Section 2-3-20 to advise on parking and related improvements in the University Hill General Improvement District (UHGID). The five members must consist of three district property owners and two at-large members. All must be residents of the City of Boulder. Public Comment •none Matters from Staff: 2020 Budget Discussion Wrap Up Woulf presented on the Community Vitality and University Hill General Improvement District (UHGID) proposed budget for 2020. No staffing or service cuts were proposed. The department focused on both optimizing existing resources to reduce reliance on the general fund and providing transparency. Woulf used the commission’s current priorities to shape the UHGID 2020 budget. He reviewed the sources of funds for 2018, 2019, and 2020. The bulk of UHGID revenue comes from the general fund transfer. The majority of fund uses are personnel and operating expenses. It is proposed that in 2020 personnel costs decrease and capital improvements investments increase. This is dependent on the general fund transfer. UHGID EcoPass expenses are included in the 2020 budget as a proposed ongoing expense, which is a shift from its prior designation as an annual allocation for a pilot program. Woulf proposed to use a small portion of UHGID reserves to increase the capital improvement budget. Schneider asked: if the Pleasant Street lot was sold, would the proceeds go into the UHGID budget? Woulf confirmed the revenue would go into the UHGID budget. Schneider reiterated that those funds need to stay in the UHGID budget and be controlled by the appropriate people. Woulf said the revenue collected in UHGID may only fund investments within the district. Liguori asked 2 about the general fund transfer going down. The proposed 2020 budget shows it going down a little, ($25,000) and using more of it to fund the commission priority to upgrade the light poles. Nelson asked about the sidewalk cleaning budget. Wiebenson said Community Vitality district maintenance staff intend to do it internally and more often. She asked to have it done once a month. Community Vitality will be submitting a department-wide Capital Improvement Plan (CIP) for 2020 for the first time. This includes BJAD and UHGID. Nelson pointed out the small percentage that UHGID is asking for compared to the entire department CIP request. Wiebenson said that the plan is replace the light poles with the same fixture type recently installed in the Hill neighborhood so Transportation can take over their operations and maintenance more easily. The first step is to evaluate the wiring and pole bases, and to install the new poles in the second year of the project. Wiebenson updated the commission on implementation of the Alley Enhancement Plan, indicating the next step is to see if funding for shared trash enclosures could be supported by Zero Waste on a more continuous basis. UHGID will help with the cost of the design and Zero Waste could fund some of the construction. Staff has also put together is a draft model sharing agreement for the property owners. Liguori asked if there is flexibility in the expense allocations incase there is a need for more funds for the lighting. Woulf said there is some flexibility. Liguori asked about excess unspent funds in the fund balance. Wiebenson said that was reflected in the increases to the CIP budget. Nelson moved to make a Motion to Recommend Adoption of the Proposed 2020 University Hill General Improvement District (UHGID) Annual Budget to the City Manager, the City Council, and the City Council acting as the UHGID Board of Directors. Schneider seconded. All present voted in favor. Schneider seconded. All present voted in favor. Liguori applauded the new budget process Woulf developed and commissioners agreed it is more transparent. Hill Alley Safety Lighting Update Wiebenson reported she reached out to all of the eligible property owners with the offer of a free light fixture under the Hill Commercial Alley Safety Lighting Grant Program. There are some property owners who haven’t responded yet. She anticipates that Boulder Off Campus will be the next property owner to get the permit to install the light. Wiebenson will shadow them through the process to experience what property owners will go through to identify any opportunities for improvement. Hill Alley Shared Trash Enclosure Pilot Update There is a second enclosure being discussed among property owners for Alley B. Western Disposal has concerns with multiple people sharing enclosures from a volume standpoint. How to address graffiti or other code enforcement issues is also under discussion. 3 Hill Alley Directional Change Update Half of the property owners have responded favorably to the directional change proposal. Transportation does not want to implement the change unless the property owners agree. The commissioners suggested requiring people backing into the parking spaces which would solve the directional problem and not require painting new stripes. Other feedback was to implement the change before the students come back in the fall. Hill Alley Graffiti Abatement Schneider proposed that there be a uniformed color to cover the tagging in the alley. He thinks this will make covering the tagging quicker and more effective in preventing future tagging. Wiebenson encouraged the Hill commercial property owners group to discuss, so the city isn’t maintaining private properties. Hotel Update The Request for Proposals (RFP) for the economic impact closes Thursday and will be completed by the end of July. The parking demand study is under way. Schneider asked if the economic impact study will look at how the hotel will impact the commercial area. Wiebenson said it will. Schneider asked if he could talk with the people doing the study. Wiebenson said she will encourage community outreach to all stakeholders. He emphasized that the Hill is unique and stakeholders need to explain the situation for the study to be accurate. Hill Alley Resurfacing Update The City does not have a schedule for commercial alley resurfacing. Resurfacing is in the Alley plan, but there currently is no funding. Wiebenson said there is not a solution at this point. Luff recommended a grant for someone to evaluate the problem. Matters from Commissioners: July Meeting Decision Commissioners would like to schedule a special meeting date in July to plan for the public hearing on the sale of Pleasant Street. Recommend July 16. 8/6 Pleasant Street Public Hearing Prep Schneider will ask current tenants to talk to Council about their financial difficulties because of the state of the economy on the Hill without a hotel. Commissioners would like to encourage people to come to public comment prior to the public hearing. Luff said CU thinks there could be a student interested in doing a rendering of how the district could look if it was revitalized. Hill Reinvestment Strategy 2019 Funds Wiebenson indicated there is $10,000 that has been kept in reserve for 2019 projects. Liguori asked commissioners to think of ideas for a future commission meeting. Commissioner Recruitment Luff asked if someone from the Herd could serve on the board. Wiebenson said they would need to represent CU real estate. Schneider encouraged the commissioners to each come up with one candidate before the July commission meeting. 4 Use Table Update Schneider referenced the email from staff with information on the proposed Use Table updates that would limit office uses in UHGID as a BMS zoning district. Wiebenson said staff are still working on the recommendations to Council. She said it was prompted by the Opportunity Zone project and the proposed change could affect all BMS districts. Wiebenson will talk with Bowden to see how districts can have a seat at the table around this discussion. It was agreed that restricting office space would hurt UHGID year- round vitality efforts.
