Motions for the HAB Agenda Committee For the March 20, 2019 Meeting 1. Motion: To add a 4th goal to the Engagement Committee purpose statement such that: “Goal: To report to the public about the input received during engagement events so that the feedback loop to the public is completed. Strategies: - To explore feedback options - To provide, at a minimum, a written report of the purpose/why statement and a written report of all special engagement meetings into the following month’s HAB packet.” 2. Motion: To replace the public hearing about the Affordable Housing Experience with educational sessions during 2-3 HAB meetings over 2019, one of them being about the Affordable Housing Experience, during which HAB would strive to give the public an opportunity to provide input to HAB on various specific topics. Rationale: This would not necessitate any Council or City Manager recommendations but only be to gather input at this time. The purpose would be to engage the public on specific topics and for HAB to educate itself with input from specific housing constituencies. The effort fulfills some engagement goals without necessitating Council action. The educational sessions are expected to take 60-90 minutes at the beginning of applicable meetings. The Agenda Committee will set up 2-3 HAB meeting dates for the year. 3. If the motion to hold 2-3 educational sessions in 2019 is approved…. Motion: To approve the plan for educational format sessions that follows. Educational session format: - Introduction of board members, staff and ex-officio - Brief overview by staff, if applicable - Brief overview from topic constituencies, if applicable. For example, if the topic is Accessibility, the Area Agency on Aging and CPWD might give brief presentations, as could a consumer. - Public participation with interaction with board - Afterwards, summary report provided by Committee for inclusion in subsequent HAB packet 4. If the motion for 2-3 educational listening sessions passes… Motion: To vote on the two other topics for the educational sessions (in addition to the Affordable Housing Experience) at the April meeting. Rationale: HAB members can forward their topics to Cori who will send them to HAB. HAB members will vote for two topics at the next meeting and the two highest topics will be the second and third study session topics. Suggested topics might be: college students, seniors, accessibility, housing the homeless, in-commuters. HAB members can add their own topics. 5. Motion: Except for letters to Council and/or City Manager, engagement publicity materials will be prepared in the following way: - Communications staff, subject to availability, can help develop a communications plan for events and review/edit draft publicity materials. - The Engagement Committee will send all proposed publicity materials to HAB. - HAB members will send their suggestions to the Board Secretary within 2 business days - Board Secretary will provide all feedback to the Engagement Committee within 2 business days - Engagement Committee will provide completed materials to the Agenda Committee for final approval within 2 business days - The Agenda Committee will give final approval within 2 business days and materials will be dispersed as appropriate. - Any publicity that needs to come from a specific person or persons (as a Letter-to- the-editor) will come from one or both committee members, rather than the entire HAB, unless HAB specifically moves and passes a measure that includes the names of all HAB members. Rationale: This change still will provide ample input and oversight of engagement publicity materials but not take up valuable meeting time. ------- Friendly amendments are welcome.
