Our planning was predicated, to some extent on facilities at UT Austin and Stanford. We projected profitability for the University within eighteen months of completion. Importantly, our proposal included, on the site, the development of a performing arts center seating approximately 1,100, capable of all manner of presentations and including rehearsal spaces. We made a formal presentation to the University and to its retained consultants. We never received any response, formal or informal. My concerns at this time are that the plan is remarkably inadequate in both size and reach. It also does little or nothing to provide the partnership with the City that is vital. I would not take more than ten minutes. I am a now retired lawyer(Washington D.C.)and have lived in Boulder for 25 years. I chaired the Student Affairs Advisory Board which conducted detailed studies of all the campus physical plant needs. I was also one of the founders of the ATLAS Institute and,for a time, chaired its Board. About 30 minutes before the meeting actually starts, I will put out slips of paper that you will be asked to fill out and give back to me (the PB secretary). This will allow you to name the item you wish to speak about, your name, and address. After that, the Chair of the Planning Board will ask if there is anyone who wishes to speak. He will read from the slips of paper that were filled out, in the order they were given to me. At that time, you will be able to address the Board. You will have 3 minutes maximum to speak as an individual. If pooling your time as a group, the oral presentation will be allowed the following time allotments. These times will be adhered to. The times listed below would be for yourself PLUS the additional#of people: • 2 people= 5 minutes • 3 people=7 minutes • 4 people= 9 minutes • 5 people= 10 minutes (Maximum time allowed) RULES OF POOLING TIME: • All speakers wishing to pool their time must be present at the time of sign up and speaking. • Only 1 person is allowed to speak. • Only 1 piece of paper should be filled out with ALL names on it...listing the speaker first. If you arrive late, we still allow folks to fill out the slips of paper to speak. We will be taking these sign-up papers until ALL of the people who wish to speak have spoken. Once the Chair deems that all public speakers have been heard, he will close this section of the meeting and move on to Board deliberation. If you have a presentation,you will need to provide at least 8 hard copies to me at the time of your presentation. If you have a presentation that you wish for me to display, I would appreciate it if you would give it to me prior to the meeting (NO LATER THATN 2PM)so I can have it ready to go on the computer.
