HomeMy WebLinkAboutItem 4B - Floodplain Development Permit Call Up - FLD2018-00039 - 1855 Folsom StreetM E M O R A N D U M TO: Planning Board FROM: Christin Shepherd, Senior Civil Engineer DATE: August 21, 2019 SUBJECT: Call Up Item: 1855 Folsom St Floodplain Development Permit (FLD2018-00039) Channel Work in the North Boulder Farmers Ditch This decision may be called up before Planning Board on or before September 5, 2019 The project is located on the portion of North Boulder Farmers Ditch that traverses the property at 1855 Folsom Street. Please see Attachment A for a Vicinity Map. The ditch was overgrown with dense vegetation that prohibited water flow. In 2018, the property owner at 1855 Folsom Street performed maintenance on the portion of the ditch that crossed their property without applying for a floodplain development permit. Maintenance activities included dredging and clearing the channel bottom and stabilizing the banks with rocks and non-grouted rip rap. The property owner was not fully aware that, although there was an agreement with the ditch company to perform maintenance, they also needed a floodplain development permit from the City for this type of work performed the 100-year floodplain and Conveyance Zone. In order to retro-actively approve the work performed on the ditch, the flood permit was submitted and reviewed. While it is not standard practice to review floodplain development permits after the fact, it is important to ensure that the channel work did not adversely impact any neighboring properties or cause a rise in the water surface elevations. The applicant has demonstrated compliance with the City’s floodplain regulations, including no-rise in water surface elevations. The project will not adversely impact nearby properties. A Floodplain Development Permit was approved by Planning and Development staff on August 21, 2019, and the decision may be called up before Planning Board on or before September 5, 2019. There is one Planning Board meeting within the 14 day call up period on September 5, 2018. A copy of the floodplain development permit and application materials is attached for reference.
