Dear new and old EAB members
i had asked Mike Weil to find out about the Fort Collins water board's recommendation to discontinue
fluoride The Coloradoan article below (after the comments from the Fluoride Info Network) outlines that
the water board is sticking with their original advice The matter is headed to the Fort Collins City Council
best,

IFIN BULLETIN• IFIN # 763. Good and bad news from Fort Collins, Colorado.
Apri126, 2003
Dear All,
Two years ago the Fort Collins Water Board recommended to the Fort Collins Ctty Councrl that
they discontinue fluoridation. They were concerned about the costs of replacing the aging
equipment; costs which they felt could be better spent providing dental services directly to those
in need.
The city's response was to set up a Task Force (technical study group), which was heavily tilted
towards apro-fluoridation position Their study became a foregone conclusion when they chose
only to review "reviews" (mostly orchestrated by pro-fluoridation governments) on the issue,
and avoid most of the original studies. Most of the members of this panel didn't even bother to
attend either a presentation I gave at the public library or a forum debate in council chambers
where I spoke So much for their willingness to listen to the other sides Unfortunately, the
members who were more open-minded on this issue made a huge tactical error when they were
persuaded not to issue a "minority report" but to settle fora "consensus report" with qualifying
language in areas of dispute. The result is a report which is being touted by press and politicians
alike as showing that fluoridation is "safe and effective". All the caveats are being ignored!
That is the bad news, the good news is that the Water Board has not been persuaded by this
"Technical study group"* and is still advocating that the Council abandon fluoridation and put
the money to better use The article below gives the details of this, and also the fact that two
county health boards (the biggest menace in this whole issue since they simply follow orders
fiom the US Public Health Service) have given their support to fluoridation, based upon their
own "independent" review of the literature. If these boards represent "independent" thought, then
Stalinist Russia was an excellent example of representative democracy!
*It is quite possible that the choice of the title "Technical Study Group" was not casual but was
intended to keep at bay any meaningful analysis of the ethical problem of forcing medication on
people who have not given their "informed consent" to the practice. Hopefully, citizens m Fort
Collins will provide their councillors with a copy of the excellent paper by Cross and Carton on
this matter (see IFIN #755). In fact, I would urge all citizens everywhere who live in a
fluoridated town or city to send a copy of this paper to their legislators with a very short letter
stating that, "I do not give you permission to put fluoride, or any substance generating fluoride,
in my drinking water." If you live m a city or town that uses one of the sihcofluorides (either
hexafluorosilicic acid or its sodmm salt), that short sentence might read, "I do not give you
permission to put untested industrial grade sihcofluorides m my water." You might also include
reference to the two studies by Masters and Coplan (1999, 2000), which show an association
between the use of these substances and the greater uptake of lead into children's blood
(http://www.dartmouth.edu/~rmasters/ahabs) and ask the town or city legal advisor about the
liabilities they could be getting into using these untested industrial grade materials.

rluoridation out of Favor
Water Board sticks with its original advice

A handful of antifluoride crusaders were smiling Thursday after the Fort Collins Water Board
recommended the city eliminate the proven cavity-fighter from its water.
The recommendation is a departure from the advice of two county health boards that weighed in
on the controversial issue earlier this month but is the same advice the board offered two years
ago.
"Now we've got to flood the mayor and City Council with calls on taking it out of the water so
they know how the public's feeling," Mary Parkei, a Fort Collins resident opposed to fluoridated
water, said after the meeting.
Water Board member Bill Fischer, who Iomed Ramt Naddy on the losing side of the vote, failed
to sway the nine other members to support continued fluoridation.
"The weight of evidence," he said, indicated the risks of fluoridated water are minimal. He added
that fluoride is "suitable, economical, reliable and cost-effective" m reducing cavities.
But the other concerns of board members won out.
Several said if tap water containing the liquid form of fluoride -- hydrofluorosilicic acid, or HFS
-- harmed just a few consumers during their lives, that should outweigh any benefits.
Chairman Tom Sanders noted fluoride could, if ingested, pose risks to infants younger than 6
months old.
He added that HFS, a byproduct of the fertilizer industry, is hazardous to the utility workers who
handle it.
The Ctty Council will be next to grapple with the issue that has been marked by contention about
the significance of scientific evidence cited in a 198-page consensus report released m February
by the city's fluoride Technical Study Group. The report found fluoridated water to be an
effective cavity-fighter that does not pose a significant risk for cancer or skeletal fluorosis, a
crippling bone disease.
Not all members of the City Council, which probably will take up the debate in May, have
publicly stated where they stand on fluoridation.
Councilman David Roy favors removing fluoride from city water, according to a questionnaire
he returned to the Coloradoan prior to the April 8 election
Mayor Ray Martinez and Councilman Kurt Kastem m their questionnaires said they were
awaiting recommendations and mulling the evidence presented m the report.
Councilwoman Karen Weitkunat has card fluoridation of water should continue but the matter
should "eventually" be posed to voters in a referendum.
In Apn12001, the Water Board recommended fluoridation be discontinued while reviewing an
expenditure proposal that found HFS created the need for $500,000 in equipment upgrades.
Water Board member David Lauer said the city could save those funds and $100,000 a year in
materials and labor rf fluoride is eliminated from water.
Noting that fluoridated water is especially beneficial m reducing cavrtres mlow-income areas, he
suggested that if the council decides to remove HFS from water, it could use a portion of the
savings to create a clinic or program that promotes dental health
The Water Board's recommendation, which will come in the form of a letter from Sanders, will
be added to two recommendations in favor of fluoridation -- the April 17 recommendation of the
Larimer County Board of Health and Tuesday's recommendation by the Health District of
Northern Larimer County's Board of Directors.
The health district's board, after studying the issue independent of the Technical Study Group's
research, "strongly" supports the use of fluoride as the "most cost-effective fluoride delivery
system" for the prevention of cavrtres and found the "negative side effects to fluoridation are
both minimal and acceptable."
