Sales & Use Tax Revenue Report
July, 2006
Issued September R 2006
This report provides information and analysis related to sales and use tax collections for fiscal year 2006.
Results are for actual sales activity during the month of July, the tax on which is received by the city in
the subsequent month. Any questions should be directed to Laura Fisher, Revenue Officer at (303) 441-
4017.
The following tables compare total year 2006 collections to the comparable period in 2005.
REVENUE COMPARISONS TO COMPARABLE PERIOD IN PRIOR YEAR
Table 1 lists the caYegories of sales and use tax collected by the Ciry of Boulder. It illustrates the percent
change in the various areas for 2006 over the same time period in 2005.
Retail Sales Tax - From an ongoing economic viewpoint, the row entitled Retail Sales Tax is the primary
indicator of how the retail economy in the city is perfonning this yeaz compared to last year. Retail Sales
Tax comprises the vast majority (over 80%) of the city's sales and use tax revenue. Year-to-date
wllections in this category are up 7.37%. A portion of the increase is from the new Home Depot which
opened in January, 2006.
Business/Consumer Use Tax - Business/Consumet Use Tax fluctuates significantly from month to
month depending on the level of equipment purchases and leases in that month and on revenue collected
from audits of businesses. It is down 8.81 % yeaz-to-date. This negative performance is to some extent
the result of large audit revenue collected in 2005 and not duplicated in the current year and partially
offset by an increase in "computer related business" retail sales tax which is up by 21.91%.
Motor Vehicle Use Tax - This category is somewhat confusing because talc on [he purchase of vehicles
falls into the retail sales ta~c category if collected by the auto dealership and the motor vehicle use tax
category if collected by the County Clerk's o£fice. While County Clerk collections are down by 10.49%,
the more inclusive cateoory of Automotive Trade (retail and use ta~c) is down by a more modest 6.06%.
While purchases of vel~icles are obviously down, some of the change may be reflective of an increase in
]easing versus buying.
Construction Use Tax - During 2005, because they upwardly skewed the collections from that which
could be considered indicative of the underlying economy, we provided comparisons excluding Twenty
Ninth Street and other very large 2005 construction projects. Also, the 2005 extraordinary collections
were excluded from the "base" when forecasting future revenue. Because comparing to the
extraordinarily high 2005 collections would distort the view of construction activity in the city, for 2006,
we will provide compansons that also exclude the one-hme extraordinary construction use tax collected
in both 2005 and 2006.
Table 1 lists actual collections but also provides infonnation that eliminates the skew of one-time dollars
received by the city for the redevelopment of the Twenty Ninth Street area and major NOAA-NIST and
CU consh-uction projects. Wtthout adjustment for one-time revenue, Construction Use Tax has decreased
by 3232%. After adjustments, Construction Use Tax actually increased by 631 %.

Total Sales and Use Tax - Without adjusting for one-time revenue, the Actual Collected column in
Table 1 shows a total increase in Sales and Use Tax revenue of 133%. After adjusting for 2005 and
2006 one-time revenue, the total 2006 year-to-date increase in Sales and Use Tax revenue is 4.85%.

PROJECTIONS FOR THE FUTURE'
Although projecrions for the economy continue to be positive, indications are that the Boulder Valley
economy may grow at a slower pace in the upcoming quarter.
Excerpts from the July 7- 20 issue of the Boulder Counry Business Report follow:
~ The Boulder County Leading Economic Indicators continue to gow, albeit aY a sluggish pace.
The index for the third quarter rose from 1093 to 109.9, indicaring that the local economy will
continue on a positive path during the upcoming quarter.
• Narionally, employment is anticipated to increase by 1.7% in 2006, while Colorado is expected to
grow at a more robust rate o£ 2.3°/a Yeaz over year employment has risen by 1.9% in the Boulder
Valley.
• This year, the US unemployment rate will average 5.0%, compared to 4.9% for Colorado. The
Boulder rate will be 0.5% to 1% below the State average, in the range of 3.9% to 4.4%. The first
quarter average was a litUe more than 4.1%.
• Retail sales play an important role in the fiscal stability of the Boulder Valley. The year over
year growth rate of 5.6% is positive and should improve in the latter part of the year as significant
portions of Twenty Ninth Street are opened, creating a stronger retail base in the City of Boulder.
• The Boulder County LEI indicates continued but limited expansion of the area economy. This
expansion will be led by better employment growth and lower unemployment rates than the
nation. This expansion at both the state and local levels will be held in check by higher interest
rates and energy costs.
Excerpts from the most recent (June 20, 2006) issue of Colorado Economic Perspective published by the
Colorado Office of State Planning and Budgeting follow:
The National Economy
~ The national economy continues to strengthen. Inflation adjusted gross domestic product is
growing at a healthy pace, initial jobless claims are continuing their downward trend, demand and
production growth are strong, and payrolls are increasing.
• Consumer spending, which represents almost 70% of GDP, was supported over the past year by
tax cuts and borrowing from home equity. Now, the pace of retail sales ~,~rowth will slow despite
the strengthening economy because these other sources of cash are dissipating. Furthermore,
rising interest rates will dampen demand, particularly for automobiles, homes, and home-related
goods. Consumer spending climbed 3.5% in 2005 and is expected to grow 3.4% in 2006. In
2005, consumer spending on durable and nondurable goods increased at a faster pace than
spending on services. In 2006 and through the remainder of the forecast, spending on nondurable
goods and services will support growth.
• Business investment grew 8.1 % in 2005 and is expected to grow 6.9% in 2006. Investment
growth wil] remain positive in 2006 with equipment and software supporting growth. Business
investment is currently supported by replaceinent demand, as well as investment in new
technologies. Future inveshnent grow[h wil] be supported by healthy cash flow, strong demand,
and low capital costs. Investment in information technology equipment and sofrware increased
10.9% m 2005 and is expected to increase 10.0% in 2006 before moderatmg to a 6.0°/o pace in
2007

The Colorado Economy
~ The Colorado economy continues to strengthen.
• 2006 employment growth will remain at 2.1 % and we forecast that employxnent growth will
average 2.6% through the forecast horizon.
• ...since February 2006, the unemployment rate has remained at 43°/o, the lowest rate since
September 2001.
• In 2005, retail trade sales in Colorado rose 49%. We forecast retail sales will grow 5.5% in
2006 and SA% in 2007.
• Risks to the forecast - The main risk to our Colorado ewnomic forecast is that [he national
economic recovery will stumble. Indeed, the Colorado recovery will likely mirror any major shift
- eiiher positive or negative - in the national recovery. Additional risk lies in high energy prices
and their impact on consumers. A prolonged period of high energy costs will dampen consumer
spending on discretionary goods and place pressure most noticeably on inflation and the housing
market. In this respect, the primary risk is to the retail trade and construction forecasts.
June 20, 2006 forecasts from the Office of State Planning and Budgeting, Colorado Eco~aomic
Perspective, are listed in Table 3:

Changes in econoinic indica[ors at the state and county level do not necessarily transla[e into increased
revenue within the City of Boulder. Economic events specific to the city must be considered. Examples
of such events are businesses expanding or contracting within Boulder's boundaries, sales tax leakage due
to competition in surrounding areas, and housing starts. We are cautiously optimistic that current trends
in the city will continue.
Excerpts from the most recent issue (August 18, 2006) of the Colorado Economic Chronicle, puUlished
by the Legislative Council of the Colorado General Asseinbly follow:
• Colorado's economic expansion slowed somewhat during the second quazter of the year, though
it remains relatively healthy. Consumer spending and personal income are doing particularly well
thus far in 2006, while employment growth moderated during the second quarter.
• Personal income and wages aze expected to continue to show relatively strong growth through the
forecast period. Persona] income will increase 6.5% in 2006 and 6.7% in 2007. Gains in
employment and wages and salaries are expected to continue to buoy personal income. Wages
and salaries are expected to increase 7.1% in 2006 and 6.6% in 2007.
• Inflation will increase to 2.9% in 2006, and remain around 3.0% thereafter.
• In conclusion, though there are signs that [he state's economy is slowing, we expect that the
overall trend of moderate economic growth will continue for the next few yeazs. Growth will be
fueled by Colarado's position in the advanced technology, defense, and natural resource
industries. Concems regarding high energy prices and inflation remain, as well as the exposure
for trouble in the housing market. However, each of these concerns appear to be headed for a soft
landing, rather than a prolonged and severe downturn.
