A RESOLUTION IN SUPPORT OF THE CITY OF BOULDER'S 2019
BALLOT MEASURE 2G,TAX ON VAPING PRODUCTS.
THE CITY COUNCIL OF THE CITY OF BOULDER, COLORADO FINDS AND
RECITES THAT:
1. Boulder has one of the highest rates of youth vaping in the state of Colorado and Colorado has
one of the highest rates of youth vaping in the United States.
2. Currently there are no state or federal taxes on electronic cigarettes and associated
products, commonly known as vaping products.
3. A single electronic cigarette pod can deliver nicotine equivalent or in excess of that
delivered by a package of twenty cigarettes.
4. As a result, the cost per dose of nicotine is far lower for electronic cigarettes than for
combustible cigarettes.
5. The proposed tax is intended to create a rough equilibrium between the cost of combustible
cigarettes and electronic cigarettes.
6. There is an inverse correlation between cost and usage, particularly among youth.
7. Imposition of this tax will help discourage vaping,particularly by youth in Boulder.
8. The revenue generated from the tax on vaping products will be used to administer a
licensing program for nicotine product retailers, health promotion, cessation and education
programs, with any additional funds going to the city's general fund.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BOULDER:
The Boulder City Council hereby supports and urges a YES vote on Ballot Measure 2G,
which will appear on the November 5, 2019 election ballot.
ADOPTED this 1st day of October 2019.
