CALL TO ORDER[00:00:00 audio minutes] The roll having been called, Vice Chair J. Decker declared a quorum at 6:00 p.m. and the following business was conducted. 2. APPROVAL OF MINUTES On a motion by R. Pelusio seconded by A. Daniels, the Landmarks Board approved as amended (4-0, F. Sheets absent) the minutes from the November 7, 2018 Landmarks Board meeting. 3. PUBLIC PARTICIPATION FOR NON-PUBLIC HEARING ITEMS[00:01:24 audio minutes] Chris Hulse, 3960 View Point Way, Lafayette, CO applicant for the demolition application for 1836 Pearl St., conveyed that he is interested in continuing to meet with the board and staff to pursue alternatives to demolition. 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING[00:02:50 audio minutes] • Statistical Report for November 2018 • 1836 Pearl St. (stay-of-demolition expires February 19, 2019) On the motion by R. Pelusio, seconded by B.Jellick, the Landmarks board voted(4-0, F. Sheets absent) to hold a public hearing to lift the stay of demolition or initiate landmark designation at least 10 days prior to the expiration of the stay of demolition on February 19, 2018. 5. PUBLIC HEARINGS [00:18:30 audio minutes] A. Public hearing and consideration of a permit to demolish the house located at 940 North St., a non-landmarked building over 50 years old, pursuant to Section 9-11-23 of the Boulder Revised Code, 1981 (HIS2018-00271). Owner/Applicant: Daryl Carpenter/ Brady Burke, Burke Builders, LLC Ex Parte Contacts A.Daniels made a site visit; J. Decker lived near the property and is familiar with it. B. Jellick lives near the property and is familiar with it and reviewed it at Landmarks Design Review Committee; R. Pelusio reviewed it at Landmarks Design Review Committee; and L. Payton had no ex-parte contacts. Staff Presentation M. Cameron presented the case to the board with a recommendation that the Landmarks Board issue a stay-of-demolition for a period of up to 180 days to seek alternatives to the demolition. Owner's Presentation Ryan Hanneman, 1324 Lincoln Ave., Louisville, CO, applicant (Burke Builders) representative RHAP Architecture &Planning, spoke in support of the demolition application. Brady Burke, 5454 Conestoga Ct., Boulder, CO, Burke Builders, owner representative, answered questions from the board. Public Comment Lindsey Loberg, 940 North St., Boulder, CO, current resident at the house stated the house is in poor condition and in need of rehabilitation. She supports future use of the property for low-income housing. Motion On a motion by R. Pelusio, and seconded by A. Daniels, (3-1,; F. Sheets absent) that the Landmarks Board issue a stay-of-demolition for the building located at 940 North St. for a period not to exceed 180 days from the day the permit application was accepted by the city manager in order to explore alternatives to demolishing the building and adopt the staff memorandum as findings. W. Jellick explained his dissenting vote by stating that while the building may be eligible for landmark designation, he did not consider imposition of a stay-of-demolition would be productive use of time as the applicants have indicated that alternatives have already been explored and consider demolition to be the only feasible option. The 180-day stay period will expire on April 28, 2019 if no action is taken prior to that date. R. Pelusio and A.Daniels volunteered to be on the subcommittee to work with the applicant during the stay-of-demolition. 6.
