Agenda Item 1: Call to Order
The meeting was called to order at 6:00 p.m.
Agenda Item 2: Future Board Items and Tours
Bowden reviewed upcoming community touch opportunities. These events can be found at
www.BoulderParks-Reg.org
Agenda Item 3: Public Participation
Alexander Holcomb, Boulder resident and member of Boulder Citizens for Disc Golf, spoke in
support of the Valmont Disc Golf Course and spoke of the need for more courses in Boulder.
Karen Crofton, Boulder resident and Chair of the Environmental Advisory Board (EAB), spoke
about an upcoming joint Board meeting with the EAB in September that will have an eco-systems
theme and will be structured as an interactive workshop.
Bill Buffum, non-resident and member of Boulder Road Runners, spoke about the group's interest
in partnering with the city to develop a public track at the Valmont City Park.
Marissa Beene, Boulder Resident, spoke in support of developing a boathouse at the Boulder
Reservoir
Lee Troop, Boulder resident and founding member of the Boulder Track Club, spoke in support
of the development of a track at Valmont City Park
Agenda Item 4: Consent Agenda
A. Approval of Minutes from June 4, 2018 (rescheduled May meeting)
Minutes from June 4, 2018 were approved as written.
B. Parks and Recreation Development and Operations Update
PRAB members made the following comments about this item:
• The Board had no questions or comments about this item.
Agenda Item 5: Action Item
A Public Hearing and Consideration of a motion Approving the 2019 Expenditures from
Permanent Parks and Recreation Fund and 2019-2024 Parks and Recreation Department
Capital Improvement Program (CII')
Haley presented this item to the Board.
Public participation was opened.
No one spoke.
The Board made the following comments about this item:
• Are there opportunities to collaborate with other city departments to complete CIP projects
delayed due to fiscal constraints?
• Complimented the implementation of efficiency tools, such as Beehive, that are being used
by the department.
• Is the CIP budget always developed in four year increments and how are new projects
considered within the CIP development cycle?
Seymour made the following motion:
• Motion to approve the 2019 recommended expenditures from the Permanent Parks and
Recreation Fund.
The motion was seconded by Klenow.
The motion passed unanimously(6-0, one Board member absent).
Romero made the following motion:
• Motion to approve the recommended 2019-2024 Parks and Recreation Department Capital
Improvement Program(CIP).
The motion was seconded by Kovarik.
The motion passed unanimously(6-0, one Board member absent).

Agenda Item 7: Matters from the Department
A. Harbeck-Bergheim House Community Engagement Update
Haley presented this item to the Board.
PRAB members made the following comments about this item:
• Is the survey open and available for the public or is it targeted to specific populations?

B. Parks and Recreation Budget Update
Bowden presented this item to the Board.

• The Board had no questions or comments about this item.
Agenda Item 8: Matters from the Board
A. 2019-24 Greenways Capital Improvement Program
PRAB member Yates was unavailable to present this item to the Board.
PRAB member Romero had the following comment about the following waterway:
• Concern about standing water near Howard Heuston Park and the Boulder White Rock
Ditch.
B. PRAB Community Engagement Updates
• Board members attended the following activities/meetings/tours: Visits to area parks, trails
and Farmers' Market; involvement in Duck Race, attended salsa dance night,participated
in Kinesis Dance events and programs.
Adjourn: There being no further business to come before the Board at this time, the meeting was
adjourned at 7:02 p.m.
