CALL TO ORDER[00:00:00 audio minutes,part I] The roll having been called, Chair F. Sheets declared a quorum at 6:00 p.m. and the following business was conducted. lb. OATH OF OFFICE FOR NEW BOARD MEMBER L. Markley swore in newly-reappointed Landmarks Board Member W.Jellick. 2. APPROVAL OF MINUTES On a motion by J. Decker seconded by, A. Daniels the Landmarks Board approved as amended(5-0) the minutes from the March 6, 2019 Landmarks Board meeting. 3. PUBLIC PARTICIPATION FOR NON-PUBLIC HEARING ITEMS Kathryn Barth, 2940 20th St., spoke in support of the Historic Preservation Plan update process with special attention to the outreach, and shared her experience of reaching out to the applicant of 2326 Goss St. demolition,Roderigo Garcia and a moving contractor. 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING[00:08:00 audio minutes] • Statistical Report for March • 940 North St. - Stay-of-Demolition expires April 28, 2019 • 2326 Goss St. - Stay-of-Demolition expires June 12, 2019 o J. Decker and F. Sheets provided a summary of a site visit with Rodrigo Garcia, the applicant, and a house moving professional, then answered questions from the board. They mentioned the intent to meet with Mr. Garcia before the next Landmarks Board meeting. 5. PUBLIC HEARING[00:17:35 audio minutes,part IJ A. Public hearing and consideration of a motion to adopt a resolution to initiate the process for the designation of the property at 940 North St.,(on which a stay-of-demolition was imposed on Oct. 3, 2018), as an individual landmark pursuant to Section 9-11-3, of the Boulder Revised Code, 1981. Property Owner: Daryl Carpenter, Permit Applicant: Brady Burke/ Initiation Applicant: City of Boulder Landmarks Board Staff Presentation J. Hewat presented the case to the board with a recommendation that the Landmarks Board not initiate landmark designation. Mr. Hewat highlighted that this hearing is legislative, not quasi-judicial. He explained the process, that this is an initiation hearing to decide if a designation hearing will be held in the future. Owner's Presentation Ryan Hanneman, 1301 Walnut St., applicant and architect at RHAP Architecture & Planning, spoke in support of demolition permit application. Brady Burke, 5446 Conestoga Ct., owner representative, answered a question from the board. Public Comment Linda Stinson, 942 North St., an adjacent neighbor to the west, spoke in support of the demolition permit application and redevelopment of the site. Kathryn Barth, 2940 20th St., spoke against demolition approval and in support of the landmark designation. Bev Potter, 3201 1 Ph St., spoke in against demolition approval and in support of the landmark designation. Estella Cole, submitted an email today expressing against demolition approval and in support of the landmark designation, that M. Cameron read. Motion On a motion by R. Pelusio, and not seconded, the Landmarks Board vote to not initiate landmark designation for the property at 940 North St. On a motion by F. Sheets, and seconded by A. Daniels, (4-1, R. Pelusio opposed) the Landmarks Board voted to initiate designation of 940 North St., as an individual landmark and will schedule a designation hearing in accordance this the historic preservation ordinance, no fewer 60 and no more than 120 days from the date of this resolution. J. Decker amended the motion to be limited to only the original portion of the house. R. Pelusio opposed because his agreement with staff's recommendation that the current state of the building did not meet the criteria, nor the collective buildings adjacent to the property could realistically create a district, especially with the neighbor's (Linda Stinson), support of this demolition. B. [00:00:00 audio minutes,part II] Public hearing and consideration of an application to designate a portion of the property at 1027141h St. as a local historic landmark,pursuant to Section 9-11-5 of the Boulder Revised Code 1981 (HIS2015-00280). Owner/ Applicant: John Pugh, 14th& Euclid, LLC Ex Parte Contacts A. Daniels, J. Decker, B.Jellick, R. Pelusio, and F. Sheets made a site visit. Staff Presentation M. Cameron introduced the designations explaining the genesis of the applications explaining that three of the properties have been consolidated into a single lot, now addressed as 1027 14th Street. C. Gasparek outlined the history and architectural significance of the 8 buildings proposed for designation, with a recommendation that the Landmarks Board approve the proposed landmark designations. Owner's Presentation John Pugh, 3972 Pyramid Ct., Superior, CO, applicant, spoke in support of the landmark designation and answered questions from the board. Public Comment Kathryn Barth, 2940 20th St., spoke in support of the landmark designation. Motion On a motion by R. Pelusio, and seconded by A. Daniels , (5-0)the Landmarks Board recommend that the City Council designate the following properties as local historic landmarks, with boundaries as described in the four staff memoranda dated April 3, 2019, finding that they meet the standards for individual landmark designation in Sections 9-11- 1 and 9-11-2, B.R.C. 1981, and adopt the stated memoranda as the findings of the board: A portion of the property at 1027 14th St. as a local historic landmark with the buildings to be known as the Glen Huntington Greek House, the Swayne House and the DeMuth House; The property at 1031 14th St. as a local historic landmark with the buildings to be known as the Veysey-Cash House and the Jackson House; The property at 1045 14th St., to be known as the Nelson-Germann House; and The property at 1059 14th St., to be known as the Beck-Coppinger House. C. Public hearing and consideration of an application to designate the property at 1031 14th St. as a local historic landmark, pursuant to Section 9-11-5 of the Boulder Revised Code 1981 (HIS2015-00279). Public hearing and consideration of an application to designate the property at 1045 1411 St. as a local historic landmark,pursuant to Section 9-11-5 of the Boulder Revised Code 1981 (HIS2015-00283). Owner/Applicant: John Pugh, Pugh Family Mothership, LLC E. Public hearing and consideration of an application to designate the property at 10591411 St. as a local historic landmark, pursuant to Section 9-11-5 of the Boulder Revised Code 1981 (HIS2015-00282). REVIEW FINAL REVISIONS TO THE HISTORIC PRESERVATION PLAN AS PART OF THE 5-YEAR UPDATE[00:35:40 audio minutes,part II] • The Landmarks Board provided feedback on draft revisions to the Historic Preservation Plan. 6.
