FISCAL IMPACT: See attached Attached is mformation concemmg the proposed 2004-2009 Greenways Caprtal Improvement Program (CIP) for review and consideration. A iecommendation by the Greenwlys Advisoiy Commrttee lo the city's Planning Board and Council is requested Attachment A: Greenways 2004-2009 Capital Improvement Program Overview Attachment B: Greenways 2004-2009 Capital Improvement Program Summary Sheet and Map Attachment C. Greenways 2004-2009 Project Descrtptions Attachment A GR~ENWAYS 2004 - 2009 CAPITAL IMPROVEMENTS PROGRAM OVERVI~W The 2004 Greenways Capital Improvements Program (CIP) budget is $45Q000 The Gieenways CIP has been developed wrthm the context of and is consistent with the Boulder Valley Comprehensive Plan (BVCP), the Transportahon Master Plan (TMP), the Comprehensive Dramage Ut~lity Master Plan (CDUMP), and thc Greenways Master Plan. The city of Boulder Greenways System is comprised of a series of corridors along riparian areas mcludmg Boulder Creek and s~x designated tributaries, which provide an opportumty to integrate multiple ob~echves, includmg habiYat protection, water qualiCy enhancement, storm drainage and floodplain management, alternative transportation routes for pedestrians and bicyclists, recreauon and cultural resources. In arder to maximize the overlap of ob~ectives and to coordinate projects along the Grecnways, identification of pro~ects for the 2004-2009 Greenways CII' was done as a team effort, combmmg mput hom Pubhc Works (Utilities and Transportation groups), Parks and Recreation, Water Quality and Environmental Services, and Mountam Parks and Open Space Transportation and flood utility pro~ects were identified from the Transportahon Master Plan, the Comprehensive Dramage Utihty Master Plan, and mtra-deparlmental meetings to determme pro~ect priorities and timmg Environmental pro~ects were identified during the Master Plan update piocess and were piioritized based on recent environmental studies, the overlap with other pro~ects, and the feasibility and effecliveness of the pro~ect m meeting environmental goals Maintenance of the Greenways system was revicwed as part of the Master Plan update process To addre5s the idenhfied deficiencies m mamtenance and weed control, the 2002-2007 Greenways CIP specified $150,000 to be used for mamtenance each year. This allocauon was contmued m the 2004-2009 CIP. The success of the habitat mamtenance effort will be avaluated in the fall of 2003, following the second season of iCs implemenCation This evaluation will be used to determme future fundmg levels m the 2005-2010 CIP. POLICY ISSUES All pro~ects m the 2004-2009 CIP will go through the CEAP process, erther as part of a bigger flood or transportation pro~ect or as a separate pro~ect as mdicated on the pro~ect status reports. HIGHLIGHTS Highlights of Greenways pro~ects mcluded m the 2004 CIP focus on the Elmers Twonule Creek corridor from Glenwood Drive to the confluence with Goose Cieek. This pro~ect mcludes a trail connection, habitat restoration and flood improvements Also shown in 2004 is fundmg for habitat restoration along the Goose Creek corridor ~ust upstream of the confluence with Boulder Creek. The U S Army Corps of Engineers is currently evaluating fundmg for a joint restoration pro~ect wuh the city in this reach of Goose Creek. The 2004-2009 CIP shows a reshuffling of funds from the 2003-2008 CIP The 2003-2008 Greenways CIP focused on the Fourmrle and Wonderland Creek Comdors m order to coordmate Greenways pro~ects with proposed 11ood improvements. The Flood Utility is currently m the process of developing a Flood Mitigation Master Plan for Fourmile and Wonderland Creeks. Tlie Fourmile plan was anticipated to be completed in 2002 The preliminary plan assumed contamment of spill flows from Fourmile Canyon Creek based on direction from City Council Based on comments from an Independent Review Panel, staff decided to delay the flood mitigation master plans for the Fourmile Canyon Creek and Wonderland Creek floodplams unhl the city could determme and implement a floodplam management pohcy that addressed the issues m a larger manner. The Flood Study is expected to be completed in two years As a result, fundmg for projects along Fourmile Creek and Wonderland Creek has been postponed to later yeais in the CIP. In addition, fundmg that had been dedicated for pro~ects along Fourmile Canyon Creek in 2001, 2002 and 2003 will be diverted to other projects $200,000 was funded prior to 2003 for trail and habitat improvcments along Fourm~le Canyon Creek from 26~h to 28`h Street (the "Elks pro~ecP') This money has been carried over and will be utilized for trail, habitat and flood improvements along Elmers Twonule Creek, along with $25,000 shown in the 2003 CIP for a pro~ect along Fouimile fiom Bioadway to 19~~' Street Funding shown m the 2003 CIP for habitat improvements along Formile from Pleasantview soccer fields to 28°i Street will be utilized as part of the matchmg fund requ~rements for the Goose Creek restoration pro~ect FINANCING Greenways pro~ects are funded from the Tianspoitat~on Fund, Stormwater and Flood Management Utility Fund, and the Lottery Fund. Exishng CII' expenditures are estimated at $450,000 per year for the next six years. Annual fundmg distribution for the Greenways Program for 2004-2009 is as follows Transportation - $150,000 F1oodUtility - $15Q000 LotYery Fund - $150,000 RELATIONSHIP TO OP~RATING BUDGET The Greenways corridors are currently mamtamed by several work groups wrthm the city, as well as outside organizations Tasks are divided up by geographicai locatton as well as by function The responsibility of each work group is descnbed below: • Boulder County Parks and Open Space mamta~ns the Boulder Creek path from the mouth of Boulder Canyon to Fourmile Canyon. • The city's Parks and Recreation Department mamtenance staff is responsible for maintenance of Greenways that traverse a city park, as well as the Boulder Creek Path from Eben Fine Pazk to 55`" Street. • The city's Street Maintenance ~s responsible for snow removal and general path mamtenance (debris removal and sweeping) along all of the Greenways paths, except those portions of path mamtained by the Parks Department • The city's Open Space and Mountam Parks Department is responsible for mamtenance of natural, environmentally sensitive, or revegetated areas on open space land and easements. Currently this mcludes portions of Boulder Creek east of 38~h Street and 2 Arapahoe Avenue and portions of South Boulder Creek from KOA Lake to Marshall Road. • Flood Utility Mamtenance is responsible for mamtammg the flood carrymg capacity of all of the Greenways channels, which primarily mvolves removing tree limbs and downed trees from obstivctmg the flow m the channels, removal of channel sediment, and bank stabilization. • Urban Dramage and Ftood Control Distnct (UDFCD) performs mamtenance on secrions of Boulder Creek and all tributaries mcluded in the Greenways Program • City Forestry, Umversity of Colorado (CU), ditch companies, and Xcel Eneigy are also mvolved m mamtenance along the Greenways. 3 I Atfachment B I 'Pro~ect I.oraeon ~ Skunk Creek Ins Avenue Unde !
