There was none. Public Participation was closed. AgendaItem 4 – Presentation for partingchair Ken Wilson Williams presentedWilsonwith a plaque and cakeforhis commitment to theWRABover the pastfive years. AgendaItem 5 – Final recommendation on the Wastewater TreatmentMaster Plan Earleyand Harberg presented the Wastewater Treatment Master Plan andasked for the Board to make a final recommendation to City Council. WRAB questionsand comment: Byers : Onfigure18, I had askedfor labels on the “y” axis.Canwe add arrows or something to Earley make it more instructive?: I will try to revise it again. Byers : Did the CDPHE change the ammonia standards?Will those standards get included in the Linenfelser new permit process?:Wedon't think the newstandardswill be implemented in the next permitcycle. Miller: Do youknow if the costs for treatment relate to flowquantitymore so thanpopulation Earley increases/decreases?:Theplant is presently being expanded to accountfor the hydraulic loading(flows) that are anticipatedforbuild-out conditions. Thestrength ofthe waste (pollutant load based on population) doesnotdecrease when the flows decrease. Therefore, the treatment costs shouldnot change muchas either theflowsorpopulation change, exceptfor thepower (electricity) costs to operate some pumps. Miller: The current decrease inflowhasunderstandablynot been included, but if this level were Earley to continue, is there a way tofactor that in?:We are not factoringthat in at thepresent time. While there hasbeen a decreasein flows recently because of waterconservation efforts and lower ground-waterlevels, ourlong-range planning effort uses a conservative approachthat anticipates flows to gradually increase back to morehistorical levels, at least on a cyclical basis. Knopf:Earley Howwill the Transit Village affect this?: It will increaseour flows, butflows will still be within thehydraulic loadingwe canhandle. Byers:Earley Will annexations make a difference inflow levels?: Thereare some small properties thatmay annex and increase flows, but these areas are part of our anticipated service area. Public Hearing: No public comments. Motion:Wilson moves that the Water Resources Advisory Board (WRAB)approve the presented draftof the Wastewater Treatment Master Planand to forward this recommendation to City WRAB Summary March 19, 2007 1 Page No. Council (the presented drafthas mislabeled the date). Seconded: Byers Vote: 5-0, Passed Agenda Item6- Update on the evaluationof source water protectionfor BoulderReservoir, including additional treatment andtheCarter Lake Pipeline Project Noble, alongwith consultantChris Tadanier with Black &Veatch, presented on the evaluation of source waterprotectionfor BoulderReservoir, including additional treatment and the Carter Lake Pipeline Project. WRAB Discussion: Wilson:Williams Dowe own storage in Carter Lake?: Wedo not ownstorage,but we can order waterfrom there. The only reason we are limited today is becausewinter conditions prohibit the operationof Boulder FeederCanal. Byers:Harberg Whatwould the CEAP include?Improvements, new projects?: All ofthoseand everything, including alternatives. Knopf:Noble What isthe projected rate increase?: Inflationrate increasein 2008-2010 is at 3%. Knopf: More information is in the memo.Can we getthis kind ofinformation for wastewater? Byers: Will moneyfrom the settlement with Xcel on the RECs go to thegeneral fund or utilities? Williams : I do not think thatmoney is partof the settlement.Also, it has not yet beendetermined howto use the credits for the city’s RECs. Byers: Are some concerns that we have drivingormotivating entities (such as Left Hand) for this Tadanier: as well?Yes.Winter water is their driving issue. Miller: Did any of the alternatives look at the affect the city or county couldhaveon landuses suchthatland use regulationscould prevent thedegradation? Struthers: The city is currently trying to work with Northernon this, althoughNorthern is hesitant to control land use or outfalls. It would be on the city's shoulders to secure approval to changeoutfalls. DiNatale: The studies are very biased.Youare assuming there will be no change in Carter Lake waterquality. You are assuming there will be nochange infuturedrinking water requirements. You assume therewill benomajor renovations to the Boulder Reservoir treatment plant within the 20-yearplanning period. This study has a pre-determinedoutcome. It lacks credibility. I don’t disagree withtheconclusion, justthe way we are gettingthere. DiNatale:Tadanier Didyou look at the ultra-filtration membrane processes?: No, because it .DiNatale: provides anultimate barrierfor bacteria butonly a partial barrier for viruses I disagree.Ultra-filtration with chlorination is an absolutebarrier thatwill meet all the city’s treatment goals. This treatment alternative should be considered. DiNatale : I am surprised youdidn’tworkwith policy-makerson the performance criteria and weighting.. Miller: Can youdouble check your cost estimate numbersforgranular activated carbon as well as Tadanier the spike in costs related to steel pipe in thePipeline alternative?:Wewill look into this. DiNatale: Iwould like to see the integration of thisstudywith the source water strategic plan to Harberg see how thisrelates.:We are running behindscheduleon the sourcewater strategic plan and the Boulder Reservoirproject will need to moveforwardbefore thenfor 2008 budgeting purposes. Wilson: This studyhas come forward in a good direction,but you arehaving a hard timeselling it. DiNatale: Iwould like to see what the long-term (20 years) plans are formanaging theBoulder Reservoir WTP. Harberg: Staff will use the commentsWRAB has givenduring this meeting to improveour report/analysis, and thenreturn to WRAB in the futurefor thisproject. Agenda Item7- Matters From Staff– SouthBoulder Creek FloodStudy will be presented toPlanning Boardon Thursday. DiNatale: I got acallfromacitizenwho said he hadto giveaway his Anderson Ditch water rights Williams in order togeta buildingpermit.: I am aware ofthis issue and the city and property owner are currently workingona mutually agreeable solution. Byers:Williams What is happeningwith the South Platte RiverWells’ case?: It is in recess now, but it is still ongoing andwill resume later in March. Byers: Whereis Valmont Butte project with respect to the Trust for Public Land(TPL) Williams acquisition?: The city is waiting for the TPL to submit a proposal and proceed with fund-raising.
