Agenda Item 5 – Staff Presentation, Public hearing and WRAB recommendation on the combined
WRAB/staff water rate structure alternative.
The staff reviewed the “complex” water rate structure requested by the city council. There were several issues
that still needed resolution between the staff and the WRAB. Those items included lot size (standard versus
specific) and the appeal process.
Public Participation
Peter Mayer, 1339 Hawthorne Ave., Boulder
, said that he met with Bill DeOreo and Chuck Howe and
discussed the complex rate structure. Their preference is to include specific lot size. Mayer feels that the staff
will have to make an extra effort up front to collect lot size data and deal with appeals but ultimately it will
subside. They also believe that the indoor allotment is very high and it won’t encourage a lot of indoor
conservation. Mayer asked the staff to collect commercial information by customer category because that is
ultimately the only fair allocation. Mayer discussed using monthly Evapotranspiration (ET) values instead
seasonal values as previously discussed.
Public Participation was closed.
The WRAB and staff discussed monthly versus seasonal ET values, specific versus standard lot sizes and how to

rate the commercial industrial accounts. The WRAB favored using monthly ET values. They also decided that
specific lot size is worth the extra effort required in setting up SFR accounts. Finally, the WRAB decided to
recommend the staff’s proposal for commercial and industrial water rates with a review after five year’s worth of
data collection on customer category.
Joanna Crean reminded the WRAB that they were making a recommendation on the “complex” structure at this
meeting and would choose between the complex and the simpler structure at the July WRAB meeting.
Ken Wilson motioned to use specific lot size and monthly ET values in the complex rate structure
that will return to the WRAB on July 19 for a final recommendation.
Bart Miller seconded the motion.
