LANDMARKS BOARD
STUDY SESSION & MEETING – ACTION MINUTES
March 6, 2019 at 6:00 p.m.
1777 Broadway, Municipal Building, Council Chambers
The following are the action minutes of the March 6, 2019 City of Boulder Landmarks Board
meeting. A digital recording and a permanent set of these minutes (maintained for a period of

1. CALL TO ORDER [00:00:00 audio minutes]
The roll having been called, Chair F. Sheets declared a quorum at 6:04 p.m. and the
following business was conducted.
2. APPROVAL OF MINUTES
On a motion by R. Pelusio seconded by, A. Daniels the Landmarks Board approved as
amended (5-0) the minutes from the February 4, 2019 Landmarks Board meeting.
3. PUBLIC PARTICIPATION FOR NON-PUBLIC HEARING ITEMS
Rodrigo Garcia, 3365 Folsom St., applicant for the 2326 Goss St. demolition, Garcia-
Anderson Construction, spoke in support of demolition due to the complexity and cost of
lifting the building to bring it up to current floodplain regulations.
Kathryn Barth, 2940 20th St., expressed appreciation for the project management of the
Five-Year Update to the Historic Preservation Plan.
4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION

940 North St. - Stay-of-Demolition expires April 28, 2019
o On a motion by B. Jellick, seconded by A. Daniels, the Landmarks Board voted
(5-0) to hold a hearing to consider initiation of landmark designation for the
property at 940 North Ave. at its April 3, 2019 meeting.
2326 Goss St. - Stay-of-Demolition expires June 12, 2019
o W. Jellick and M. Cameron provided a summary of a site visit on March 5.
Rodrigo Garcia, the owner, answered questions from the board.
5. HISTORIC PRESERVATION PLAN UPDATE [01:11:52 audio minutes]
The Landmarks Board provided feedback on draft revisions to the Historic
Preservation Plan.
6. LANDMARKS BOARD DISCUSSION ON RETREAT TOPICS [01:33:00 audio
minutes]
The Landmarks Board set May 10, 2019 as the tentative date for their annual retreat.
Topics will include:
o City-Owned Landmarks
o Demolition
Embodied Energy
Contributing vs. Non-Contributing Buildings
Incremental demolition and enforcement
Public Comment and Level of Review
o Period of Significance in a Historic District
o 2019 Subcommittees
o ADUs and Historic Buildings
7. MATTERS FROM THE LANDMARKS BOAD, PLANNING DEPARTMENT, AND
CITY ATTORNEY
The Landmarks Board will write a letter to the Parks and Recreation Advisory Board
about the future of the Harbeck-Bergheim House
Call for Nominations for Landmarks Board Special Projects Award for the
Archaeology and Historic Preservation Awards Ceremony on May 13, 2019
(tentative).
