Amendment to the Downtown Urban Design Guidelines – Lighting of Signs
Following input from the Downtown Management Committee and the Design Advisory Board, the
Landmarks Board voted to adopt an administrative rule to amend Section 1, the Historic District of the
Downtown Urban Design Guidelines at its March 7, 2018 meeting. The public comment period ends April 30,
2018. Visit www.boulderhistoricpreservation.net to review the proposed changes and send comments to
hewatj@bouldercolorado.gov.
Civic Area – East Book End
The City of Boulder is hiring a consultant to survey 12 non-designated properties that are over 50 years old in
the East Bookend of the Civic Area. This information will provide documentation of those sites and help
inform decisions made as part of the East Bookend Plan.

National Alliance of Preservation Commissions (NAPC) Forum – July 18-22, 2018
The biennial NAPC Forum will be held in Des Moines, Iowa from July 18 to 22. Landmarks Board members
and staff have attended in the past and have found the forum to be very worthwhile. The CLG grant proposal
to fund the attendance for Landmarks Board members attendance was not approved, however, the City is able
to provide funding for 2 members to attend. Update at meeting.
National Register of Historic Places nomination amendment - Boulder County Courthouse.
County Courthouse was listed in the National Register of Historic Places as a contributing building to the
Downtown Boulder Historic District in 1980. This amendment to the original nomination seeks to recognize an
additional area significance of Social History as the location of the first same sex marriage licenses issued in
Colorado. Among the earliest same sex marriage certificates issued in the United States, this amendment
recognizes Boulder County Clerk Clela Rorex’s issuance of same sex marriage certificates in March of 1975 and
a important milestone in the civil rights struggles of Lesbian, Gay, Bisexual, Transgender and Queer people.
Boulder’s Historic Preservation Program (a Certified Local Government) is being provided an opportunity to
comment in advance of the Colorado Historic Preservation Review Board’s review of the nomination on
Friday May 18, 2018 (see attached).
ON-GOING PROJECTS
Atrium Building
The Atrium Building will be considered as part of the East Bookend Planning effort. Historic Boulder has
agreed to continue keeping the March 2015 application to landmark the Atrium on hold as exploration of these
options continues. Update at meeting.

RECENTLY APPROVED LANDMARK ALTERATION CERTIFICATES
730 Maxwell Ave., Mapleton Hill Historic District
The Landmarks Board conditionally approved the construction of an accessory building, changes to a
contributing building, construction of a fence and landscaping at 730 Maxwell Ave. at their Jan. 3,
2018 meeting. The Landmarks Design Review Committee reviewed the conditions of approval on
Feb. 21, 2018 and issued the Landmark Alteration Certificate. See below.

Application:
Public hearing and consideration of a Landmark Alteration Certificate application to construct a new
one-and-a-half story accessory building, add a door opening to an existing contributing garage, and
construct a fence around the rear of the property at 730 Maxwell Ave. in the Mapleton Hill Historic
District, pursuant to Section 9-11-18 of the Boulder Revised Code 1981 (HIS2017-00349).

Motion
On a motion by E. Budd, and seconded by B. Jellick, the Landmarks Board voted (5-0) to approve the
construction of a new accessory building, addition of a door opening to the existing garage, and
construction of a fence around the rear yard at 730 Maxwell Ave. as shown on plans dated Nov. 21,
2017, finding that they generally meet the standards for issuance of a Landmark Alteration Certificate
in Section 9-11-18, B.R.C. 1981, subject to the conditions below and adopt the staff memorandum
dated Jan. 3, 2018 as findings of the board.
CONDITIONS OF APPROVAL
1. The applicant shall be responsible for constructing the house in compliance with the
approved plans dated Nov. 21, 2017, except as modified by these conditions of approval.
2. Prior to submitting a building permit application and final issuance of the Landmark
Alteration Certificate, the applicant shall submit to the Landmarks design review
committee (Ldrc), for its final review and approval:
a. Consider revising plans to shift the garage dormer away from the western edge of
the roof to be more in keeping with traditional placement of roof dormers.
b. Reducing the height of the fence to 5’ to provide more permeability into the
historic property, and to prevent the alleyscape from becoming tunnel-like, and to
revising fence to a vertical board design as recommended in the design guidelines.
c. Revising the additional paving to a porous or permeable material.

d. Final architectural details for the new building, including wall and roof materials,
doors, windows and fence details, and hardscaping on the property to ensure that
the final design of the building is consistent with the General Design Guidelines, the
Mapleton Historic District Design Guideline, and the intent of this approval.

The Landmarks Board conditionally approved the construction of an addition to the contributing
house and relocation of the contributing garage and construction of a new, one-car garage at 1014
Mapleton Ave. at their Dec. 6, 2017 meeting. The Landmarks Design Review Committee reviewed the
conditions of approval on March 7, 2018 and issued the Landmark Alteration Certificate. See below.
