AGENDAITEM6—DowntownBoulderPartnershipUpdateMaherreportedthattheyarestartingeventseasoninAprilwithTulipFairyandElfFestivalwhichwillbeonSunday,April8.TheTasteofPearlwillbeonApril29.Theyhavelostalotofbannersthiswinterandplantoreplaceallbannersthisspring!summer.Thethemewillbehistoricalphotosrelevanttocachblock.Deansaskcdifthcrcisawaytomakethemstrongersotheydon’trip.Maherreportedthattheyhaveatwoyearlife.ThenextchangeforthebanncrswillbeforthcBolderBoulderinAprilandthentheywillgetnewbannersbyJune.N’IaherpointedoutthatcitycouncilmemberJillAdlerGranoisaddressingaffordablecommercialoneastPearlon20°’andFolsomandiscitingtherecommendationsfromtheDowntownRetailVibrancyStudy.Itwouldrequireanyfuturedevelopmentintheareatorequirearetailwrapandeliminateparkingrequirements.ApublicpolicycommitteeismeetingonWednesdaytomakerecommendationstoCouncil.Niemeyeraskedifthiswillimpactcurrentprojects.Mahersaidhedidnotthinkitwastheintentiontoimpactthoseprojects.Feldmanaskediftherehadbeenanycommentsfromretailcommunityaboutaffordableretail?Mahersaidthattherehadbeenindowntownareaanditwasintheconsultant’srecommendationsfortheDowntownRetailVibrancyReport.AGENDAITEM7—MattersfromCommissionersnoneAGENDAITEM8—MattersfromStaffProposedRevisionstoSignageSectionoftheDowntownUrbanDesignGuidelinesJamesHewatandDeborahYin,LandmarksBoardChair,fromtheLandmarksBoardpresentedontheproposedrevisionsforlightingsignsinthedowntownarea.DowntownUrbanDesignGuidelineswereredesignedacoupleofyearsagoandtheyarere-evaluatingagain.JerryShapinswasonthepreviousreviewcommittee.Thisspecificrevisiontothecodeistoincludeguidelinesforsignlightinginthehistoricdistrict,andnotjustinthepublicrealmareawhereitisalreadyincluded.Lightingtechnologyhaschangedinthepastfiveyearsandtheexpectationsfromnewcustomersforsignagehaschanged.TheLandmarksBoardlookedatbestpracticesacrossthecountryinhistoricalareas.TheDesignAdvisoryBoardevaluatedtheproposalonFebruary14.TheLandmarksBoardhasthepowertoindependentlyadoptguidelinesthroughtherulemakingprocess,buttheywantinputfromotherhoards.AdoptionbytheLandmarksBoardwilltakeplaceonApril7,ifappropriate.Yinsaidtheyhadasubcommitteeofthreeboardmembers.TheylookedattheNationalParkServiceGuidelinesforsignageinhistoricdistrictswhichencouragesdiversityofsignageandbeingcarefulofillumination.Lookedatothermunicipalitiestoseewhattheyaredoing.ThisincludedNewOrleans,WashingtonDC,Denver,andFortCollins.Thesubcommitteewentdowntownintothehistoricdistrictduringthedayandtheeveningtolookatlighting.Varietyisimportant.NewOrleansdoesnotallowadditionallighting.InBoulder,mostplacesarebrightandthesignsthatdon’thaveilluminationarestillvisible.Theboardseesthebestapproachistodiscouragelightingandtotakeadvantageofambientlighting.Thesecond-bestapproachistoilluminatewithindirectlighting.Theyencouragemodernfixturesthatyoucanminimizethe appearanceofthefixture.internalilluminationisstronglydiscouraged.Thereisalistofcriteriaintheguidelines.Ifyoufallundermostofthesecriteria,youmightbeapprovedforinternallighting.Deansaskedifthisappliestonewbusinesses.Yinsaidthisisforanyoneinthehistoricaldistrictputtingupanewsign.Theyhopetheseguidelineswillbemoreclearandhelpapplicantsbemoresuccessftilwiththeirsignapplications.Hewatsaidtheproblemtheyarefacingnowishalo,houtiquc-stylelights.Feldmanaskedifthereareexamplesofsignsthatareuporcontroversial.YinsaidthatthethingthatcausedtheboardtolookintothesignagelightingwaswhenPearlWestcame.TheyapprovedaninternallylitsignforthehankonSpruce.buttheyhaven’tlitityTherearealotofinternallylitsignsonPearlStreetMall.Deansaskedifthisisgoingtoheretroactivetocurrentsigns.1-lewatsaidno.KnoffsaidtomakesuretheseguidelinesarepossibleundertheEnergyCode.Yinsaidtheidealconditionistonotilluminateatall,whichisenergyefficient.Hewataskedthatwhcnitgoesthroughpennitting,theymakesurethatitisDarkSkiescompliant.Feldmanaskedhowitworkswhenanewretailerwantsanew,litsign,howdoyoumakethatdecision?Yinsaidthatexternallylitsignsaremoreshaded.Hewatsaidthatusuallysignageisapproved,it’sjustamatterofhowtheywanttodoit.Feldmanrecommendedtheyhemoreclearandsayinternalisnotallowed,butexternalisallowedtocuttimeandeffortsinpermittingprocess?Feldmanthinksthecurrentproposedguidelinesarestillconflising.Hewatsaidtheremightbejustificationforinternallylitsignsthathavehistoricproperties.NiemeyeraskediftheLandmarksBoardorthecitystaffapprovesrequests?Yinsaiditgoestostafffirst.buttheycanreferittotheboardforapprovalifthestaffdeemsnecessary.Landrithalsoapprovessignageandwouldlikemoreinfonnationti’ointhehoardtocreatemoreconsistency’.Discussionensuedaboutugly’signsvs.beautifulsignsandsubjectiveopinionsvs.rulesandguidelines.DMCPriorities2018(‘VWorkplanOverviewLandrithpresentedtheannualworkplantoaddresstheDMCpriorities.Connc]lycreatedamatrixfbrtrackingtheprogressandsubmittedittothecommission’sconsideration.Commissionerslikedtheformatandthinkitisausefultool.ConnellysaidwewilladdactionitemsfromtheRetailVibrancystudyandperhapsotheractionsitemswillheaddedtoo.Nieineyerrequestedknowingthedateforthesummerretreatsoonerthanlater.DowntownRetailVibrancyStudyFeldmanchargedthecommissionwithrankingactionitemsontheRetailVibrancyreportwherethecityislistedasthelead.ThegoaltogettohaifadozenrecommendationsthatthecommissionshouldbringtoCouncil,WewillalsohavethisconversationatthenextDBP.ThecommissionwillseetheprioritiesagaininAprilbeforetherecommendationsgotoCouncilinMay.Italicandbolditemsinthereportarewhatthattheconsultantsrecommendedaspriorities.Deansaskedifstaffhadthoughtsontheimpactoftherecommendations.Whatareshort-term.andlong-termpriorities?Commissionersaskedtodothisassignmentashomework.Connellvwillemailouttheproposedcityactionitemstogatherfeedbackfromthecommissioners.MoveMeetingstoTuesdaysToaccommodateandearliermeetingtime,andtohavethemeetingsattheMunicipalbuilding.theDMCmeetingswillhemovedtothesecondTuesdaysofthemonth,
