LANDMARKS BOARD MEETING DATE: Wednesday, December 4, 2019 TIME: 6:00 p.m. PLACE: 1777 Broadway, Municipal Building, Council Chambers Agenda - Page 1 of 2 PUBLIC HEARING PROCEDURES Board members who will be present are: Fran Sheets, Chair (absent) John Decker, Vice Chair Acting Chair Abby Daniels, Acting Vice Chair William Jellick Ronnie Pelusio Sarah Silver and/or Lupita Montoya *Planning Board representative without a vote The Landmarks Board is constituted under the Landmarks Preservation Ordinance (Ordinance No. 4721; Title 9, Chapter 11, Boulder Revised Code, 1981) to designate landmarks and historic districts; review and approve applications for Landmark Alteration Certificates on such buildings or in such districts; review demolition applications for non-designated buildings over 50 years old; and recognize buildings as Structures of Merit. Public hearing items will be conducted in the following manner: 1.Board members will explain all ex-parte* contacts they may have had regarding the item, if the hearing is quasi-judicial. 2.Those who wish to address the issue (including the applicant, staff members and public) are sworn in, if the hearing is quasi-judicial. 3.A historic preservation staff person will present a recommendation to the board. 4.Board members will ask any questions to historic preservation staff. 5.The applicant will have a maximum of 10 minutes to make a presentation or comments to the board. 6. The public hearing provides any member of the public three minutes within which to make comments. (1)At the chair’s discretion, members of the public may pool their time provided all members of the pool are present. Only one member of the pool may speak on behalf of the pool. Maximum pooled time allowed is as follows: 2 people = 5 minutes; 3 people = 7 minutes; 4 people = 9 minutes; 5 or more people = 10 minutes. (2)Members of the public may, at the chair’s discretion, use Powerpoint, images, or handouts as part of their presentation. Electronic presentations should be emailed to the Board Secretary at least 24 hours in advance of the meeting. Time limits (above) apply. 7.After the public hearing is closed, there is discussion by board members, during which the chair of the meeting may permit board questions to and answers from the staff, the applicant, or the public. 8.Board members will vote on the matter; an affirmative vote of at least three members of the board is required for approval. * Ex-parte contacts are communications regarding the item under consideration that a board member may have had with someone prior to the meeting. All City of Boulder board meetings are digitally recorded and are available from the Central Records office at (303) 441-3043. Sheets asked that if the property is not eligible for designation, what more can the Landmarks Board do during the stay-of-demolition? W. Jellick: mentioned the options that were discussed at the Oct. 2nd meeting and the neighborhood support that was displayed at the time. Spoke in favor of explore the opportunity of potentially preserving the site as a neighborhood park. R. Pelusio: commented on the poor physical condition of the house at 2250 Bluebell. Also mentioned the botanist’s report regarding the condition of the plants on the property, stating that the propagation of particular plants may be the most viable form of preservation. S. Silver: requested that staff take the lead on coordinating with other city departments. M. Cameron: clarified that the responsibility for outreach to look at alternatives is on the Landmarks Board. She noted that the condition of the property didn’t appear to be from lack of maintenance, rather the construction methods used. F. Cameron presented information on 601 Kalmia Ave., finding that the property met criteria for historic, architectural, and environmental significance. Applicant’s Presentation The applicant, Cheri Belz, elaborated on the restoration and repairs she’s made to the house in addition to her research into the original owners. Public Comment None Motion On a motion by R. Pelusio, seconded by A. Daniels, the Landmarks Board voted (4-0), to recommend to the City Council to approve the application to designate the property at 601 Kalmia Ave. as a local historic landmark, to be known as the Braden-Belz House, finding that it meets the standards for individual landmark designation in Sections 9-11-1 and 9-11-2, B.R.C. 1981, and adopt the staff memorandum dated Nov. 6, 2019, as the findings of the board. Pelusio: none Staff Presentation J. Hewat presented information on 1127 and 1139 12th St., highlighting the changes made to the proposed design from the August 7th meeting. While the new proposed design is closer to meeting guidelines, ultimately staff finds that it still does not meet guideline standards. Applicant’s Presentation Jonathan Warner, Creative West Architects, presented additional information and images of the proposed design to show how it would appear on the site. R. Pelusio posed several questions regarding the bridge connecting the two existing properties and the open base of the proposed design. F. Sheets questioned whether the act of connecting the two properties would affect their eligibility for landmark designation. Warner noted that it would be difficult to achieve the density needed without connecting the two properties. The Landmarks Board encouraged the application to explore two separate additions, and staff provided information on potential BOZA variance support for designated buildings. [02:11.20 audio minutes] Public hearing and consideration of a proposal to construct a new one- and-a-half story accessory building, add a door opening to an existing contributing garage, and construct a fence around the rear of the property at 730 Maxwell Ave. in the Mapleton Hill Historic District, pursuant to Section 9-11-18 B.R.C. 1981 (HIS2019-00303. Hewat presented information on the proposed design, which had previously been approved on Jan. 3., 2018. Applicant’s Presentation Nicholas Fiore, Flower Architecture, presented the application to the board. Public Comment 1. Jennifer Pile 2446 7th St. Spoke about the sewer line that runs through the alley, retells that she and others in the neighborhood had paid to have it put in place. Claims that the city overtook the sewer line. Ms. Pile asked for monetary compensation, requested that the new construction didn’t connect to this sewer line, and asked for assurances that it wouldn’t be damaged during construction. Motion On a motion by W. Jellick, seconded by R. Pelusio, the Landmarks Board voted (4-0), to adopt the staff memorandum dated Nov. 6, 2019, as the findings of the board and approve a Landmark Alteration Certificate to add a door opening to the contributing garage, construct an accessory building and associated fences and hardscaping at 730 Maxwell Ave. as shown on plans dated Feb. 11, 2018, finding that the proposal meets the Standards for Issuance of a Landmark Alteration Certificate in Chapter 9-11-18, B.R.C. 1981 and is generally consistent with the General Design Guidelines and the Mapleton Hill Historic District Design Guidelines. 6.
